As required by O.C.G.A. 43-45-8 (3), the Georgia Structural Pest Control Commission submits the following annual report of the activities, expenditures and other matters pertinent to the operation of the comm1ss1on. 
 
The Georgia Structural Pest Control Commission met monthly during Fiscal Year 2018 on the following dates:

All meetings began at 9:30 AM in the Agriculture Building with the exception of the September meeting cancelled due to inclement weather, the January 9th meeting held at 9:30 AM at the Lucy Cobb Chapel in Athens, the February 13th meeting held at 10 AM, and the May 8th meeting held at 9:30 AM at the Berry College Krannert Center in Rome. 
Expenditures for the Commission and records of attendance for each member are included.

 MINUTES OF THE GEORG IA STRUCTURAL PEST CONTROL COMMISSION MEETING 
August 1, 2017 
A. The Georgia Structural Pest Control Commission convened at 9:30 a.m. in Room 201 of the Agriculture Building on August 1, 2017. The following commission members were present: Chris Gorecki, Chair, Derrick Lastinger, Vice-chair, Christy l<uriatnyk, Dr. Brian Forschler (By Phone), Greg Holley, and Kim Bragg. 
B. Also in attendance were representatives with the Georgia Department of Agriculture, GPCA and CPCO representatives, registrants and other members of the pest management industry. 
C. Motion was made by Mr. Holley to approve the minutes of the June meeting. Mrs. Kuriatnyk seconded the motion and motion passed. 
D. Motion made by Mr. Holley nominated Mr. Gorecki as Commission Chairman and Mr. Lastinger as vice-chairmen for the new state fiscal year. Ms. Bragg seconded motion and motion passed. 
E. The Commission approved company license applications (see Attachment 2). F. Mr. Lastinger provided the Department update; he noted that the Department has adopt ed 
a new logo. Last week, the Department hosted a national pesticide inspector workshop in Savannah. About 50 inspectors attended from other U.S. states, tribes and territories. G. Mr. Taylor provided the license renewal update. He repo rted that 1, 109 companies, 2,085 certified operators and 5,333 techni cians have been renewed. All licensees that have not renewed by September 30th will expire. H. Ms. Shannon Fitzgerald reported that the new and final guidance document for state inspections was posted on the website. She also noted a statewide field outreach effort to contact pest control companies that have not renewed their license to confirm operating status and provide technical assistance if needed. I. Mr. Lastinger discussed the final rulemaking. He reviewed final edits to the proposed rules. The Commission discussed the timeline for compliance and enforcement. Motion was made by Mr. Holley to accept the final edits and make the rule amendments effective on September 1, 2017 and allow and compliance assistance period through December 31, 2017 with a compliance date of January 1, 2018. GOA will begin reviewing current guidance and fact sheets for revisions related to the rule changes. Next steps will also include GOA filing the final rule with the Secretary of St ate . J. Mr. Lastinger discussed the next Commission meeting to be held on the September 1ith at Berry College in Rome, Georgia. Public Notice 17-04 announcing the meeting location was posted. K. Mr. Bo Warren provided a legislative update. L. Mr. Gorecki provided the NPMA update.

A. The Georgia Structural Pest Contro l Commission convened at 9:30 a.m. in Room 201 of the 
 
Agriculture Building on October 10, 2017. _The following commission members were

C. Motion was made by Mr. Sinyard to approve the minutes of the August meeting. Mr. Holley 
 
seconded the motion and motion passed. 
 
D. The Commissjon approved company licen se applications (see Attachment 2). 
 
E. Mr. Lastinger appreciated Ms. Faye Golden and Mr. Roger Lemaster with Cook's Pest 
 
Control for their assistance with the planning of the September Commission meeting. 
 
Unfortunately the meeting scheduled to be held at Berry College was cance led due to 
 
Hurricane Irma. The applications for the certification exam and new company license 
 
applications were reviewed and approved by GDA as directed by the Commission .

F. Dr. Forschler provided the UGA update. He noted that Dr. Suiter is finishing up a round of 
 
, 
 
termite and 1PM workshops. He mentioned that UGA is now offering the Georgia 
 
Competent Applicators of Pesticides Program {GCAPP) program online. The program now 
 
has a $20.00 fee. The Commission discussed concerns that the fee may prevent emp loyees 
 
of schools from completing the training. Mr. Tim Taylor will research further and report 
 
back to the Commission next month. Mr. Sinyard asked the Commission to con sider 
 
sending a letter to the state school superintendent that would encourage schools to require 
 
employees to attend the training if the employee makes pesticide applications. Mr. 
 
Lastinger will discuss with GDA leadership and report back to the Commission. 
 
G. Mr. Lastinger provided the Department update. He noted that the Department has a new 
 
logo and shared the new image. 
 
