In his opening letter, Call argues that a cavalry is necessary in Georgia because extensive frontier territory and sparse settlement make the state vulnerable to attack.  He claims that cavalry is the most suitable force for protection since ordinary foot militia are unable to respond quickly enough to Indian encroachments and would not be capable of overtaking a group of retreating Indians.
