STATE OF GEORGIA, TREASURY DEPATRMENT, ATLANTA, GA., October 1st, 1 To His Excellency John B. Gordon, Governor. SIR--In pursuance of law, I have the honor to submit herewith the annual report of this office, showing the transactions of thia department of the Government for the " report year," ending September 30, 1889 : My report for year ending September 30th, 1888, and submitted to your Excellency on the 1st day of October of said year, showed a balance in Treasury of 8 231,351.52 From said date of October 1st, 1888, to the 30th of September, 1889, both inclusive, I have received and certified to the Comptroller-General, as shown by Exhibit No. 2, herewith submitted $3,773,389.7.7 Which receipts, so certified to the Comptroller-General, added to the balance in the Treasury, as per my report of October 1st, 1888, makes amount chargeable to Treasurer during the report year ending September 30th, 1889 $4,001,691.29 From October 1st, 1888, to September 30th, 1889, both inclusive, I have paid war- rants, issued by your Excellency, audited and approved by the Comptroller- General, and the warrants of the President of the Senate and Speaker of the House of Representatives, as shown by Exhibit No. 3, herewith submitted, amounting to ,, 83,574,500.28 Which payments deducted from the amount reported as chargeable to Treasurer, leaves balance in Treasury on October 1st, 1889.. ..$ 430,191.01 BONDED DEBT OF GEORGIA. On October 1st, 1888, as shown by my report of that date and Exhibit No. 4, here- with submitted, the entire debt of Georgia, both interest and non-interest tZ^Z bearing, amounted to $8,752,305.00 Under the Act of the General Assembly, approved September 5th, 1887, there has been issued bonds, maturing as set forth in said act $1,900,000.00 Making the valid bonded debt during this report year $10,652,305.00 During the report year just closed, I have paid of the bonds maturing in 1886 and 1889, and received Executive Warrants therefor $2,021,000.00 Which deducted from the amounts as shown to be outstanding during the report year of 1889, leaves the amount outstanding October 1st, 1889 $8,631,305.00 THE GENERAL LIBRA. Of this amount of bonds reported as outstanding one hundred and twenty-one thousand eight hundred and five dollars are past due, and are reported in Exhibit No. 4 as non-interest bearing. Said bonds are as follows: C per cent, bonds issued by an act, approved 1856 and due 1886 7 per cent, bonds issued by an act, approved 1886 and due 1886 6 per cent, bonds issued by an act, approved 1877 and due 1889 4 per cent, bonds issued by an act, approved 1878 and due 1885 8 1,200.00 13,500.00 107,000.00 105.00 $121,805.00 BONDS THE PROPERTY OF INSURANCE COMPANIES. On October 1st, 1888, as shown by report made to your Excellency, I had in my hands, in pursuance of laws, bonds of the United States and of the State of Georgia, belonging to insurance companies doing business in Georgia, amount- ing to 81,175,000.00 Since my report of that date the following companies have been authorized to transact business, and in compliance with law have deposited with me the necessary amount of bonds: iEtnaFire Central City Girard Fire and Marine Mutual Fire 825,000.00 ^ 25,000.00 25,000.00 25,000.00-8 100,000.00 Making in my hands during the report year 81,275,000.00 During same period the following companies have ceased to do business in Georgia, and in compliance with law, and by direction of the Comptroller-General, I have delivered them the bonds which they had on deposit with me : Fire Association of London Factors and Traders Mechanics Virginia Home 825,000.00 25,000.00 25,000.00 25,000.00-8 100,000.00 Which amount deducted from those reported in my report of 1888 and those mentioned above as having been deposited with me since said report was made, leaves in my hands to-day for the benefit of the policy-holders in Georgia ,, ..81,175,000.00 DEMANDS ON TREASURY. On October 1st, 1888, my report for that year showed undrawn balance due sundry appropriations, and to be paid during the remainder of the fiscal year 1888, amounting to 81,078,658.47 The appropriations for the fiscal year 1889 amounted to 84,028,716.06 Making aggregate appropriations for the remainder of the fiscal year 1888 and entire alyearoi 1889 $5,107,374.53 I have paid during the report year of 1889, on Executive Warrants, audited and approved by the Comptroller-General, and the war- rants of the President of Senate and Speaker of House of Rep- resentatives 83,574,500.28 And under Par. 15, Sec. 97, Code, have reverted 8,809.31 And have transferred from the sinking fund account to the public debt account 200,000.00--83,783,309.59 Which amounts deducted from the appropriations above stated leaves undrawn balances, as shown by Exhibit No. 7, to be paid for remainder of fiscal year 1889 $1,324,064.94 TREASURER'S REPORT. 5 To meet these obligations, as they are demanded, we have the balance in Treasury, as shown by Exhibit No. 1, and the taxes to be collected during the remainder of the fiscal year 1889, which will be ample for the purposes enumerated.
