The first clips show the Techwood Homes complex, with close-ups of broken and taped windows and windows covered with cardboard, trash and empty liquor bottles on the ground and in stairwells. Reporter Dennis Kauff interviews a group of African American women, while their children play. A Ms. Morton discusses the condition of the inside of her apartment which needs repairs and paint, and that there are rats and cockroaches. She indicates that she has asked for repairs several times, but no one comes out. Reporter Kauff then interviews a Mr. Mann, who says that he pays $158 for his apartment, but it has no electricity.