H. Mr. Lastinger provided the program update. He stated that there was a notice sent o ut to al l 
 
licensees regarding Hurricane Irma and damage assessments. There was a press release and 
 
a market bulletin article will be coming out featuring pests and pest management related to 
 
Hurricane Irm a. 
 
I. Mr. Taylor provided a licensing renewal update. He noted that the licensing renewal period for 2017 ended on September 30th . He thanked GPCA and CPCO for . communicating 
 
important licensing renewal information and reminders to their members. Renewed 
 
licenses incluged 1,204 companies, 2,158 certified operators and 5,888 registered 
 
employees. He also noted that 48 companies, 197 certified operators, and 2,441 registered 
 
employees did not renew. Mr. Taylor recognized the field staff for their assistance with 
 
outreach to expiring li censees.

J. Ms. Jenny Wren provided the administrative enforcement summary. (see Attachment 3).

 She reported that 43 percent of the cases were unlicensed companies, 15 percent were ( 
non-compliant wood infestation inspection reports, 10 percent were repeat violations, 10 percent were misuse/labeling, 8 percent were involving fraud, 8 percent were WDO treatment standards, and 6 percent were unregistered technicians. 
Ms. Wren discussed a booth being sponsored by GDA and the Georgia Department of Public Health at the Georgia National Fair. The booth is being organized by the Healthy Homes Coalition. A .variety of topics will be addressed such as pesticide use and bed bug identification. K. Mr. Lastinger discussed compliance assistance and outreach regarding the new regulations. He noted that this will include updating the fact sheets and discussing the new rule and policy on the alternate application techniques. He mentioned that the field staff will assist with compliance assistance and training. The new rules went into effect on September 1st and the compliance date is January 1, 2017. Minor revisions will be made to the employee registration manual and the revised version will be published in December. The new regulations, guidance policies, fact sheets, and updates will be posted on the Commission's webpage. L. Mr. Lastinger discussed the alternate application technique rule. He ;focussed the draft policy and noted that there are three things that need to be considered by the Commission when approving the alternate technique application for a termiticide. The product must be registered with US EPA, labeled for stand-alone structural protection and efficacy data 
supporting the use of the application must be submitted for review. Under the alternate ( 
application technique rule, the application of a termiticide must include all areas treated \ under a comprehensive, defined or. pre-construction soil termiticide application in a manner consistent with the label and labeling of the termiticide. Under the official waiver form for the alternate application techniques, only items 1, 2, and 3 will be applicable. The Commission advised to wait until the new policy is posted before finalizing changes to contracts and related forms. M. The Commission discussed a request from Mrs. Judy Fersch with BASF requesting the Commission consider approving Termidor HE under the Alternate Application Technique Rule. The Commission discussed the request. Motion was made by Mr. Sinyard to approve Termidor H.E under the alternate applitat_ipn technique rule. Dr. Forschler seconded the motion and motion passed. N. Mr. Skin Edge provided a legislative update. He noted that a few study committees have started. 0. Mr. Rick Bell provided an NPMA update. He noted that the EPA strategic plan was recently published.

November 14, 2017 
 
A. The Georgia Structural Pest Control Commission convened at 9:30 a.m. in Room 201 of the Agriculture Building on October 10, 2017. The following commission members were present: Derrick Lastinger, Vice-chair, Dr. Brian Forschler, l<im Bragg, Christy l<uriatnyk, Bodine Sinyard and Greg Holley.

C. Motion was made by Mr. Sinyard to approve the minutes of the October meeting. Mr. Holley seconded the motion and motion passed. 
D. The Commission approved company license applications (see Attachment 2). E. Dr. Forschler provided the UGA update. He noted that Dr. Suiter is still offering 
recertification webinars. He mentioned that UGA will host and coordinate the January Commission meeting in Athens and that breakfast will be provided. Mr. Lastinger mentioned that Dr. Suiter has confirmed that a pollinator protection webinar is planned for 2018. F. Mr. Lastinger provided the Department update. He noted that the Department has a new HR director, Virginia Phifer. G. Mr. Lastinger provided the program update. He stated that Rachel Ward had resigned to care for her new baby and finish her education degree. H. Mr. Taylor provided an online licensing and pre-examination training update. He noted that the Department is working with the vendor to provide an option to submit new license application online. Mr. Taylor also provided an update regarding the pre-examination training project. This training will be offered online and available for new technicians to prepare for the employee registration examination. There will be a fee for the training . I. Mr. Lastinger discussed compliance assistance and outreach activities regarding the new regulations. He noted that the Department has begun outreach activities related to the new Rules and mentioned the compliance assistance booths and classes provided at the association conferences. Additionally, he mentioned that the slides the Commission is developing for compliance with the new regulations. The slides will be sent to the Commission members prior to the December meeting for review. He noted that the alternative application technique (AAT} guidance will be posted on the new regulations webpage. Mr. Lastinger also discussed the draft changes to the following guidance documents: WDO Contracts, Official Waivers, Official Georgia Wood Infestation Inspection Reports, Wood Decay Fungus and State Inspections. Ms. Bragg made a motion to approve the revised guidance documents, Dr. Forschler seconded and the motion passed. J. Mr. Lastinger discussed the alternate application technique request from BASF for Termidor HP and HE. The Commission approved Termidor HE during the October meeting for use as a

