Hawkins informs Nicolls of the complaint of Bowlegs regarding alleged crimes committed on his property by citizens of Georgia and notifies him of recent alleged depredations committed on Spanish subjects by the Alachua Indians near the St. John's River in Florida.  Hawkins explains the precedent by which Indian groups in the area have settled various disputes, namely by operating through him as the Indian agent, and delineates the political structure of the Creek Nation.  He mentions the case of William Augustus Bowles, a British officer who became embroiled in the affairs of the Creek Nation and attacked Spanish Florida.  He also asserts that Nicolls is misguided in recent criticisms of Hawkins and the U.S. government with respect to Indian affairs, and even suggests that Nicolls is posing as a British officer while seeking personal gain.
