Authority builds a railroad some twentyone miles in length and costing some five million dollars There is a bit of romance associated with this particular railroad however in that it crosses a few creeks and the Marshes of Glynn made famous by Georgias poet laureate Sidney Lanier as it approaches a fine industrial site known as Colonels Island Once on the island the real work of the railroad begins that of serving one of the Atlantic Seaboards finest industrial sites comprising some seven thousand acres much of which is high land and blessed with a natural deepwater channel As the Sr Vice Chairman ol the Georgia Ports Authority has been named President ol the Colonels Island Railroad Through the efforts of countless individuals and agencies the Colonel9s Island railroad is now a reality This is the culmination of a dream of many years and a tribute to my colleagues and staff of the Georgia Ports Authority who envisioned the industrial potential of Colonels Island 66Colonel9s Island now becomes a truly accessible deepwater port site and will have a far reaching effect on Georgia9s overall industrial development 661 expect the 197Os to be a decade of industrial progress in Glynn and surrounding counties unprecedented in modern times99 A M Harris Sr 5 MILLION COLONELS ISLAND RAILROAD UNDERWAY Bids will be let in late April for the construction of a 217 mile railroad to the Georgia Ports Authoritys industrial track on Colonels Island The five million dollar project will be financed jointly by the Georgia Ports Authority and the U S Department of Commerce Economic Development Administration Construction should begin in September of this year and be completed in September 1970 In 1962 the Georgia Ports Authority purchased the 7000 acre Colonels Island tract for 11 million dollars The property is one of the few remaining prime water oriented industrial sites on the Eastern seaboard Ocean Industries Inc Ocean Industries Incorporated of Ft Lauderdale Florida will introduce a new agricultural and industrial commodity to Georgia namely aragonite which is found along the seashores of the islands of the Bahamas This revolutionary substance can be applied directly upon the soil as a lime substitute and in addition will be processed into quicklime to be used in paper manufacturing and pulp effluent purification The construction of the quicklime plant and aragonite terminal will start this year at a cost of 2 million dollars Other Proposed Industries As plans for the Colonels Island railroad approach conclusion other prospective tenants for the prime water oriented site materialize These proposed industries include a steel wire manufacturer a fish protein plant a fiber board plant a fertilizer plant and an aluminum reduction plant Commenting on this latest GPA development Georgia Ports Authority chairman Robert Tharpe stated The completion of this project will achieve the number one goal of the Georgia Ports Authority and that our purpose for existence is to promote the economic wellbeing of the citizens of the state of Georgia It is our studied opinion that the construction of a railroad track to serve Colonels Island will have a pronounced effect upon the industrial development of the area provide many thousands of jobs for those living in the surrounding counties and accrue to the benefit of all Georgia ARCHAPRIL 1969 5 BERTHS 19 20 OPERATIONAL 19 20 21 GPA SAVANNAH BERTHS It was back in August 1966 when we ran the photograph in the upper left hand corner on the opposite page and announced the 5 million dollar expansion for the GPAs Ocean Terminal We had just completed a 4 million dollar project at our Ocean Terminal at the time of the announcement In midMarch of this year the SS Norfolk Maru slipped into the spanking new berth 19 vessel right center photo below to inaugurate service in the new berths This latest GPA expansion includes the two new marginal berths 1200 feet in length along the Savannah River a transit shed a warehouse railroad service truck access utilities and an open storage area The gantry crane rails on berth 18 have been extended onto berths 19 and 20 which now allows the Ocean Terminals two 50ton gantry cranes access to seven berths with 57 foot margins The new transit shed features 57000 square feet of storage The new warehouse encloses 66500 square feet of storage and like the transit shed has rail and truck loading facilities In addition to these many thousands of feet of closed storage the new addition boasts 5 acres of paved open storage area Aviation Mining facilities of the Georgia Ports Authority The companys name itself is misleading but then it would be virtually impossible to improvise a name that would incorporate all the varied facets of WABCO The facets of WABCO include the manufacture and sales of aircraft navigation and communication equipment they build tractors scrapers motor graders offhighway trucks and air compressors for the construction industry They have contracts with the U S Government for defense and aerospace projects they manufacture drilling equipment for water mineral and oil exploration for general industry