 AAT control measure. Dr. Forschler reviewed questions submitted by Mr. Gorecki concerning the data set and Termidor HP label submitted by BASF. Mr. Jim W right, a BASF representative, was present and provided some additional information and responded to the Commission questions. Mr. Wright offered to provide additional data regarding a number of properties treated with HP including the number of retreats. Mr. Lastinger discussed a state specific requirement that pesticide use records be left with the property owner at the time of treatment and asked Mr. Wright how that would be addressed with the equipment. Mr. Holley suggested that BASF coordinate a demonstration of the Termidor HP application equipment for Commission members to demonstrate how the equipment works and provides the pesticide use record. He also requested that BASF provide the additional data for treatments and retreatments. Mr. Lastinger and Mr. Wright agreed to coordinate on a time and place for that demonstration. I<. Ms. Lauren Fralick provided a legislative update. She noted that the next session starts January 8, 2018 and that legislators are currently focused on economic development in rural Georgia and healthcare. She also mentioned that there were eight special elections last week and there would be four run-off elections on December 5, 2017. L. Mr. Rick Bell provided an NPMA update. He noted that NPMA had a placeholder in the Farm Bill and that NMPA is working on changes to FIFRA and the ESA. He also mentioned that GPCA is working on a consumer information piece for spray foam insulation that he hopes to have available in approximately three weeks. Mr. Lastinger requested that GPCA share the new publication next month. Mr. Bell offered to share the NPMA publication. M. Mr. Glen Ramsey, the GPCA Leadership Chairman, asked the GPCA leadership attendees to introduce themselves, and thanked the Commission for the opportunity. N. Meeting adjourned at 11:05 a.m.

A. The Georgia Structural Pest Control Commission convened at 9:30 a.m. in Room 201 of the Agriculture Building on December 12, 2017 . All Commission members were present. 
B. Also in attendance were representatives with the Georgia Department of Agriculture, GPCA and CPCO representatives, registrants and other members of the pest management industry. 
C. Motion was made by Mr. Sinyard to approve the minutes of the October meeting. Dr. Forschler seconded the motion and motion passed. 
D. The Commission approved company license applications (see Attachment 2). E. Dr. Forschler provided the UGA update. He noted that they are preparing for the January 
Commission meeting and demonstration of the Termidor HP application and encouraged attendance as the Department of Entomology will host a breakfast prior to the meeting. He also mentioned that Dr. Dan Suiter will no longer be offering recertification webinars, but is planning a pollinator protection workshop on Jun e 13, 2018 from 9:00am-3:00pm at the UGA Griffin Campus. Attendance is capped at 40-50 participants. Mr. Gorecki congratulated Dr. Forschler for the Entomology Society of America (ESA) award in Urban Entomology. Dr. Forschler received the award on November 7, 2017 in Denver, CO. F. Ms. Lauren Fralick provided a legislative update. She noted that there were four specia l elections the week prior and all of those vacancies were filled by women. She also noted that there would be additional elections on January 9, 2018 to fill vacancies in Valdosta and Henry County. Her last item of note is that the legislature is still discussing rural development and that the outcome of these discussions could affect the pest control industry. G. Mr. Gorecki provided an NPMA update. He noted that NPMA was sched uled to meet with U.S. EPA about the legislative agenda lat er today. Items to be discussed include label ing, 25(b) products and expediting the registration process. Mr. Gorecki also noted that NPMA is involved in a fundraiser for Glen Thompson (PA) and would be discussing cooperative federalism in an attempt to limit municipalities from regulating pesticides. Finally, Mr. Gorecki discussed a pyrethroid workshop hosted by NPMA and ASPCRO for U.S. EPA staff that is scheduled for December 13, 2017. H. Mr. Lastinger provided an update on compliance assistance and outreach regarding the new Rules and noted that the compli ance period has been extended and the new deadline for compliance is March 1, 2018. He noted that Mr. Taylor is working on updates to the registered employee manual and related examinations. Mr. Lastinger also discussed revisions to severa l documents that were sent to the Commission for review on December 8, 2017. These included revised versions of the WDO Contract guidance and Official Waiver guidance, and the 2018 Commission meeting schedule notice.

