Carr asserts that he is owed for services and expenses incurred as commandant of three independent militia companies from May 25, 1782 to June 25, 1784.  Carr emphasizes his patriotic sacrifices for the state of Georgia, particularly noting his usefulness in suppressing Indian hostilities (possibly Creek Indians) by travelling into the Indian country.
