Swelley in Montgomery County, Georgia.  Barnard reports that he has just returned from a meeting about the Georgia/Florida boundary line and predicts that the line will be finished soon.  He discusses the problem of horse-stealing and says that an Indian chief called the Dog Lieutenant had assured Captain Swelley last winter that he and the other chiefs would return any horses stolen by their people.