 I. Mr. Gorecki discussed the revision to the alternate application technique policy as it relates to the Official Waiver form. A guidance document will be drafted to assist the regulated community. Motion was made by Mr. Sinyard to accept the revised policies. Mr. Holley seconded and the motion passed. 
J. Mr. Lastinger indicated that a demonstration of the Termidor HP application equipment was still scheduled after the January Commission meeting. A BASF representative was in attendance and was asked several questions about the HE label, which appears to require that the label must be with the applicator at the time of application. He indicated that the most recent version of the label was available in the BASF repository; however, he recommended having a hard copy of the label when making an application. 
I<. Mr. Lastinger and Commissioner Black provided the Department updates. Mr. Lastinger noted that a new record was made for 1.7 million tons of peanuts produced in Georgia in 2017. Commissioner Black discussed his plan for developing a pollinator component to the Georgia Grown program which is tentatively called the Georgia Grown Bee Safe Community. He envisions standards for municipalities and registration for bee keepers, as well as Georgia Grown community and pollinator gardens. Tommy Gray and Mike Evans will be involved in the development of the program. Dr. Forschler noted that this program could impact the pest control industry. 
L. Mr. Lastinger provided the Program update. He noted that the Commission meeting in Rome that was cancelled due to hurricane Irma would be rescheduled, likely in May or June 2018. 
M. Mr. Taylor provided an update on recertification course renewals. He noted that an email was sent to all course sponsors and that 1072 courses had been renewed so far.

A. The Georgia Structural Pest Control Commission convened at 9:30 a.m. in the Lucy Cobb 
 
Chapel located at the University of Georgia Carl Vinson Institute of Government at 201 
 
North Milledge Avenue in Athens, Georgia on January 9, 2018. All Commission members 
 
were present. 
 
B. Also in attendance were representatives with the Georgia Department of Agriculture, GPCA 
 
and CPCO representatives, registrants and other members of the pest management 
 
industry. 
 
C. Motion was made by Mr. Sinyard to approve the minutes of the December meeting. Ms. 
 
Bragg seconded the motion and motion passed. 
 
D. The commission discussed old business including the GPCA and NPMA spray foam insulation 
 
outreach materials for consumers. Mr. Lastinger will forward the documents for the 
 
commission to review and discuss at the next meeting. 
 
E. The Commission approved company license applications (see Attachment 2). 
 
F. Dr. Forschler thanked everyone for their attendance and introduced the Entomology 
 
students. Each student provided a brief summary and report of their urban entomology 
 
research projects. He then provided and discussed the UGA Urban Entomology Pest Control 
 
Research Report (see Attachment 3). 
 
G. Mr. Lastinger provided the department update. He mentioned that state offices were closed 
 
the previous day due to inclement weather. He discussed the major cyber event on the 
 
department network. He noted that the department is rebuilding and recovering the 
 
network and department webpages. The public can now access webpages and to contact 
 
the department if you notice a problem. The licensing and structural pest inspection 
 
programs were not affected by the event and no personal information was compromised. 
 
There is a federal investigation looking into the event. Lastly, he recognized the structural 
 
pest staff in attendance. 
 
H. Mr. Gorecki discussed the new rules. The new policies and Power Point slides will be posted

J. Rick Bell provided the NPMA update. He mentioned Portland, Maine has a new ban on the 
 
use of pyrethroid pesticides with golf course sites being an exception.

 I<. Mr. Lastinger provided an ASPCRO update. He mentioned that Dr. Forshler and Ms. Shannon Fitzgerald assisted with the pyrethroid workshop for 55 employees of U.S. EPA, at the Office of Pesticide Programs (OPP) in Crystal City, Virginia. The focus of this meeting was to provide education on pyrethroid use patterns in structural and urban settings to those tasked w ith performing pesticide registration review. Sessions focused on application types, target pests, hands-on equipment demonstrations, and the necessity of this class of products to protect public health and property from pests and the diseases they vector. Mr. Gorecki expressed his gratefulness for Georgia having many active individuals involved with pest control and part of national policy discussions. He recognized the ASPCRO attendees at the meeting. Dr. Forschler noted that U.S. EPA officials often do not have the opportunity to get out of the office and into the field and these workshops offer a great opportunity to learn and understand the issues and challenges applicators face in the field. 
L. Mr. Lastinger continued with national news. U.S. EPA announced that they will begin the process to revise the minimum age requirements in the new Certification of Pesticide Applicators Rule. The extended effective date of the new rule is May 22, 2018. 
M. Mr. Lastinger announced that the commission meeting will be held in Rome, Georgia in either May or June. 
N. Dr. Forschler and the Entomology Department was recognized for hosting the meeting and providing a wonderful breakfast.

