The land was obtained by the state of Georgia through unspecified treaties (ostensibly the Treaty of Indian Springs, January 8, 1821) with the Creek Indians which ceded lands forming Dooly, Houston, Monroe, Fayette, and Henry Counties, and it was distributed through an act of the Georgia Assembly passed on May 15, 1821.