they build continuous miners cutters loaders mine locomotives conveyors drills and bits for the mining industry they build traffic control and communications equipment they are involved in GEORGIA ANCHORAGE the construction of rapid transit systems and of course they are still in the rail brake business But for the purposes of this article we are concerned with only one phase of WABCOs operation and that is the international sales of their Construction Equipment Division WABCOs business involvements outside the United States are in the realm of 40 of their total sales picture WABCO continues to strengthen its position in international markets In Germany new facilities have just been completed which will double the manufacturing capacity of WABCO in that country In France a three yeac program is under way to modernize plant and equipment In Austria WABCO recently completed a small acquisition which will improve the companys marketing position WABCO subsidiaries have manufacturing facilities strategically located outside the United States affording the company a unique oppor WABCO export shipment dockside at the GPAs Garden City Terminal in Savannah In background country of northeast Georgia is the WABCO CED Toccoa Plant The facility is situated a few miles from Toccoa Georgia on the main line of the Southern Railroad This facility produces a full line of earihmoving scrapers manufactured by the Construction Equipment Division Founded in t936 the WABCO CED Peoria Plant and General Offices are located at Peoria Illinois on the Illinois River In addition to manufacturing a full line of heavyduty offhighway trucks the Peoria location includes the Divisions Engineering Marketing and other administrative functions WABCOCED Indianapolis Indiana manufactures a complete line of motorgraders Originally a part of the J D Adams Manufacturing Company this plant has manufactured motorgraders since before the turn of the century Belowaerial view of will visit Brussels Frankfurt and Milan The European economy probably the most prosperous next to the United States has a population of nearly onehalf billion people With a population of this size the needs of the people and industry are virtually unlimited Of the total U S exports in 1967 over 30 were consumed in Europe Therefore it is very realistic to say if a product sells in the United States it will sell in Europe Advance arrangements for the Trade Fair will include an aggressive advertising and promotion campaign covering a large portion of Europe by radio television and newspapers Business appointments will be arranged in advance and displays will be constructed shipped and set up by staff members of the Trade Fair The purpose of the GeorgiaEuropean Trade Fair is to provide an opportunity for Georgia manufacturers and businessmen to personally make contacts and establish lines of business communications which will increase their profits and production It is strongly urged making it possible to draw containerized cargoes from a tremendous hinterland without penalizing the shipper with the added costs of shipping to North Atlantic ports 3 Negotiations have been completed with a number of the steamship lines assuring Savannah of container service to the important trading areas of the world JULYAUGUST 1969 3 D Holt Executive Director and James I Newsome Jr Director of Operations of the Georgia Ports Authority examine a scale model of the 24 story tall Container Crane which will he installed at the new GPA Container Terminal The new terminal is now under construction upstream and immediately adjacent to Garden City berth 57 CONTAINER TERMINAL UNDER The Georgia Ports Authority The Pace Setter of the South Atlantic announces the construction of the Nations largest container crane Construction is now in progress The Container Terminal will be ready for operation by May 1970 and is being built on a 20acre site that will include a 16acre backup marshalling yard Complete facilities for truck and rail including double rail marginal tracks with provisions for a third will permit handling containers directly to or from rail cars The highspeed Container Crane will have a capacity of 90000 lbs at an extended reach of 113 feet either seaward or landward The 768 foot long and 196 foot wide Container MultiPurpose Berth addition will increase to ten the total number of ship berths at the GPAs Garden City Terminal and will provide over one mile of uninterrupted berth space The gage of the gantry rails of the new crane will be 90 feet with a clearance under the boom of 107 feet Lift above rail elevation will be 72 feet and below rail 58 feet Diesel electric powered the crane will have a full load hoist speed of 100 FPM a trolley travel speed of 400 FPM and a travel speed of 150 FPM which will make it not only the Nations largest but the worlds fastest container crane The 120000 square foot concrete deck and the 16 acre paved rear will provide storage for over 3600 40 foot containers Commenting on the new Container Terminal J D Holt Executive Director of the Georgia Ports Authority said There have been only three revolutionary