2011 Summary Report Uniform Crime Reporting (UCR) Program Georgia Crime Information Center Georgia's Uniform Crime Reporting (UCR) Program is derived from the Federal Bureau of Investigation's national program. Utilizing standard definitions and procedures established by the national program, crime data on the number of serious criminal offenses reported to or investigated by law enforcement and the number of arrests for all crimes are collected from law enforcement agencies. This data can then be used to portray crime in Georgia as well as used for comparisons throughout the State and United States. UCR data presented in this annual report is compiled directly from summary offense and arrest reports submitted from Georgia's law enforcement agencies. Data presented does not include estimates for incidents or arrests that might have occurred but are not reported. The 2011 report reflects statistics based on local agency submissions from 20072011. The UCR data presented in this report, as well as additional data compiled for the UCR program, can be retrieved for special purpose reports upon request. You may contact the UCR program at (404) 270-8488 or fax your inquiries to (404) 270-8463 or email your request to: ucrweb@gbi.ga.gov Vernon M. Because of their seriousness, frequency of occurrence and likelihood of being reported, these crimes are regarded as an Index Crime. The first four Index Crimes are violent crimes or crimes against persons. The remaining Index Crimes are serious property crimes. The following table is a profile of reported index Crimes for 2011 in Georgia. This table includes calculated crime rates per 100,000 people. The use of crime rates in making comparisons in crime trends helps to minimize problems with crime data interpretation. However, readers are cautioned that crime rates cited are reliable indications of crime only to the extent that population estimates are accurate, that victims report crimes and that Uniform Crime Reports are submitted to GCIC by law enforcement agencies. For the purposes of the FBI UCR program, offenders who are 18 years of age and older are considered adults while anyone under the age of 18 is considered a juvenile. The first table is a comparison of juvenile arrests made between 2007 and 2011 for all crimes (Part I or Index and Part II or non-serious crimes). As part of the juvenile arrest report, local agencies also are requested to indicate how the juvenile arrestee was handled. Possible dispositions include referrals to other courts or agencies or disposition by the local law enforcement agency. JUVENILE ARREST DISPOSITIONS - 2007-2011 are presented in the second table. Please keep in mind that these statistics only represent data that was submitted from Georgia's law enforcement agencies statewide. Page 9 CRIME AND ARREST COMPARISONS 2007-2011 The first table shows the number of incidents and arrests reported each year, based upon UCR criteria, between 2007 and 2011 for each of the seven Index Crimes. While comparisons of arrests to crimes reported could be useful measurements of law enforcement activity, caution must be exercised. Arrests reported in one year may be incidents that occurred in that same year or earlier. Since more than one individual can be arrested for a crime, or individuals can be arrested more than once during a given year, arrest statistics more accurately reflect the number of arrests made, rather than the number of crimes solved or the number of different persons taken into custody. Also, it is possible in the UCR program to "clear" an incident without making an arrest, if certain exceptions are met The second table shows a profile of arrests made by age group for each of the seven Index Crimes between 2007 and 2011 Type of Crime Murder Rape Robbery Aggravated Assault Total Violent Crime Burglary Larceny Motor Vehicle Theft Arson Total Property Crime Total Index Crime Age Group 0-16 17-21 22-29 30-39 40-49 50+ Total COMPARISON OF REPORTED INDEX CRIMES AND ARRESTS 2007 - 2011 2007 2007 2008 2008 2009 2009 2010 Incidents Arrests Incidents Arrests Incidents Arrests Incidents 712 527 622 458 558 479 522 2,069 408 2,236 422 2,200 397 2,051 16,837 3,740 17,479 3,885 14,257 3,526 12,130 25,205 11,175 25,479 11,025 23,347 10,560 23,071 44,823 15,850 45,816 15,790 40,362 14,962 37,774 86,431 8,694 97,524 10,249 95,261 9,449 94,308 226,857 34,744 238,799 42,490 220,530 42,355 218,499 41,309 2,826 38,813 3,044 32,535 2,383 29,836 1,598 682 1,637 525 1,345 285 1,185 356,195 46,946 376,773 56,308 349,671 54,472 343,828 2010 Arrests 474 365 3,052 10,690 14,581 9,345 41,866 2,347 283 53,841 401,018 62,796 422,589 72,098 390,033 69,434 381,602 68,422 REPORTED ARRESTS FOR INDEX CRIMES BY AGE GROUPS - 2007-2011 2007 9,527 15,759 13,036 10,972 9,559 3,953 62,806 % 15.2% 25.0% 20.8% 17.5% 15.2% 6.3% 100.0% 2008 11,901 19,719 14,436 11,409 9,827 4,806 72,098 % 16.5% 27.4% 20.0% 15.8% 13.6% 6.7% 100.0% 2009 10,575 20,033 14,269 10,705 9,143 4,709 69,434 % 15.2% 28.9% 20.6% 15.4% 13.2% 6.8% 100.0% 2010 9,489 19,373 14,492 11,023 9,005 5,040 68,422 % 13.9% 28.3% 21.2% 16.1% 13.2% 7.4% 100.0% 2011 Incidents 543 2,050 12,006 21,362 35,961 94,044 226,460 29,239 1,238 350,981 386,942 2011 Arrests 481 373 2,880 11,269 15,003 9,956 43,394 2,190 424 55,964 70,967 2011 9,001 18,625 15,683 12,109 9,651 5,898 70,967 % 12.7% 26.2% 22.1% 17.1% 13.6% 8.3% 100.0% Page 10 LAW ENFORCEMENT OFFICERS KILLED OR ASSAULTED - 2011 As part of the UCR program, local law enforcement agencies are requested to complete monthly reports on all officers killed by felonious act, by accident or by negligence. Since that time, the number of reporting offenses has increased steadily. In 2011, there were 71,475 reported incidents of family violence. Children were involved in almost 33 % (23,610) of the total incidents. In an additional 20 % (14,191) of the incidents, the act was committed in the presence of children.
