Agreeable to your wish I have the honor to refer my opinion to the Comittee [Committee]  of war /: of which you are the Chairman:/ of what means will be [deleted text: the ]  adequate to raise a sufficient force in Franklin to join with Georgia to subdue the outrageous Creek Indians.- [unclear text: herewith ] : to please [added text: the ]  minds and raise [added text: an ]  enthusiastic spirit in our Citizens so inevitably necessary [deleted text: in ]  in war for Commanders this would [document damaged] not only be the most equitable but likewise afective [effective]  guard a B [word(s) omitted]  Bounty of Land of your Teritorry [Territory]  on the North of the Bent [added text: of the Tenesee ]  to such men as is raised in Franklin [added text: to the defence [defense]  of Georgia ]  but preserve all Rights [deleted text: of ]  or Claims of preemptions and [deleted text: what [illegible text]  ]  if a defficiency [deficiency]  should appear make it sufficient with land [unclear text: nearnest ]  to it and make allowance [added text: for ]  arms ammunition etc: provides that neither the assembly in Geogia nor the assembly of such [added text: Men or families ]  as Shall become inhabitants on said [added text: District ]  Shall have a Right to [illegible text]  any vacant Land within [deleted text: said ]  [added text: that ]  district not exceeding Blank areas. and Should it appear that it would be [unclear text: from ]  [added text: the ]  distance it is situated from your seat of Government that it would be too Expencive [Expensive]  for Georgia to protect, said Citizens give them a Right to Collect
