Governor (1817-1819 : Rabun)</dc:creator><dc:date>1818-11-03</dc:date><dc:description>This document dated November 3, 1818 from the Executive Department in Milledgeville, Georgia, by William Rabun (Governor of Georgia, 1817-1819) is addressed to the members of the Georgia state Senate and House of Representatives.  Rabun reports on the duties of the state's executive branch over the past year, and mentions events associated with the First Seminole War (1817-1818).  He notes that after a cessation of hostilities the Seminoles commenced attacks once again and that he therefore sent forces under General Andrew Jackson to suppress their attacks.  Rabun discusses at length the controversy surrounding Captain Obed Wright's attack on the Chehaw village, in which a number of innocent Creeks were murdered, and his subsequent arrest and escape.  Rabun defends his decision to authorize Capt.
