The reason being that we are puting into operation in 1971 four new Tultimillion dollar facilitiesall coneived and designed to increase the low of traffic through the ports and i so doing improve the economy of he area and the entire State of Georjia by creating more jobs tax revenues etcetera
The first of these new facilities is a five million dollar container terminal to be put into operation within the next few months and before the year is over we would expect that several of the major steamship lines
will be using the facility thereby providing worldwide container service
The second of the new terminals is a nine million dollar bulk materials handling facility for use in handling such commodities as Georgia clay fertilizers slags and ores of various types This highly automated facility will be in operation by midyear
The third facility to be built by the Georgia Ports Authority during 1971 will be one to handle LASH vessels
This newest concept in shipping is that of loading relatively small barges 78 in number with a carrying capacity of 3400 tons aboard a socalled mother ship for ocean transport The barges will move northward as far as Wilmington N C and southward as far as Miami
In Brunswick the Authority is completing the construction of a four and onehalf million dollar railroad connecting substantial deepwater acreage on Colonels Island with the main lines of the Seaboard Coastline Railroad and the Southern Railway System and several industries have indicated an interest in locating there
So it would appear that with 19V2 million dollars worth of facilities due for completion in 1971 supplementing those already in operation the Georgia Ports Authority is geared to make a further contribution to the economic wellbeing of the coastal areas and the entire State of Georgia in terms of jobs being created as more Georgia industries become increasingly involved in world trade and commerce

The Port of Savannah has been selected for the first regularly scheduled container service having direct sailings from the South Atlantic to Europe
Swedish AtlanticWilhelmsen Line a Joint Service operation of Swedish Atlantic Line Gothenburg and Wilh Wilhelmsen Oslo will commence fortnightly sailing in January from Savannah directly to the Continent and Scandinavia Both containerized including reefer and breakbulk cargo will be carried to LeHavre Antwerp Rotterdam Bremen and Hamburg also to Oslo Gothenburg

Copenhagen and other Scandinavian destinations
Savannah will be the only South Atlantic port of loading Westbound sailings will be from Scandinavian ports Liverpool and Glasgow to Savannah and one other South Atlantic port
This is a major step forward in the development of containerization in the South Atlantic area to better satisfy the needs of shippers and receivers throughout the Southeast Container traffic in the European trade has become increasingly important in recent years and this op
eration by Swedish AtlanticWilhelmsen to provide direct service between Savannah and Europe will add even further strength to the competitive position of Savannah among the various Atlantic Coast ports Development of container traffic here in the important European trade also will directly benefit the local maritime interests in general by the additional cargo volume this new service will generate for the port
Two of the more important factors in the selection of Savannah for Eastbound cargo activities were in the recognition of overall port volume
and potential here and in the realization that the Georgia Ports Authority has taken the initiative to be the first port below Norfolk on the Atlantic Coast to construct a general use Container Terminal
Four new German built ships of a design that will enable them to carry either a full load of containers or a mix of containers and breakbulk will be used in the fortnightly service The vessels are also equipped to handle refrigerated containers

Mr Hugo DeBonis Export Traffic Manager for AllisChalmers International Division while in Savannah recently to serve as a panelist at the 5th Annual Georgia Foreign Trade Conference toured the port terminals for a firsthand look at the AllisChalmersGPA operations
Regular exports of AllisChalmers tractors and construction machinery have and continue to move through the Authoritys terminals in Savannah destined for West and South Africa Australia and South America
Recently one of the largest crawler tractors ever built was booked by TriCoast Shipping Company Chicago agents for Blue Star Line on the SS NEW YORK STAR for movement to Sydney Australia

SOUTHERN NATURAL CAS CO TO BUILD 60 MILLION SAVANNAH HARBOR TERMINAL
IMPORTS OF LIQUEFIED NATURAL CAS ARE EXPECTED TO DOUBLE a THE SAVANNAH HARBOR TONNAGE i
The Southern Natural Gas Co of Birmingham Ala have announced plans to construct a giant 60million terminal in Savannahs harbor as part of a 600 million project to supply natural gas throughout the Southeast
The announcement was made jointly with the Savannah Port Authority at a meeting in Savannah attended by more than 300 dignitaries from seven Southeastern states including the governors of Georgia and Mississippi
The vast facility to be located on Elba Islands 800 acres about five miles east of the city initially is expected to increase the ports annual tonnage by 50 to 70 per cent and contribute millions of dollars to the area economy in the years to come
Signs Agreement
John S Shaw Jr president and chief executive officer of Southern Natural Gas Co said that the companys wholly owned subsidiary Southern Energy Co has signed an agreement to purchase liquefied natural gas LNG from El Paso Algeria Corp a subsidiary of El Paso
Natural Gas Co
The LNG will be delivered to the new multimilliondollar terminal at Savannah and transported in giant tankers costing 50 million eachthe most expensive commercial vessels afloat with the exception of the Queen Elizabeth II
Shaw and Howard Boyd chairman of the board and chief executive officer of El Paso Natural Gas said that Southern would purchase the LNG equivalent of 500 million cubic feet of natural gas a day over a 25year term with first deliveries expected in 1975
Shaw said it was the largest LNG purchase contract in the history of the United States
Subject to Approval
The project will be subject to approvals by the United States and Algerian government regulatory bodies Shaw said the Federal Power Commission will hold hearings that will include state regulatory bodies and customers and that he is hopeful of approval in 1971 He said construction in Savannah would begin about a year later
The terminal will employ between 40 and 50 highly skilled persons when completed However the con y struction will provide jobs for more than 1000 workers over a twoyear period of construction The construe j tion payroll would be between 15 million and 17 million a year
Shaw said there is no way of determining the actual impact on the economy in the future years but noted that an investment that large will have a substantial impact
The officials emphasized that the operation would be pollution free Shaw said that Southern hopes to yhave the benefit of special studies made by environmental experts associated with the University System of Georgia for guidance during the design and engineering phase of the terminal