changes in the history of shippingships built of wood to ships built of steel sail to steam and now cargo in containers It is unanimously agreed by all in the shipping industry that one port in the South Atlantic will emerge as the Container Port on the Southern Seaboard Savannah is the port Holt added that The 4 million dollar decision on the part of the Authority is based upon a careful analysis of Savannahs unique position as related to other ports in the South Atlantic Of primary importance is the fact that Savannah handles substantially more general cargo than any other competing ports in the South Atlantic much of which can and will be containerized Another key to the South Atlantics Container future and a prime factor in the Authoritys multimillion dollar decision is the fact that the Port of Savannah is located in the direct center of the South Atlantic range providing a vast natural hinterland funnel for containerized cargo at great savings to the shipper And finally to wrap up the South Atlantics Container package officials of the Georgia Ports Authority have devoted many months of negotiations with leading steamship lines assuring a full schedule of container service to world ports 5 Economic Mission of Jfapan to the Southern United States The further expansion of U SJapan trade on a mutually beneficial basis and the roles the two nations can play as advocates of an Open World were the prime goals of the first Japanese Economic Mission to the Southern United States The economic Mission of Japan to the Southern United States organized under the sponsorship of the Japanese Government is composed of leading members of Japans business and industrial community The 15man group headed by Masao Anzai a leading figure in Japanese economics and industry and president of Showa Deko one of Japans largest integrated chemical companies arrived in the U S April 9th and spent the remainder of the month visiting in Austin Houston Dallas Oklahoma City New Orleans Atlanta Miami Washington D C and New York City In a speech at the Governors Executive Mansion in Atlanta Mission leader Anzai said that the U S and Japan have developed a relationship of interdependence and added that the extraordinary growth of trade between the two countries demonstrates the soundness of the relationship Last year he said U S imports increased to 4 billion and U S goods exported to Japan reached 35 billion Twoway trade in the Savannah customs zone alone totalled 368 million he said During the groups Atlanta visit Deputy Mission Leader Koji Shindo Chairman of the Board of Mitsui OSK Lines Ltd flew to Savannah for an inspection of the Georgia Ports Authoritys facilities Mr Shindo was accompanied on his flight to Savannah by GPA Executive Director J D Holt Brunswick and surrounding counties for the new industrial project was evident by the large crowd that braved the noon day sun for the festivities As the band played Ive Been Working on the Railroad A M Harris Sr President of the Colonels Island Railroad and Vice Chairman of the Georgia Ports Authority drove home a Golden Spike initiating the beginning of construction of a 217 mile railroad to the Authoritys industrial tract on Colonels Island The scene took place at Georgias newest railroad station Mydharris Georgia named in honor of Mr Harris who has devoted many years to the industrial development of Glynn Countys Colonels Island During the official Spike Driving Ceremonies Harris stated Through the efforts of countless individuals and agencies the Colonels Island Railroad is now a reality This is the culmination of a dream of many years and a tribute to my colleagues and staff of the Georgia Ports Authority who envisioned the industrial potential of Colonels Island The four million dollar project will be financed jointly by the Georgia Ports Authority and the Economic Development Administration of the U S Department of Commerce Construction is scheduled for completion in within Europe so familiar to them J D HOLT With reference to names there is always a degree of glamor attached to the names of cities overseas To those of us here Paris and London together with such places as Dsseldorf Amsterdam Rotterdam Milan and Copenhagen to name just a few have a ring of excitement busy industrial cities all tinged with the glamor of far off places And of course to these must be added the names of places visited by our Far Eastern representatives such cities as Osaka Hong Kong and Taipei And to our overseas representatives the vibrancy of New York Chicago Pittsburgh Detroit Cincinnati and Atlanta incorporate the interesting overtones of the unfamiliar v So ones perspective depends somewhat upon where one is sitting be it in a quiet office in congenial Copenhagen established six years ago even in European business circles the names Savannah and Atlanta were often geographically speaking vague conjuring up images of Gone With the Wind and the Old South Thanks Ports Authority Begins an Ambitious Venture Into Bulk Handling of Multiple Products Construction of the Georgia Ports Authoritys 9 million ultramodern two berth dry bulk handling