The first item is a copy of a letter from Brigadier General James Jackson, Liberty County, Georgia, to Major Carter regarding the latter's intentions to make an excursion into Spanish territory for the purpose of seeking vengeance on Indians there.  Jackson indicates the reasons that such a foray would be ill-advised.
