Dr. Richard Dudley Moore, a trustee of the university and mayor of Athens, believing the growth of the University was important to the growth of Athens, convinced the city to donate the $25,000 needed to build the new classrooms. Professor Leon Henri Charbonnier designed the new building. A graduate of French military school, he taught mathematics and engineering at UGA for almost 40 years.
