He was first elected to the Atlanta City Council in 1922. As an alderman, he helped establish Atlanta's first airport. He served six terms as mayor of Atlanta, first from 1937-41. He lost to challenger Roy McCraw in 1941, who served only a partial term after volunteering for overseas duty during World War II.