He said Southern will ask the university to undertake an environmen tal impact study He added that Southerns own studies indicate the project will not have any adverse t ecological effect but that the company wishes to be guided by the in

Under this plan Southern will receive store and regasify the LNG and transport the gas into its transmission system from the Savannah facility
Shaw said the estimated initial base pricesubject to contractual adjustmentwould be approximately 65 cents per million British thermal units
Boyd said El Paso will purchase the LNG at the Algerian port of Arzew from Sonatrach the Algerian governmental oil and gas agency and transport it at 260 degrees below zero approximately 4000 nautical miles to the United States in specially constructed giant 900foot cryogenic tankers with a beam of 140 feet and a draft of 36 feet
Under Construction
The SPA said two of the vessels are under construction in French shipyards The vessels planned for the Savannah operation will be at this time the largest vessels to use the Port of Savannah The capacity will be equal to 100000barrel oil tankers
The ships will dock here every four to five days carrying 750000 barrels of LNG
The initial plans call for 500 million cubic feet of gas a day but that figure eventually could double to one billion cubic feet of gas a day officials said The high figure would double the tonnage in the local port
Novel To US
The LNG process is novel to the United States but is used in other countries Boyd said
SPA Chairman Lawton Calhoun said the construction of the marine terminal will both assure Savannah and Savannah industries of an adequate supply of natural gas and make this area even more attractive to industry but will further justify Savannah plans for additional harbor improvements
The location of this terminal Calhoun said may well be the key to Savannah developing into the major port of the Southeast
Highly Complimentary
Calhoun was highly complimentary of the SPA industrial committee
which has been working with Southern Natural Gas for nearly a year in connection with the development of its plans in Savannah Both the authority and the company were represented in the transaction by the Savannah law firm of Gignilliat and Abbott
Both Shaw and Boyd in their brief speeches to the gathering said that the United States is facing an energy crisis and that the importation of the LNG is necessary if natural gas companies in the southeastern states are to maintain service to consumers at a satisfactory level
Among the other speakers highly complimentary of the new Savannah industry were Gov Lester Maddox and Mississippi Gov John Bell Williams Mayor John P Rousakis and County Commission Chairman Robert F Lovett welcomed the officials and Calhoun presided
Business political and industrial officials from Georgia Alabama Mississippi Tennessee South Carolina Louisiana and Texas attended the announcement ceremonies

ACT USA NAMES NORTHEN AND CHAKAS AS PRESIDENT AND EXECUTIVE VICE PRESIDENT

Michael B Northen and Donald S Chakas have been named president and executive vice president of Associated Container Transportation USA
Formerly executive vice president and vice president for operations respectively the announcement of their new positions was made in New York by Mr R A Lloyd director of ACTA Ltd Londonbased parent of ACTs worldwide integrated intermodal container transportation and distribution service
Visiting in New York for conferences with ACTs North American partners Mr Lloyd cited Mr Northens and Mr Chakass promotions as indicative of the importance which ACT assigns to the impending container trade between North America and Australia and New Zealand
Five giant containerships are presently under construction for the trade the first of which will enter service next Spring
Mr Northen has been with ACT USA since its inception in February 1969 and is primarily responsible for
developing and coordinating the new service A veteran steamship man he joined the UKbased Blue Star Line in 1949 after service with the Royal Navy In 1956 he was assigned to Blue Stars Wellington New Zealand office He was transferred to New York in 1964 to establish and manage the lines services from the East Coast of North America
Mr Chakas has also been associated with ACT USA since its formation coming from 16 years with the Caterpillar Tractor Company of Peoria Illinois where he was successively supervisor of domestic traffic and supervisor of export traffic In the latter capacity he was in the forefront of the international shipment of heavy equipment and spare parts in marine containers Chakas is a graduate of the University of Illinois and attended the College of Advanced Traffic and the John Marshall Law School He is a member of the Association of Interstate Commerce Practitioners the American Society of Traffic and Transportation and the transportation fraternity Delta Nu Alpha

