The petitioners request that the Governor pardon Hodge since the horse(s) in question belonged to an Indian.  The petitioners reason that since the complainant was not white, the thief should not be punished.  Among a number of signatures is that of Augustus Christian George Elholm, former Adjutant General of Georgia.
