Elholm explains the relationship between Georgia and the State of Franklin in recent conflicts with the Creek Indians. He refers to an act titled "An Act to Suppress the Violence of the Indians," in which the citizens of Franklin were granted land along the Tennessee River in exchange for their services in defending against the Creeks, and affirms the rights of those citizens to the land. Elholm was later the Adjutant General for Georgia (1792-1795).