RETLA STEAMSHIP CO BEGINS NEW SAVANNAH SERVICE
Mr M Malmuth President of the Retla Steamship Company of Long Beach California has announced a new monthly service by Retla from Korea and Taiwan to Savannah The new service will incorporate connections of feeder vessels at Taiwan from the Philippines according to Mr Malmuth
The SS MARKYNL was the first Retla vessel photo left to call on Savannah initiating the new service
Mr R Walsh General Traffic Manager for Retla has stated that Savannah will be the first inbound east coast discharge port Taiwan transshipment can be made from feeder vessels that serve numerous Philippine ports and that the Retla vessels will also call at Japanese ports on inducement

Change by its very nature creates a speculative atmosphere in the minds of men This natural phenomenon became abundantly true as related to ocean shipping for there were those who prophesied that larger and more sophisticated ships could and in fact would only call at a mere handful of ports around the world
This theory of course flies in the face of transportation economics which dictates that goods must move to the consumer at the lowest possible cost
The Kresge story see pages 46 brings into focus the fact that customers in not so outoftheway places such as Atlanta Charlotte Memphis Knoxville and Birmingham to name but a few must be served in an economical fashion
Ships laden with Kresge merchandise are therefore discharging at Savannah to save the escalating costs of inland transportation from distant northern ports Costly inland transportation is a difficult commodity to merchandise

handle our imported commodities for distribution to our
own warehouse depot in Atlanta and also during peak
periods for forwarding to our warehouses in the Midwest
In addition we will handle direct shipments to our stores in the South from our Consolidating Center and Warehouse at the port
We found the warehousing situation and facilities at
Savannah most adaptable to our shipping methods and the port with its various inbound steamship services is strategically situated to offer a compatible distribution program In the sixstate Southeastern area we have over 200 Kresge and KMart stores with f

The plans for expansion in the Southeast which eventually led to the establishment of a PortConsol idatingCenter at the Port of Savannah did not originate in Savannah but rather with S S Kresge Company itself With the continual addition of new KMart stores and general expansion of markets in the south they established their own Warehouse Center in Atlanta a few years ago With increasing volumes from that time on it became apparent they should not continue supplying imported items to this depot and their
southern stores from further distant ports in the North Atlantic
Mr R T Rodgers Import Manager of Kresge with headquarters in Detroit developed a plan originally to supply this center through the Port of Savannah seeing a great savings in overall transportation costs For over a year a number of meetings and planning sessions were held in Detroit offices with him his staff members and Fred Whelan Western Regional Manager Georgia Ports Authority A further extension of the plan involved establishment of a con
solidating warehouse at the port and Mr Rodgers made exploratory visits to Savannah for further discussion with port officials and selection of suitable warehouse Arrangements were made with Wedsons Transport Company to handle consolidating of import cargoes and D J Powers was appointed as their Customs Broker
The formulation of shipping procedures and practices of S S Kresge with its worldwide interests involves a coordinating system controlled in Detroit but extends to many parts of the world For further necessity to

put things together Messrs Yamada and Togioka of the Georgia Ports Authority Far East Office held meetings with officials of Ocon Japan Limited in both Tokyo and Kobe Ocon acts as buying and shipping agents for Kresge in the Orient During the Far East Trade Mission of the Georgia Ports Authority meetings were held with officials of Ocon in Taiwan and Hong Kong The discussions were to arrange an understanding of shipping practices that Ocon would begin on Detroit instructions with ultimate bookings and movement through the Port of Savannah
The button was pushed in Detroit during December and cargo began moving in January 1971 The Georgia Ports Authority welcomes S S Kresge Company to the Port of Savannah
GPAs Far Eastern Director Makio Yamada left and his assistant Isao Togioka held meetings with Kresges buying and shipping agents Ocon Limited finalizing Kresges move to Savannah
Bill Davis left owner of Wedsons Transport checks cargo inventory with warehouse superintendent lack Doss

Bob and Dolly Dyer the Mr Mrs of Australian television fame were recent visitors in Savannah
The Dyers who have the longest v running prime time television show f in Australia Pick the Box were in Savannah for business and pleasure I The business however had a lot to tgl do with pleasure in the future as v they were here to ship their new 53 foot yacht the Blue Rhapsody via It GPA home to Sydney
Bob and Dolly who hold several world fishing records were in the
States to participate in the Masters Fishing Tournament when they spotted the yacht in Miami and purchased it
The Dyers with one of their employees Charlie Chambers brought the Rhapsody to Savannah via the Intracoastal Waterway where she was loaded aboard the MV CANTERBURY STAR at the GPAs Ocean Terminal
Mr Dyer was quite pleased with the services performed by the ships agents Strachan and his freight for