21  in an empty chamber and the remaining 24% moved aggregation sites over the 4  
 
days oflhe experiment. Termite movement through tunnels is directed by a message (not 
 
yet identified)at the junction oftwo tunnels. This data set is still being analyzed and 
 
results are expected to be published later this year. The graduate students continue work 
 
on ants, termites, and output(volume and <listribtitionofproduct) from hand-held 
 
compression sprayen,. Fieldwork on drywoo<l and subterranean tennites continues with 
 
demonstration projects on University property. lbose demonstration projects have

The State Structural Pest Control Commission reseurch fee was used for all of the undergraduate student salary and a portion ofthe graduate student stipends, equipment and supplies the remainder was paid through extramural grants..  
 
PLANNED RESEARCH:

A. The Georgia Structural Pest Control Commission convened at 10:00 a.m. in Room 300-B of the Agriculture Building on February 13, 2018. All Commission members were present, except for Dr. Forschler who participated by telephone. 
B. Also in attendance were representatives with the Georgia Department of Agriculture, GPCA and CPCO representatives, registrants, and other members of the pest management industry. 
C. Motion was made by Mr. Sinyard to approve the minutes of the January meeting. Ms. Bragg seconded the motion and motion passed. 
D. The Commission approved company license applications {see Attachment 2). E. Mr. Lastinger provided the Department and Program updates. He mentioned that the 
Department is drafting an employee registration pre-examination training verification form to assist the industry with complying with the requirement. He also discussed the ongoing work to rebuild the annual commission reports to the Governor and the reports will be posted on the website once completed. F. Mr. Gorecki discussed the BASF request to approve Term idor HP and HP II under the Alternate Application Technique rule. He indicated that Termidor HP was currently registered for use in Georgia, but HP II was still pending registration. Dr. Forschler stated that the efficacy data indicated that the application technology will provide sufficient structural protection but that the product distribution did not mimic trenching. Mr. Lastinger requested an update from BASF on the ability for a Pest Management Profession {PMP) to issue a pesticide use record at the time of service using the HP application equipment. BASF representative Dr. Kyle Jordan indicated that the BASF Functional Solutions Team was working on this and their plan to update the HP modular application to work with PestPac and other PMP software in the future. Mr. Gorecki asked about the BASF stewardship process. BASF representative, Ms. Judy Fersch, provided details on approval, st ewardship training and trouble shooting. Mr. Lastinger asked who provides training to new employees hired after the initial training. Dr. Jordan indicated that either BASF or the company could provide training, but BASF approves each user since they set up individual user accounts. Mr. Gorecki provided additional information on SA mode. Mr. Holley asked who would be responsible for maintenance and equipment calibration. Dr. Jordan stated that BASF has a maintenance program for the application equipment and they track the running hours to determine when to replace parts. Mr. Gorecki requested a motion to approve HP and HP II. Motion was made by Mr. Sinyard to approve Termidor HP and Termidor HP II pending registration. Mr. Holley seconded the motion and motion passed. G. Mr. Lastinger discussed partial cred it hours for recertification. Mr. Gorecki mentioned that ASPCRO was to discuss this issue in April at the mid-year board meeting and tabled the topic until after their discussion.

 H. Mr. Lastinger discussed the spray foam insulation guidance drafted by NPMA and GPCA and shared copies of the publications with the Commission. He indicated that the Commission could consider recommending that GDA publish an article in the Market Bulletin to provide outreach to consumers about the issue. Additional discussions on how best to reach consumers was discussed and then tabled until the next meeting. 
I. Ms. Lauren Fralick provided a legislative update. She noted that the recommendations from the rural development commission had been introduced as legislation. 
J. Mr. Rick Bell provided an NPMA update. He noted that the U.S. EPA Administrator Scott Pruitt signed a memorandum of agreement to facilitate a better working relationship between U.S. EPA and U.S. Fish and Wildlife to promote cooperation between the agencies through a new workgroup on ESA consultations.

