Annual Report State of Georgia TREASURY DEPARTMENT Atlanta, Ga., January 1, 1925. Hon. Clifford Walker, Governor, State of Georgia. Dear Sir: The last annual report of this office for the fiscal year ending December 31, 1923, showed a balance in the Treasury of $ 2,326,416.50 Since that date I have received and certified to the Comptroller General, as shown by Table 1 of this report, the sum of 16,765,264.08 Making a total chargeable to the Treasurer in this office and the office of the Comptroller General S 19,091,680.58 The disbursements for the same period, from January 1, 1924, to December 31, 1924, were - 16,739,474.39 Leaving a balance in the Treasury on the 31st of December, 1924 $ 2,352,206.16 This balance is not altogether a cash balance, but a portion of same is represented by bonds and coupons paid by our correspondent in New York, and by our State Depositories, under instructions of this Department, and by advances on account of salaries to members of Civil Establishment for the quarter ending December 31, 1924, for all of which executive warrants will be issued in due time and credited on the books of this office. The following exhibits are self-explanatory, and show in detail the standing of the various funds, and other accounts of moneys passing through the hands of this Department, not chargeable to the Treasurer, and not included in the above balance: Exhibit 1--Account current between the State of Georgia and the Treasurer, showing balance in the Treasury January 1, 1924; receipts and disbursements; balance in the Treasury December 31, 1924, and comparative receipts and disbursements of 1923. The bonded debt of this State, as set forth in Exhibit No. 3, shows the out standing indebtedness on December 31, 1924, to be $5,284,202.00. The eighth installment of bonds amounting to $100,000.00, issued under Act of 1889, due January 1, 1924, were paid. MATURING BONDS. Attention is called to State of Georgia 4 per cent, bonds, aggregating $230,000.00, issued under Acts of 1895. This issue will mature on July 1, 1926, and some provision will necessarily have to be made by the General Assembly, 1925 session, to retire these bonds when due, by an appropriation, or by an Act authorizing a refunding issue. BONDS THE PROPERTY OF THE LESSEES OF THE WESTERN AND ATLANTIC RAILROAD. During the month of January, 1924, the Nashville, Chattanooga and St. Louis Railway, as lessees of the Western & Atlantic Railroad, in compliance with their lease contract, substituted $100,000.00 United States Second Liberty Loan registered 4| per cent, bonds in lieu of the same amount of State of Georgia registered 3i per cent, bonds, which matured on January 1, 1924, and which were paid. During the year this office disbursed quarterly to the counties, as provided in Act of the General Assembly approved August 14, 1923, their pro rata part of the Fuel Oil Tax Funds. The distributions were based upon one-third of the total amount received from the Fuel Oil Distributors each quarter to the date of payment into the Treasury, and upon the State Aid system mileage in each county to the entire system, which is furnished to this office quarterly by the State Highway Department. Delinquent payments are accounted for and disbursed at each next quarterly distribution. One-third of the Fuel Oil Tax Funds set aside to the counties, collected and paid into the Treasury, during 1924, aggregate $1,120,466.89. This office disbursed of this amount $1,111,899.66, and carried forward delinquent payments of $8,567.23 to be added to the amount to be collected in January, 1925, to b disbursed at that time.