A 1961 survey by the US Department of Commerce indicated that the total value of exports of manufactured goods from the State of Tennessee exceeded 220 million dollars per year
Many Tennessee businessmen are unaware of the market opportunities for their products abroad and others are discouraged from entering the export market due to their unfamiliarity with the procedures involved with exports Realizing this predicament which is so prevalent throughout the United States David S Williamson Director Atlanta Field Office US Department of Com
merce and Dr Arthur E Warner Dean College Business Administration University of Tennessee put together plans for the 1971 East Tennessee Export Expansion Conference which was recently held at the University of Tennessee at Knoxville
The one day program held March 1st featured all aspects of international trade with such subjects as International Banking Insurance Ocean Freight Air Cargo and Documentation being presented by experts in the various fields

Mr Charles J Schmitt Executive Secretary of the Association ably handled all programming and scheduling of meetings and sessions for over 200 members and guests
The program included a Panel Discussion on the subject of Transportation and Shipping Problems and Fred Whelan Western Regional Manager of the Georgia Ports Authority who participated as a panel member had the following comments on this portion of the program

The 15th Annual Meeting of the f IMPORTED HARDWOOD PRODUCTS ASSOCIATION convened at the Erewan Garden Hotel Indian Wells in the Mojave Desert of California Perhaps an unlikely locale to discuss problems connected with importing and ocean shipping but this was vonly part of the program and the reiimoteness of meeting place allowed each attending member to devote complete concern to the many important subjects under discussion
Businessmen connected in every aspect of this industry from all over ihe USA and many foreign countries were there to discuss and exchange ideas in all phases of shipping handling processing and selling imported plywoods veneers and lumber A full three day program was chaired by the Associations President Mr Jim Mackay of American
success of these meetings is apparent as mutually satisfactory solutions can be the result
While a port authoritys concern in Shipping and Transportation Problems would seem to be only connected with the movement through the port we really have to be concerned with every phase of transportation This from the standpoint of damage correct handling according to packaging and in the case of imports correct procedures for movement inland The matter of warehousing and storage for distribution at the port further necessitates our concern and knowledge of the products
The Georgia Ports Authority retains a high position in handling these products and our participation in such functions is indicative of our interest in this industry

In only five years the Oyster Roast sponsored by the Savannah Maritime Association has become the social highlight of the year for members of the Georgia General Assembly
According to many State Senators and Representatives attending it is the only social affair of the year that they can really enjoy Strict adherence to the rules of good fun food fellowship and no speeches has made the annual Oyster Roast the hit of the season with members of the General Assembly

Deep Sea Mediterranean Line Offers New Service
Deep Sea Mediterranean Line announces the appointment of TEXAS TRANSPORT TERMINAL CO INC as US General Agents for their new regular service between US GulfSouth Atlantic Ports and Ports in Italy and Spain Eastbound and Westbound
Deep Sea MEDITERRANEAN LINE has been admitted as a member by the GulfMediterranean Ports Conference and expects to be admitted to the MedGulf Conference shortly This service will be operated with fast modern liner vessels with the first ship of the new service scheduled for Savannah in early May
Car A Gerstacker Chairman of Dow Chemical Co was a recent speaker of the Savannah Rotary Club Mr Gerstacker whose Company did 40 of its business last year in exports has been Chairman of the Export Expansion of the US Department of Commerce since 1966
Speaking of the importexport situation Mr Gerstacker emphasized Savannahs importance in this field and urged the Savannah businessmen to get involved in exports to open new avenues for profitable progress

With the passing of J Emmett Moylan on March 13 1971 the members of the Georgia Ports Authority lost a valued employee and friend with whom it was a pleasure to be associated
The death of this stalwart champion of Georgias Port Cities and their causes brought deep sorrow to legions both in and outside of the shipping fraternity
Mr Moylan had been with the Georgia Ports Authority for the past ten years having first held the position of Assistant Comptroller and then being promoted in 1963 to Comptroller For the past year he had been serving as SecretaryTreasurer of the Board of Directors of this Authority
His keen interest in shipping was reflected in his active participation in such port oriented organizations as the Propeller Club and the South Atlantic and Caribbean Ports Association both of which groups had elected him to important offices
Mr Moylan was born October 22 1923 in Savannah Georgia He graduated from Benedictine Military School in 1940 and served with distinction in World War II as a First Lieutenant in the US Army
You would have had to search far and wide to find a more loyal son of St Patrick than Emmett Moylan His death coming on the eve of the Great Day for the Irish cast a pall over Savannahs great 1971 St Patricks Day celebrations He was active in the affairs of the Catholic Church and served as the first Grand Knight of Holy Family Council No 5888 of the Knights of Columbus
His wise counsel and warm friendship will be sorely missed by members of this Authority
By means of this resolution spread upon the Minutes of the Georgia Ports Authority we desire to record our sense of loss and at the same time to convey our profound condolences to his wife his three children and other members of the Moylan family