team is on high preparedness and ready in the case of an outbreak. EPA is paying close attention to Dicamba being used in the state and if any drifts get reported. He mentioned the new Georgia citrus growers association that is working with the Department and requesting new regulations to protect the emerging industry. Mr. Gray recognized Mr. Lastinger for serving as a board director for the Association of American Pesticide Control Officials (AAPCO) and for moderating sessions at their recent conference held in the Washington DC area. Ms. Bonnie Rabe and Ms. Faye Gold en were also recognized for their hard work and transitions from regulatory positions to the private industry. Lastly, he recognized the Structural Pest staff for their great work that is often difficult and challenging. F. Mr. Gorecki discussed spray foam insulation, outreach possibilities and an approach on how to move forward with the issue. CPCO shared a brochure they created to educate consumers and realtors of the multiple concerns that come with spray foam insulation. Ms. Bragg expressed concerns about homes being sold without termite contracts and how to inform new homeowners of spray foam insulation issues. She will reach out to the Georgia Realtors Association and start a discussion about the concern and possible ways to address through consumer awareness. The Commission discussed how to best communicate these concerns to the insulation industry. Mr. Lastinger will request legal services to review the outreach documents and the appropriateness to post on the website. Mr. Lastinger introduced M s. Amy Carter, editor of the Farmers and Consumers Market Bulletin. Mr. Lastinger and Mr. Gorecki will reach out to other agencies and industry associations and invite them to a commission meeting for further discussions. Mr. Gorecki mentioned that he will gather a list of questions and issues from the industry to guide the discussions. Mr. Lastinger asked if anyone is aware of any guidance or sta ndards for installing spray foam insulation that would not be a concern for termite prevention and management in crawlspace construction. G. Mr. Gorecki recognized Commissioner Black for his attendance at the meeting.

 H. Dr. Rosmarie l<elly with the Department of Public Health (DPH) provided the 2017 Arboviral Report and presentation on Mosquito Surveillance in Georgia. She answered questions from commission and industry members and will make the reports available. 
I. Mr. Lastinger mentioned an inquiry he received from Congressman Buddy Carter rega rding a chamber fumigation related investigation in South Georgia and general concerns related to the U.S. EPA Office of Inspector General Fumigation recommendations. He responded to the concerns and shared the response letter with the Commission . 
J. Mr. Lastinger shared and discussed an employee registration Pre-Examination Training Verification Form to assist the industry with complying with the documentation of the training requirements. After a brief discussion, the motion was made my Mr. Sinyard to approve the form. Ms. Bragg seconded the motion and motion passed. 
I<. Mr. Lastinger stated the Employee Registration Manual has been updated and went into effect on March 1, 2018. 
L. Mr. Lastinger announced that the May Commission meeting is being planned for May 15th at Berry College in Rome, Georgia. 
M. Mr. Lastinger discussed a recent meeting with the manufacturers of the Red Eye Termite Station. He also mentioned the last discussion in 2017 and a subsequent letter that was sent to the manufacturer in June 2017. In the letter, the Commission requested the 
following statement be added to marketing materials and correspondence: The use of the Red Eye Termite Station does not meet the minimum treatment standards for the control of subterranean termites in the State of Georgia. Ms. Shannon Fitzgerald presented additional 
information and there was discussion regarding concerns that homeowners may have a false sense of security with the stations that do not provide any structural protection. N. Ms. Lauren Fralick provided a legislative update. She noted that the recommendations from the rural development commission that were introduced as legislation last month are being monitored and the legislative session will convene on March 29th. 0.  MINUTES OF THE GEORGIA STRUCTURAL PEST CONTROL COMMISSION MEETING 
April 11, 2018 
A. The Georgia Structural Pest Control Commission convened at 9:34 AM in Room 201 of the Agriculture Building on April 11, 2018. All Commission members were present except Dr. Forschler, who was available via teleconference. 
B. Also in attendance were representatives with the Georgia Department of Agriculture, GPCA and CPCO representatives, registrants, and other members of the pest management industry. 
C. Motion was made by Mr. Sinyard to approve the minutes of the March meeting. Ms. Bragg seconded the motion and motion passed. 
D. The Commission approved company license applications (see Attachment 2). E. Dr. Forschler provided the UGA Urban Entomology Update. An endowment for Urban 
Entomology research has been made in honor of Dr. Lund. There will be a National Urban Entomology Conference starting on May 20th in Raleigh, NC and he encouraged attendance. UGA finals are currently in process, Dr. Forschler has one student graduating. F. Mr. Lastinger provided the Department and Program updates. The GDA avian influenza emergency response team is still on high preparedness for potential outbreaks. Ms. Angie Simmons was introduced as a new inspector for the Structural Pest Control Section working in the Northeast Georgia district. Mr. Dan Duncan was recently promoted to operations to assist Chief of Operations, Dr. James Sutton. The program has received several questions regarding Termidor HP2 and the treatment standards. These questions will be reviewed and guidance will be developed to assist the industry. G. Mr. Lastinger discussed the new pre-examination training form for registered employees that has been published and was announced. Ms. Glenda Lehmberg with CPCO asked if prerecorded videos will meet the pre-examination training requirement. The Commission also discussed the employee registration requirement and potential exemptions for employees that are hired to prepare structures for termite treatments such as drilling the foundation. The Commission determined that a licensed t echnician or operator must be present on the site to supervise this type of work. These questions and discussions were tabled for further review. H. Mr. Skin Edge provided the legislative update. The 2018 session has ended and they are now working with Rural Economic Development study groups. I. The Commission continued the discussion on spray foam insulation and related concerns and outreach. Mr. Lastinger will request legal services to review the outreach documents and the appropriateness to post on the website. More questions and concerns continue to arise from the industry such as how these products hide conditions conducive to WDO infestations and how these products interact and affect the aeration of fumigants. Mr. Gorecki mentioned continuing the discussion for a few more months while more

