Harrison, Duncan McArthur, John Graham) appointed to negotiate a treaty with the Northwest Indians from Alexander J. Dallas, acting Secretary of War. President James Madison wants the commissioners to hold a treaty with the Indian nations to remind the Indians that the United States wants peace and explain the peace terms between Britain and the U.S.  The commissioners are to clarify that the U.S. does not seek any new land cession, but intends to adhere to earlier contracts.  The Indians are to be warned against misrepresentations of the late treaty between the United States and Britain and told that continued trade with Britain is not ensured.  The president wants to introduce U.S. military stations and factories into Indian territories, building a chain of posts between Chicago and St. Louis.