An areas attractiveness can be measured not only by the number of visitors it has but more accurately by the caliber of those who come to call It is significant therefore that several distinguished groups have visited Georgia within the past few months attracted by Georgias prominence among the states of the Southeast
In April some forty blue chip industrialists visited Georgia as participants in the now wellknown Red Carpet Industrial Tour sponsored by the Industrial Development Council of the Georgia Chamber of Commerce They came they saw and they were impressed by the vigor of Georgias industrial growth
During the month of May another distinguished group visited Georgia as representatives of the Belgian Govern
ment the City of Antwerp and Port of Antwerp Promotion Association in addition to executives from several Economic Associations and private firms Their mission was that of promoting trade and commerce between Georgia and the Port of Antwerp within the Antwerp port area We are honored to have them with us
And last but certainly not least we were particularly pleased to have had Atlantas Mayor Sam Massell and his party visit the Port of Savannah for the first time Mayor Massell observed The facilities are of significant economic value to the entire state particularly Atlanta since Atlanta is the center of commerce and industry in the southeastern region this is our gateway to the world by water

Open Bulk Carriers Limited
Initiate New Cargo Concept at Savannah
Open Bulk Carriers Limited a joint operation of Wilh Wilhelmsen Oslo and Leitch Transport Toronto now are serving Savannah regularly for primary carriage of paper products to North Continental Europe and both paper products and containerized cargo to the United Kingdom Usual ports of call in Europe are London Bremen Hamburg Antwerp and Rotterdam
Introduction of these highly specialized vessels was through long planning on the part of these Norwegian and Canadian owners who recognized the need for offering to shippers the economies that are required to compete in the sale of paper products particularly linerboard and woodpulp These economies are realized through fast cargo loading and discharge methods Vacuum lift is used for linerboard and systems of utilization are employed for woodpulp Also the ves

sels have been designed with large capacity for cargo so that far greater quantities can be prorated against the normal voyage costs for a vessel Further the shippers are offered the benefit of virtually no cargo damage when compared to conventional methods for shipping these products
Five new vessels of ARCTIC TROLL design soon will have been completed for Open Bulk Each is about 32500 deadweight tons and with an underdeck capacity of approximately 1250000 cubic feet Ships holds are square shaped throughout rather than having any curvature which assists the working performance on the cargo and does much in itself to prevent cargo damage
There are three sets of Hagglunds cranes of Swedish design on deck of each vessel with flexibility of working all six hatches simultaneously when needed The cranes are
equipped with Munck gear developed and manufactured in Bergen Norway by which up to ten rolls of linerboard can be handled per lift This is by individual vacuum pads that are placed simultaneously on top of linerboard rolls that have been aligned dockside in proper order For this alignment procedure Strachan Shipping Company agent for the line has made available large dollies capable of accommodating ten rolls from the transit shed and then moving the rolls alongside vessel for the Munck gear loading
Bales of woodpulp are loaded in quantities of 72 bales per lift This is by preunitization on part of the shipper in unit lots of six bales then by vessels special spreader gear that can hoist twelve units together
Benefits of this operation are far reaching Because of the economies of the system the shippers are placed in a more competitive posi
tion for sales in the overseas market and by this increase in volume of exports the various interests involved including the rail and truck lines dock and other labor terminal operators stevedoring companies etc are confronted with greater activity
Vessels of Open Bulk fly the British Flag Management of the vessels is by Denahm Company Glasgow
Westbound from Europe the vessels become automobile carriers Design of the ships are such that there can be automatic placement of six cardecks in each of the six hatches with total capacity for about 2200 autos

The Georgia Powers Edwin I Hatch Nuclear Plant left will V cost 150 million the largest industrial development in the history of the State of Georgia Below the 104000 pound nuclear cone structure is lifted from the barge and loaded on a special rail car at the Brunswick State Docks
Plant Edwin I Hatch Georgia Power Companys first nuclearfueled steamelectric generating station is un
der construction 10 miles north of Baxley in Southeast Georgia The site is a 2000 acre tract adjacent to the Altamaha River and along the ToombsAppling County line The plant will have two units each with a generat
ing capacity of 800000 kilowatts
Water transportation and the Georgia Ports Authoritys deepwater terminal at Brunswick are playing key roles in the construction of the 150 million Nuclear Plant
Water proved to be the only means of transportation for the huge 700 ton nuclear reactor vessel constructed for the plant by Combustion Engineering Inc located
at Chattanooga Tenn
In reaching the site the nuclear vessel took the 2500 mile scenic route from Chattanooga via the Tennessee
River Ohio River Mississippi River Intra Coastal Waterway and the final 112 miles up the Altamaha River
Other smaller components consisting of the 104000 pound stainless steel cone structure the cone support weighing 15000 pounds and the shroud weighing 76000 pounds were off loaded from the barge at the Brunswick State Docks and placed on special rail cars for the
final leg to the plant site
The construction of Georgia Powers Edwin I Hatch Nuclear Plant is on schedule and the plant will begin producing electricity in three years according to Company officials
The plants first 800000 kilowatt unit will be completed in the latter part of 1973 A second unit of equal size is scheduled for service in 1976 The nuclearfueled station is being built on the Altamaha River near Baxley in southeast Georgia
Richard E Conway superintendent of generating plant construction reports that the lightbulbshaped containment vessel which will house the reactor for Unit No 1 is virtually complete
Nearly 450 men presently are working on the project Over 1000 will be employed in later peak stages of construction
As of June 30 some 7000 tons of reinforcing steel have been used in the project and over 57000 cubic yards of concrete have been poured Major piping and electrical work will start in September
The plant represents the largest single industrial investment in the States history