facility is underway with completion scheduled for early 1971 The new facility will provide shippers unrestricted terminal performance The following material movements will be performed most of them simultaneously from ship to barge barge to ship railroad or truck from railroad and truck to storage or ship and from storage to ship railroad or truck The major advance in the new bulk terminal will be that various products can be received and stored for later reclaiming and shipment The covered storage area will provide compartmented areas for some 30 grades of kaolin potash ammonium nitrate ammonium sulphate phosphate rock borate bauxite manganese ore alumina ilmenite titanium slag zirconium ore lithium ore etc The scope of the material handling problem is indicated by the size of the initial storage building which has a planned length in excess of 2500 feet The system includes provisions for multiple buildings of this size The overall planning provides for an integrated system which will be able to unload store and reclaim these multiple products in various covered andor open storage areas Due to the large number of products to be handled special attention has been devoted to reduce the possibility of contamination All material placed into storage has a small Free Drop to minimize dusting A movable curtain wall is provided to seal the kaolin area from other areas Washdown equipment is provided for cleaning and dust control equipment is to be installed along the conveyor systems The retrieval of stored material is accomplished by automated reclaimers which do not operate on the storage pile or floor nor is any auxiliary dozing equipment required Since the terminal will be operated by The Georgia Ports Authority it will not impose any control of the shippers mode of transportation Therefore complete rail and truck loading and unloading facilities will be provided Indicative of the flexibility and performance of the arrangement is the fact that multiple products can be loaded or unloaded simultaneously and without regard to the type of carrier involved The loading of ships and barges will be accomplished with a slewingbridge shiploader which will provide maximum ship coverage by using an elevating boom conveyor combined with a shuttling truss The entire engineering and construction supervision of the bulk terminal is being performed by Soros Associates of New York New York and Robert and Company Associates of Atlanta Georgia who have combined their talents to provide Savannah and the people of Georgia with this valuable addition to its at a location outside of Europe Over 800 representatives gathered at New York City September 29 through October 3 in the Eleventh World Congress of FIATA This meeting was indeed an honor for the USA in that many of the FIATA member firms were making out bills of lading and dock receipts long before the discovery of America All attending from both sides of the Atlantic agreed that FIATA 69 was an inland and deep water ports moving goods to the international markets Emblazoned across the business card of J E Brannon President of United fabricators Inc is the slogan We Ship by WATERRAILHIGHWAY Mr Brannon practices what he preaches as evidenced by the photos on these pages showing some of the eight specialized tanks shipped from United Fabricator s Jackson S C plant via the Georgia Ports Authoritys inland barge terminal at Augusta to the Suriname Aluminum Co in Suriname Paramaribo Brazil The shipment consisted of two hydrochloric acid tanks one sulphuric acid tank one reactor tank two sand classifier overflow tanks one flash chamber tank and one hotwell tank The largest was 18 feet in diameter by 20 feet long Size is hardly the most remarkable feature of the shipment however The single most unusual aspect of the tanks is that they are 100 per cent Xray high pressure vessels of a kind which only one other firm in the Southeast can build This first international shipment was a highlight for United Fabricators Inc which was founded just four years ago in Jackson S C The greatest part of United s business is in pressure piping and unfired pressure vessels The metal fabricating plant is considerably unique being the only one in the Southeast able to do some types of work For example United is the only firm in the Southeast qualified to build nuclear vessels A shipped abroad each month through Georgia Ports Interstate Paper Corp One of the newest Georgia firms to enter the export field is Interstate Paper Corp of Riceboro a producer of kraft linerboard used in the manufacture of corrugated boxes At the present time the mill is shipping an average of about 1000 tons of linerboard a month to overseas customers This is about 7 percent of the mills total production Most of Interstate linerboard export about 70 percent goes to European countries Some also goes to South American countries Central National Corp of New York is export sales agent for Interstate Linerboard earmarked for shipment abroad moves from Riceboro to the port cityusually Savannah or Brunswickfor loading aboard ship The Interstate mill located 35 miles south of