 information is being compiled . Ms. Faye Golden is working on the discussion and topic for the ASPCRO meeting next week and will give a report at the May commission meeting. J. Dr. Forschler asked if anyone was aware of a definition for an active wood decay fungus infestation. There is no known definition which led to a discussion to look at the current guidance on the existing factsheet and to consider making clarifications or to further define an active infestation. K. Mr. Lastinger announced that the May Commission meeting wil l begin at 9:30 AM on May 15th at the Berry College Krannert Center in Rome, Georgia. Public Notice 18-03 announcing the meeting location was posted. Cook's Pest Control was recognized for assisting with the meeting location arrangements. L. Ms. Faye Golden provided the NPMA Update. She discussed the report of rodenticides being found in California wildlife. More research is being done but California may further restrict the use. The commission held a brief discussion on the issue. Additional topics discussed included surface water impacts of fipronil also in California and adulterated organic pesticides products discovered in Oregon. M. Mr. Lastinger provided a national pesticide regulatory update for recent and upcoming meetings. He mentioned that ASPCRO is reviewing a draft fumigation management plan for U.S. EPA that is being considered for interim guidance in response to the U.S. EPA OIG Report. N. Meeting adjourned at 10:42 AM.

May 15, 2018 
 
A. The Georgia Structural Pest Control Commission convened at 9:30 AM in Room 324 of the l<rannert Center on the campus of Berry College in Rome, GA. on May 15, 2018. All Commission members were present except Ms. Bragg and Mr. Sinyard. 
B. Also in attendance were representatives with the Georgia Department of Agriculture, Commissioner Black, Representative l<atie Dempsey, GPCA and CPCO representatives, registrants, and other members of the pest management industry. 
C. Mr. Gorecki provided opening remarks welcoming Commissioner Black and recognized Cook's Pest Control for coordinating the meeting. 
D. Dr. Stephen Briggs, President of Berry College, welcomed the Comm ission and attendees to the College. He recognized their important relationship with agriculture and the State of Georgia. 
E. Motion was made by Mr. Holley to approve the minutes of the April meeting. Dr. Forsch ler seconded the motion and motion passed. 
F. The Commission approved company licen se applications (see Attachment 2). 
G. Commissioner Black thanked the Commission for holding the meetings in other areas of the state such as Rome. He discussed how the Commission is uniquely structured and the importance of the pest control industry. He recognized the Commission for creating effective rules and regulations. Commissioner Black discussed the importance of Georgia pollinators and discussed severa l related programs to improve pollinator health. He asked the Commission for assistance with Georgia Grown Bee Safe projects that will assist communities. 
H. Commissioner Black introduced Representative l<atie Dempsey and expressed his appreciation for her attendance and her support of the department. Representative l<atie Dempsey thanked the Commission and the Pest Control Industry for all their hard work and invited attendees to visit downtown Rome. 
I. Dr. Forschler provided the UGA Urban Entomology Update. He discussed student work on ants in sea turtle nests and a project on hand held compression sprayers. He reminded folks to attend the National Urban Entomology Conference in Raleigh, NC that starts May 20th 
J. Mr. Lastinger gave the department and program updates. He announced that the Urban Pollinator Protection Workshop will be taking place at the UGA Griffin Campus on June 13th and will include a roundtable discussion with representative from each section of the Plant Industry Division. Dr. Suiter will announce the workshop to licensed household pest control operators and mosquito control operators. Mr. Lastinger also mentioned a new certification program that the Plant Protection Section is providing for pollinator habitats on solar farms. Lastly, he stated there will be an upcoming meeting at Athens Technical College with President Dr. McConnell regarding a new online pre-examination employee registration training program.