A portion of a 38 member Mission of the Port of Antwerp to the United States spent a few days in Atlanta with a special one day trip to the State Dock facilities at Savannah
The Mission composed of representatives of the Belgian Government the City of Antwerp members of the Port of Antwerp Promotion Association and delegates of several Antwerp Economic Associations and private firms are visiting the US for the promotion of specific port traffic between this country and Antwerp and the stimulation of industrial development of the Antwerp area
Antwerp is one of the booming industrial centers of the European Common Market and the third most important port in the world handling almost 80 million tons of goods in 1970
In addition to the Georgia visit the Mission observed Port of Antwerp Day in New York New Orleans Houston and Chicago
While in Atlanta the group toured the city and were hosted at a luncheon where they met Governor Jimmy Carter
At Savannah the Mission members enjoyed a harbor tour where they observed first hand the South Atlantics largest port in operation

Atlanta Mayor Sam Massell got his first glimpse of Savannahs port facilities in early April and liked what he saw very much
The facilities are of significant economic value to the entire state particularly Atlanta since Atlanta is the center of commerce and industry for this region this is our gateway to the world by water Mayor Massell said
All Atlanta firms handling import and export business would do well to consider the availability of these well maintained facilities
Accompanied on the tour of Garden City and Ocean Terminals by William B Schwartz Jr Atlanta real estate developer Savannah Mayor Pro Tern Frank P Rossiter and Jim Bisson Public Relations Director of the Georgia Ports Authority Mayor Massell bombarded the Savannahians with questions about the value of the state owned port facilities means of financing them and their economic impact on the Georgia economy
He was told by Bisson that an estimated 1 million impact is felt by the states economy each day as a result of Georgias ports and port related industry
Mayor Massell had come to Savannah for a family reunion His sister Mrs Philip Solomons Savannah a member of the Port Committee of the Savannah Chamber of Commerce arranged the Saturday morning tour of the Savannah waterfront terminals The Atlanta Mayor chatted with longshoremen as they unloaded jute carpet backing from a Greek freighter and strolled through the transit sheds and back storage warehouses getting a firsthand glimpse of the wide range of commodities handled in and out of the port
He said the area of facilities is very impressive and much more expansive than casual observation would indicate

Claude Newman GPA Director of Traffic and Commerce Retires
J D Holt Executive Director of the Georgia Ports Authority has announced the retirement of Claude H Newman Director of Traffic and Commerce at Atlanta Georgia as of May 31 1971
Mr Newman has been active in the transportation field since 1924 when he was first employed by the Southern Railway in Washington D C and later transferred to Atlanta He came to the Georgia Ports Authority from the Traffic Department of the Waterman Steamship Company in 1955
He served as President of the South Atlantic and Caribbean Ports Association President of the Transportation Club of Atlanta was on the Board of Governors of the Southern Traffic League and on the Presidents Regional Export Expansion Council

Combi Line Offers Additional Services to Brunswick and Savannah
Two great Dutch and German steamship lines are combining to provide greatly improved shipping services to and from Savannah and Brunswick to North Continental Europe
HapagLloyd AG and HollandAmerica Line have just announced they will jointly operate their present cargo services between U S Gulf and South Atlantic Ports and the Continent The new combined service will operate under the trade name Combi Line
The centuryold HollandAmerica Line has offered service to and from Savannah and Brunswick for more than eight years Sailings have averaged better than three each month to the ports of LeHavre Antwerp Rotterdam Bremen and Hamburg Inbound arrivals have been kept on a two weeks basis
Hapag Lloyd with its fleet of 111 vessels will be a powerful addition to the Savannah and Brunswick Port Family
Up until the present time the German flag line has been confining its activity principally to the North Atlantic and Gulf
By integrating shipping schedules these two long established steamship lines will be in position to offer vastly improved service
Combi Line will provide increased container facilities on fast modern vessels which are also equipped to carry general and reefer cargo as well as heavy lifts Inbound service direct from United Kingdom will also be offered
Next year the Line will provide a LASH type service with two 43000 ton barge carriers presently under construction in Belgium Biehl Company Inc have been appointed general agents in the USA for Combi Line Hohenstein Shipping Company are the agents in Savannah and Brunswick

