Elholm writes to provide his opinion on the most expedient method of raising a force sufficient to defend the states of Georgia and Franklin (now defunct) from attacks by the Creek Indians, whom he refers to as "outrageous". He informs Walton that it will be necessary to offer inducements in the form of land and transmits his ideas regarding this plan.
