Torrance, the state's agent for the rental of said reserves, refers specifically to the reserve of an Indian named Chemolly (also Efau Emathla?).  He mentions that such renting may not be explicitly permitted by the state legislature, but points out that often it is the intention of the legislature that is carried out, rather than the actual letter of the law.
