Adams speaks on joint resolutions before the House of Representatives to appropriate funds for the relief of citizens of the states of Georgia and Alabama who were displaced by various Indian "hostilities" (specifically among the Creek and Seminole Indians).  Adams first discusses the constitutional powers of war and peace and how these powers are related to House appropriations.  He then discusses, among other things, the recent capture of Santa Ana in Mexico and issues surrounding the Texas territory and how these events relate to the recent forced removal of the southeastern Indians.
