2014 Summary Report Uniform Crime Reporting (UCR) Program Georgia Crime Information Center Georgia's Uniform Crime Reporting (UCR) Program is derived from the Federal Bureau of Investigation's national program. Utilizing standard definitions and procedures established by the national program, crime data on the number of serious criminal offenses reported to or investigated by law enforcement and the number of arrests for all crimes are collected from law enforcement agencies. This data can then be used to portray crime in Georgia as well as used for comparisons throughout the State and United States. UCR data presented in this annual report is compiled directly from summary offense and arrest reports submitted from Georgia's law enforcement agencies. Data presented does not include estimates for incidents or arrests that might have occurred but are not reported. The 2014 report reflects statistics based on local agency submissions from 20102014. The UCR data presented in this report, as well as additional data compiled for the UCR program, can be retrieved for special purpose reports upon request. You may contact the UCR program via fax at (404) 270-8463 or email your request to: ucrweb@gbi.ga.gov. Vernon M. Because of their seriousness, frequency of occurrence and likelihood of being reported, these crimes are regarded as an Index Crime. The first four Index Crimes are violent crimes or crimes against persons. The remaining Index Crimes are serious property crimes. The following table is a profile of reported index Crimes for 2014 in Georgia. This table includes calculated crime rates per 100,000 people. The use of crime rates in making comparisons in crime trends helps to minimize problems with crime data interpretation. However, readers are cautioned that crime rates cited are reliable indications of crime only to the extent that population estimates are accurate, that victims report crimes and that Uniform Crime Reports are submitted to GCIC by law enforcement agencies. For the purposes of the FBI UCR program, offenders who are 18 years of age and older are considered adults while anyone under the age of 18 is considered a juvenile. The first table is a comparison of juvenile arrests made between 2010 and 2014 for all crimes (Part I or Index and Part II or nonserious crimes). As part of the juvenile arrest report, local agencies also are requested to indicate how the juvenile arrestee was handled. Possible dispositions include referrals to other courts or agencies or disposition by the local law enforcement agency. JUVENILE ARREST DISPOSITIONS - 2010-2014 are presented in the second table. Please keep in mind that these statistics only represent data that was submitted from Georgia's law enforcement agencies statewide. Page 9 CRIME AND ARREST COMPARISONS 2010-2014 The first table shows the number of incidents and arrests reported each year, based upon UCR criteria, between 2010 and 2014 for each of the seven Index Crimes. While comparisons of arrests to crimes reported could be useful measurements of law enforcement activity, caution must be exercised. Arrests reported in one year may be incidents that occurred in that same year or earlier. Since more than one individual can be arrested for a crime, or individuals can be arrested more than once during a given year, arrest statistics more accurately reflect the number of arrests made, rather than the number of crimes solved or the number of different persons taken into custody. Also, it is possible in the UCR program to "clear" an incident without making an arrest, if certain exceptions are met The second table shows a profile of arrests made by age group for each of the seven Index Crimes between 2010 and 2014 Type of Crime Murder Rape Robbery Aggravated Assault Total Violent Crime Burglary Larceny Motor Vehicle Theft Arson Total Property Crime Total Index Crime Age Group 0-16 17-21 22-29 30-39 40-49 50+ Total COMPARISON OF REPORTED INDEX CRIMES AND ARRESTS 2010 - 2014 2010 2010 2011 2011 2012 2012 2013 Incidents Arrests Incidents Arrests Incidents Arrests Incidents 522 474 543 481 573 445 554 2,051 365 2,050 373 2,104 336 1,934 12,130 3,052 12,006 2,880 12,354 2,946 12,272 23,071 10,690 21,362 11,269 21,981 10,947 20,371 37,774 14,581 35,961 15,003 37,012 14,674 35,131 94,308 9,345 94,044 9,956 85,761 8,884 79,992 218,499 41,866 226,460 43,394 219,993 43,428 218,707 29,836 2,347 29,239 2,190 28,357 1,849 26,365 1,185 283 1,238 424 1,243 222 1,115 343,828 53,841 350,981 55,964 335,354 54,383 326,179 2013 Arrests 475 367 2,824 9,170 12,836 7,716 42,762 1,703 213 52,394 2014 Incidents 579 2,091 12,373 21,830 36,873 75,646 225,567 26,842 1,021 329,076 2014 Arrests 453 365 2,779 8,873 12,470 7,370 42,860 1,707 244 52,181 381,602 68,422 386,942 70,967 372,366 69,057 361,310 65,230 365,949 64,651 REPORTED ARRESTS FOR INDEX CRIMES BY AGE GROUPS - 2010-2014 2010 9,489 19,373 14,492 11,023 9,005 5,040 68,422 % 13.9% 28.3% 21.2% 16.1% 13.2% 7.4% 100.0% 2011 9,001 18,625 15,683 12,109 9,651 5,898 70,967 % 12.7% 26.2% 22.1% 17.1% 13.6% 8.3% 100.0% 2012 8,192 17,283 16,020 12,180 9,258 6,124 69,057 % 11.9% 25.0% 23.2% 17.6% 13.4% 8.9% 100.0% 2013 7,548 15,781 15,499 11,835 8,606 5,961 65,230 % 11.6% 24.2% 23.8% 18.1% 13.2% 9.1% 100.0% 2014 7,628 14,806 15,387 12,212 8,389 6,229 64,651 % 11.8% 22.9% 23.8% 18.9% 13.0% 9.6% 100.0% Page 10 LAW ENFORCEMENT OFFICERS KILLED OR ASSAULTED - 2014 As part of the UCR program, local law enforcement agencies are requested to complete monthly reports on all officers killed by felonious act, by accident or by negligence. Since that time, the number of reporting offenses has increased steadily. In 2014, there were 65,529 reported incidents of family violence. Children were involved in almost 32 % (21,185) of the total incidents. In an additional 20 % (13,339) of the incidents, the act was committed in the presence of children.
