Mitchell (1809-1813, 1815-1817), dated December 28, 1816.  Hardin reports to the governor that significant numbers of vagrants are settling on Indian land since the beginning of November and as most have no visible means of subsistence, they are likely to resort to theft.  Hardin requests that the governor appoint him state agent, and empower him to remove the lawless settlers, as they are a greater threat to the peace of the frontiers than are the Indians in the surrounding areas.
