Payne discusses the publication of a paragraph that disparages him and speculates about the identity and motives of its author.  He criticizes General (Winfield ?) Scott and John C. Spencer, Secretary of War, and includes a copy of the dismissal letter that he received from Spencer on April 5, 1842.  Spencer explains that Payne is being relieved of his position in the Indian Affairs office because the matter for which he has been employed, namely plans for a treaty with the Cherokees, has been suitably arranged for permanent clerks of the Indian Bureau to take over.  Payne mentions that Cherokee Chief John Ross is expected in Washington and says that, if that is the case, Payne's services may be required again.
