Newton first describes how a pastor must have his basic, worldly needs met and how he is still a man and, therefore, must have his imperfections forgiven. He then describes how a minister is charged with preaching so a congregation is thus charged to listen, how a minister's duties are great so a congregation must not be unreasonble in its expectations of him, and  how a congregation must encourage its minister. Finally, he pleas for affection and kindness towards ministers.