Captain Brockinton Chief Pilot at Brunswick Retires
For nearly half a century Captain A A Brockinton has piloted ships into and out of the Brunswick harbor His knowledge of the harbor and his dedication to duty for the past 40 years stand as a tribute to the man and his profession

Little did that early day genius born and bred in Mesopotamia some 4000 years ago know when he invited the wheel that Arthur Haley author of Airport would some day immortalize the inventor by his new book Wheels Nor does history record whether the inventors name was Wheel or Charlie
One must also surmise that the inventor of the wheel had little knowledge of the important role that wheeled machinery would play in modern day import and export commerce between the nations of the world
For years easily recognized names such as Westinghouse Air Brake American Motors Allis Chalmers Ford Caterpillar John Deere Buick Opel and others have moved wheeled tractors combines automobiles earth moving equipment etc through our ports and now we are pleased to welcome Deutz tractors and Kawasaki motorcycles to the fold See pages 4 and 8

One of West Germanys oldest and largest manufacturers KHD KlocknerHumboldtDeutz is now shipping their Deutz aircooled diesel farm tractors via Savannah for marketing in the U S by Atlantabased Deutz Tractor Corporation
The Georgia firm which has been in operation a little more than two years has entered into a longterm lease with the Georgia Ports Authority for warehouse and service facilities at the Garden City terminal More than an acre of outside storage area is also being leased and provisions have been made to increase the area during peak sales periods
KHD manufactures a complete line of tractors for the American market ranging from 30 to 105 horsepower The giant firm employs more than 47000 persons Together with its affiliates it has sales in excess of 12 billion annually and is the worlds largest manufacturer of aircooled diesel engines It it the worlds sec
ond largest manufacturer of all types of diesel engines
Deutz Tractor Corporation now sells its tractors in 20 eastern and midwestern states through more than 400 dealers Sales have more than doubled this year over the previous year L H Haanebrink President of the firm said plans call for greatly increasing the number of dealers in 1972 and the area served
Asked why Deutz sales are climbing so rapidly when tractor sales generally have been declining Mr Haanebrink pointed to several unique features of Deutz tractors which have strong appeal to farmers Our aircooled diesel engine he said is one of our strongest selling features It allows higher fuel efficiency more complete combustion and lowers exhaust emission Air cooling also eliminates radiators hoses fans and other components Thus one of the major sources of downtime eliminated The craftsmanship that goes
into the manufacture of Deutz tractors is another reason For example our engines are machined so accurately they need no head gaskets Its very important for farmers to have tractors that can go into the fields and stay there with virtually no problems
In discussing his decision to lease the Savannah facilities Mr Haanebrink said that by bringing our tractors from West Germany to Savannah servicing there and shipping them overland by truck or rail transportation costs will be lowered resulting in savings to the farmers
Our Savannah warehouse he continued will enable us to maintain a much larger inventory of all models in the line and hopefully eliminate shortages of some models

International Congress organizations and that includes FIATA the International Federation of Forwarding Agents Associations of which Georgia Ports Authority is a Member in good standing have the happy knack of choosing for their conventions if not exotic spots yet places that ring in the ears of American tourists In 1963 it was Lucerne in 1965 Copenhagen in 1967 Opatija in 1969 New York and in this year of grace 1971 Trieste Italy
The photographs on these pages give only a dim idea of this beautiful and historic port at the northern end of the Adriatic with its blue sky and blue waters Without citing statistics it should be stated that aside from its favored location Trieste is the gateway for a hinterland comprising northeast Italy chiefly the Province
of FriuliVeneziaGiulia including a number of industrial cities of growing importance like Udine and Pordenone which should be better known Too often we think only of the northern industrial area of Italy within the MilanTurinGenoa triangle
FIATA is an organization of transportation specialists at the practical level and therefore recognized as such by Governments throughout the world For example in this era of intermodal transportation FIATA has contributed to and will surely be credited for what eventually will be simplified throughdocumentation on one waybill from point of origin to end destination This will replace the cumbersome routine of the past with individual waybills bills of lading and much paper work all con
tributing to making even the most elementary commodity movement a complicated timeconsuming and expensive matter The many obstacles to be overcome including language customs regulations and insurance are obvious but FIATA as an international organization is probably the only one competent to do so Containerization computerization and automatization in handling cargo have superseded completely what in terms of a decade ago now look like archaic procedures All of us with a transportation background must use past experience as the guide to new thinking and methods The keynote of this years FIATA Congress was The Forwarders Path to the Future and therefore most appropriate
The registration at this years Con
gress numbered about 700 active participants from 30 countries and since fifteen hotels even as far away as 30 miles had to be designated to take care of them plus arrangements for the various forums and committee meetings excursions and social events the local FIATA organization had a massive program to work out the details
Georgia Ports Authority was fortunate to be able to arrange for a Reception at one of the best hotels in the heart of the City of Trieste along the waterfront the Jolly Hotel Cavour immediately following the Congress opening ceremonies on Sept 27 Appropriate to the name of the hotel one of a big Italian chain it may well be said that a jolly time was had by all