 I<. Mr. Tim Taylor announced that Employee Registration Transfers can now be completed online. He provided a handout and answered questions. Mr. Lastinger mentioned that the vendor is currently working on further developing the program for new Employee Registration applications. 
L. Ms. Shannon Fitzgerald discussed the Alternate Application Technique Rule. There are three products currently approved under the rule: Termidor HE, Termidor HP, and Termidor HPII. A guidance document has been drafted and is currently under review to assist with compliance. It will likely include diagrams, treatment options and break down of each standard. The department hopes to complete the guidance for commission review this summer. Dr. Forschler added that a new active ingredient is being looked at for hydraulic injection. 
M. The Commission continued the discussion on spray foam insulation and the increasing questions and concerns that continue to arise. Mr. Gorecki discussed the importance of outreach to consumers. Mr. Rick Bell has been contacted by FoxS to do a story. Commissioner Black suggested reaching out to the National Home Builders Association and the Board of Realtors, homeowners associations and general contractors. Mr. Rick Bell added that a new energy code is being finalized in June that could cause additional issues. The Commission will continue the discussions. 
N. Mr. Lastinger reviewed the Employee Registration rules. He discussed pre-examination training requirements, the definition of a registered employee, non-registered employees and the on the job training requirement. A new policy is being drafted to provide guidance on the following items:  Pre-examination training  On the job training  Non-registered employee  Pre-examination Training Form  Exemptions The draft policy will be submitted to the Commission for review. 
0. Mr. Walt Gewin met with the Comm ission regarding his concerns with the Partial Treatment Rule. He reviewed his concerns and requested the Commission review the rule. The Commission discussed his request and shared several concerns. The Commission requested copies of a sample contract that would offer the type of service that he proposed. He agreed to submit this information to the Commission for review. The topic was tabled for further discussion . 
P. Ms. Lauren Fralick provided a legislative update. She announced there are 17 seats available in the legislature and encouraged everyone to vote in the primary. 
Q. Mr. Rick Bell provided the NPMA update. He provided an update on the Senate and House Farm Bills. Mr. Gorecki discussed the pre-emption amendment to FIFRA. Mr. Lastinger noted that any county or city in Georgia that may attempt to regulate pesticides should be reported to GDA or the Commiss ion.

A. The Georgia Structural Pest Control Commission convened at 9:30 AM in Room 201 of the Agriculture Building on June 12, 2018. The following Commission members were present: Chris Gorecki, Chair; Derrick Lastinger, Vice-Chair; Greg Holley; and Bodine Sinyard . . Dr. Brian Forsch ler and Christy l<uriatnyk were available via teleconference. 
B. Also in attendance were representatives with the Georgia Department of Agriculture, GPCA and CPCO representatives, registrants, and other members of the pest management industry. 
C. Motion was made by Mr. Sinyard to approve the minutes of the May meeting. Mr. Holley seconded the motion and motion passed. 
D. The Commission approved company license applications (see Attachment 2). E. Dr. Forschler provided the UGA Urban Entomology Update. They are currently interviewing 
for new faculty members. He reminded everyone of the Urban Pollinator Protection Workshop coming up on June 13th at the training center in Griffin. F. Mr. Lastinger provided the Department and Program updates. He announced that the Urban Pollinator Protection workshop will include regulatory sessions representing each section of the Plant Industry Division. This week the Department is hosting a national pesticide in spector workshop for advanced inspectors in Savannah. He announced Alan Lowman resigned as Director of the Ag Inputs Section to pursue a career with the Boll Weevil Eradication Program. Mr. Lastinger also mentioned that the new online employee registration transfer applications are now available and receiving positive feedback from the industry. G. Mr. Lastinger provided the drafted policy for Employee Registration for the Commission to review. This policy will include clarification on pre-examination training requirements and verification. H. Mr. Gorecki discussed the draft revision on the Compliance Fact Sheet for the Termite Warranty Retreatment Rule . He mentioned that Ms. Fitzgerald is working on a report that will monitor the number of complete regulatory retreats. I. The Commission continued the discussion on spray foam insulation and related concerns and outreach. Mr. Gorecki mentioned that Commissioner Black met with Commission members to discuss some of the related issues. Commissioner Black is very engaged and reached out to several of his contacts with the Georgia Home Builders Association and the American Chemistry Counsel. Mr. Holley and Mr. Rick Bell were recently interviewed by FoxS reporters. The Commission will reach out to Southface to learn about how the industry is trained . The July issue of the Environmental Health Publication distributed by GOA will include an insert from CPCO on the issue. Mr. Sinyard encouraged pest control companies to stay ahead of spray foam insulation issues by educating their customers . Mr. Gorecki added that they are waiting on the fin al details of the new Energy Bill.

 J. Ms. Lauren Fralick provided the legislative update stating there are numerous run-offs for house and senate seats. Several study committees will meet during the summer. 
I<. Mr. Rick Bell provided the NPMA Update. He announced the new Hands-Free Law going into effect on July 1st and shared some of the details. He provided an update on the Senate and House Farm Bills. He also gave an update on the Clean Water Act. 
L. Mr. Gorecki discussed last month's request by Mr. Walt Gewin to review the Partial Treatment Rule. A sample contract was provided to the Commission for review. The discussion will continue at the next meeting. 
M. Meeting adjourned at 10:40 AM.