Savannah just off U S Highway 17 in Liberty County was completed last March at a cost of 27000000 It is served by the Seaboard Coast Line Railroad The mill provides employment for almost 300 persons and has an annual payroll of 3000000 Georgia Ports Authoritys Brunswick terminal plays host to a full house of ships as Interstate Paper is loaded for export SEPTEMBEROCTOBER 1969 H the 4th annual georgia foreign trade conference septllth12th H 1969 at savannah ga The fourth annual Georgia Trade Conference was highlighted by a distinguished panel of traffic experts who thoroughly covered international marketing as viewed by industrial distribution executives government officials trade pro 4 moters and motor forwarder and airline officials the financial resources available to the international trader and the impact international trade is having on the state of Georgia The principal speaker was Maitland S Pennington now with the Washington consulting firm of Muller Fox and Pennington but recently the chief of the Maritime Administrations Office of Maritime Promotion Mr Pennington had some words of warning for those who count on hardware alone in an effort to win container business If Savannah he said is to win the race to become the South Atlantics leading container port the entire communityand possibly the entire state of Georgia must become involved in offering outstanding services to shippers Facilities he added are not enough Rather continued Mr Pennington Savannah has an obligation to provide the best auxiliary services to go along with its new container facility In fact he said the entire community must realize that it is in competition with other communities Bankers must recognize they are competing with bankers in other cities he said and this goes for insurance men freight forwarders truckers and railroad officials All must support the port Savannah can take a prominent role in future shipping if the community supports the Georgia Ports Authority here and works to provide outstanding shipping services tying in land modes of transportation and related services Even though hardware might not be the sole answer according to Mr v Pennington the Georgia Ports Authority is more than a little proud of the cargohandling hardware it has managed to accumulate since it was incorporated in 1945 The management construction and sales efforts mounted by the authority were discussed by Jim Bisson director of public relations for the authority V GPA Progress Seventeen years ago Mr Bisson noted the GPA began life without a single deepwater berth Since then it has acquired or built 24 deepwater berths 3 million square feet of commercial warehousing space and six 35ton heavy lift gantry cranes It also maintains overseas sales offices at Bonn and in Tokyo as well as domestic sales offices at Chicago New York City and of course Atlanta the transportation hub of the Southeast 16 GEORGIA ANCHORAGE To date the results of the Georgia Ports Authoritys Patterns for Progress borders on the fantastic especially when you consider that we have been in the port business for only 17 years We handle over 65000 trucks a year We rank tenth in the nation in rail cars handled for importexport We are the largest general cargo port on the South Atlantic Future Plans But recent and upcoming developments promise even greater success for Georgia ports said Mr Bisson Last June construction was started on a 45 million railroad line running to the Georgia Ports Authoritys huge new industrial tract at Colonels Island just south of Savannah at Brunswick These steel ribbons Mr Bisson said will serve as a fuse to ignite the hottest deepwater industrial site on the South Atlantic Two new industries are already committed to the Island which has tremendous potential to become the site of one of the largest chemical complexes in the Southeast The port authority also is deep into negotiations for the construction of a 9 million bulk handling facility to be built on recently acquired property adjacent to Savannahs Garden City Terminals Container Facility Of more immediacy however is the port authoritys container facility goals Mr Bisson announced that the GPAs 45 million container terminal at Savannah will be in operation by May of next yeargiving he said Savannah a twoyear lead over other South Atlantic ports planning containerhandling facilities This new terminal he added will feature the nations largest and fastest container crane This terminal will provide complete facilities for truck and rail including double rail marginal tracks with provisions for a third which will permit handling containers directly to or from rail cars The highspeed container crane will have a capacity of 90000 pounds at an extended reach of 1135 feet either seaward or landward The 120000 square foot concrete deck and a 16acre paved area will provide storage for over 3600 fortyfoot containers Gentlemen the construction of this facility will answer a question which has been plaguing shipping and traffic people for years Which port will be THE container port of the South Atlantic The answer is SAVANNAH and the answer is based