A new and most welcome customer to the Port of Savannah is the Motorcycle Division of Kawasaki Heavy Industries Ltd Japan
Kawasaki has established its Southeastern distribution center in Atlanta to meet the increased sales of their motorcycles in the USA and Savannah has been selected as the port of entry
The initial shipment comprising 400 units of Kawasaki motorcycles was loaded in Kobe and arrived in Savannah on board the MS YAMAWAKA MARU Since the initial shipment over 3000 Kawasaki machines have arrived at Savannah

The 6th Annual Georgia Foreign Trade Conference held on October 20th 21st and 22nd 1971 at the DeSoto Hilton Hotel in Savannah attended by 235 people has come and gone Those in attendance felt it was an excellent conference James W Me Inti re Director of the Savannah Business Services Field Office U S Department of Commerce opened the morning panel discussion with a talk on the Presidents new economic policy and the Commerce Departments contribution to foreign trade and the importance of Georgias International Commerce He urged those in attendance to give the President their full support in connection with his domestic and foreign economic policy He then introduced Mr Robert L Pritchard Director Export Sales Campaign Bureau of International Commerce who was the panel moderator who in turn introduced the eight panel members for a discussion on Bridg

Following Mr Parkers talk Mr J D Holt Executive Director Georgia Ports Authority gave his usual interesting and informative talk titled Patterns for Progress This talk brought out an interesting manner of the amazing growth of Savannahs modern port facilities including the proposed LASH installation Comments during and after the conference by those in attendance clearly showed this confeernce as being the most successful one we have yet held

Georgia Power Plans Second Nuclear Plant
The Georgia Power Company has announced it will seek a license from the U S Atomic Energy Commission to build a nuclearfueled electric generating plant at Hancock Landing on the Savannah River
The proposed plant expecting to cost more than 600 million will have a total generating capacity in excess of two million kilowatts
The new plant will be named for Alvin W Vogtle Jr President of The Southern Company and a Vice President and Director of Georgia Power Company
Georgia Power President Edwin I Hatch announced the plans at a special meeting of the Waynesboro Development Corporation He said the plant would be the companys second largest nuclearfueled generating facility
Mr Hatch said that in planning the Vogtle plant the company has continued its longrange emphasis on environmental protection This emphasis will include construction of cooling towers at a cost of some 10 million to recirculate cooling water for the plant
The plant will have two 1100000 kilowatt nuclear units The first unit is scheduled to begin producing electricity in 1978 and the second in 1979 Mr Hatch said the Hancock Landing site is adequate for four units and that the initial installation is being designed for future expansion
If plans continue on schedule construction will begin on the first nuclear unit in 1973 Mr Hatch said
In addition to the nuclear units
the plant will have six oilfired combustion turbine generators with a combined capacity of 350000 kilowatts Construction of these units costing more than 30 million is scheduled to begin in October of this year
Engineering studies are being conducted at the site and the final decision to build the nuclear plant there of course depends on their completion Mr Hatch said Also the company must acquire the necessary land and obtain licenses and permits from various governmental agencies
The site for the proposed plant is along the west bank of the Savannah River directly across from the Savannah River Plant of the U S Atomic Energy Commission It is 15 miles east of Waynesboro and 25 miles southeast of Augusta
Mr Hatch said one factor in the selection of the Burke County site was the increasing demand for power in the area Another factor was the Savannah River which provides good water transportation
The combustion turbines will use fuel oil and studies are underway to determine whether the oil will be brought to the plant by truck rail or barge The turbine units will consume about 35 million gallons of oil a year
The plant should have a beneficial effect on the economy of the entire region Mr Hatch said There will be a substantial benefit to Burke County because of additional jobs and Georgia Powers additional investment

A Myddleton Harris Sr a former Vice Chairman and Member of the Georgia Ports Authority for 11 years died September 21st while vacationing in Boulder City Nevada
Mr Harris joined the First National Bank of Brunswick in 1914 and rose in that organization to be Chairman of the Board of Directors at the time of his retirement early in 1971
During all of his service as a Member of the Georgia Ports Authority he worked ceaselessly to bring about the maximum development of all of the ports of the State His steadfast courage his common sense approach his desire to serve his sense of humor his loyalty to his home community and to the State as a whole and not the least his intellectual honesty will always serve to inspire those who knew him to emulate his worthy example
