2010 Summary Report Uniform Crime Reporting (UCR) Program Georgia Crime Information Center Georgia's Uniform Crime Reporting (UCR) Program is derived from the Federal Bureau of Investigation's national program. Utilizing standard definitions and procedures established by the national program, crime data on the number of serious criminal offenses reported to or investigated by law enforcement and the number of arrests for all crimes are collected from law enforcement agencies. This data can then be used to portray crime in Georgia as well as used for comparisons throughout the State and United States. UCR data presented in this annual report is compiled directly from summary offense and arrest reports submitted from Georgia's law enforcement agencies. Data presented does not include estimates for incidents or arrests that might have occurred but are not reported. The 2010 report reflects statistics based on local agency submissions from 20062010. The UCR data presented in this report, as well as additional data compiled for the UCR program, can be retrieved for special purpose reports upon request. You may contact the UCR program at (404) 270-8488 or fax your inquiries to (404) 270-8463 or email your request to: ucrweb@gbi.ga.gov Vernon M. Because of their seriousness, frequency of occurrence and likelihood of being reported, these crimes are regarded as an Index Crime. The first four Index Crimes are violent crimes or crimes against persons. The remaining Index Crimes are serious property crimes. The following table is a profile of reported index Crimes for 2010 in Georgia. This table includes calculated crime rates per 100,000 people. The use of crime rates in making comparisons in crime trends helps to minimize problems with crime data interpretation. However, readers are cautioned that crime rates cited are reliable indications of crime only to the extent that population estimates are accurate, that victims report crimes and that Uniform Crime Reports are submitted to GCIC by law enforcement agencies. The first table is a comparison of juvenile arrests made between 2006 and 2010 for all crimes (Part I or Index and Part II or nonserious crimes). As part of the juvenile arrest report, local agencies also are requested to indicate how the juvenile arrestee was handled. Possible dispositions include referrals to other courts or agencies or disposition by the local law enforcement agency. JUVENILE ARREST DISPOSITIONS - 2006-2010 are presented in the second table. Please keep in mind that these statistics only represent data that was submitted from Georgia's law enforcement agencies statewide. Page 9 CRIME AND ARREST COMPARISONS 2006-2010 The first table shows the number of incidents and arrests reported each year, based upon UCR criteria, between 2006 and 2010 for each of the seven Index Crimes. While comparisons of arrests to crimes reported could be useful measurements of law enforcement activity, caution must be exercised. Arrests reported in one year may be incidents that occurred in that same year or earlier. Since more than one individual can be arrested for a crime, or individuals can be arrested more than once during a given year, arrest statistics more accurately reflect the number of arrests made, rather than the number of crimes solved or the number of different persons taken into custody. Also, it is possible in the UCR program to "clear" an incident without making an arrest, if certain exceptions are met The second table shows a profile of arrests made by age group for each of the seven Index Crimes between 2006 and 2010 Type of Crime Murder Rape Robbery Aggravated Assault Total Violent Crime Burglary Larceny Motor Vehicle Theft Arson Total Property Crime Total Index Crime Age Group 0-16 17-21 22-29 30-39 40-49 50+ Total COMPARISON OF REPORTED INDEX CRIMES AND ARRESTS 2006 - 2010 2006 2006 2007 2007 2008 2008 Incidents Arrests Incidents Arrests Incidents Arrests 601 437 712 527 622 458 1,995 405 2,069 408 2,236 422 14,753 3,181 16,837 3,740 17,479 3,885 23,842 11,795 25,205 11,175 25,479 11,025 41,191 15,818 44,823 15,850 45,816 15,790 78,584 7,566 86,431 8,694 97,524 10,249 215,051 29,408 226,857 34,744 238,799 42,490 40,830 3,137 41,309 2,826 38,813 3,044 1,249 680 1,598 682 1,637 525 335,714 40,791 356,195 46,946 376,773 56,308 2009 Incidents 558 2,200 14,257 23,347 40,362 95,261 220,530 32,535 1,345 349,671 376,905 56,609 401,018 62,796 422,589 72,098 390,033 REPORTED ARRESTS FOR INDEX CRIMES BY AGE GROUPS - 2006-2010 2009 Arrests 479 397 3,526 10,560 14,962 9,449 42,355 2,383 285 54,472 69,434 2006 8,957 13,210 11,846 10,339 8,704 3,553 56,609 % 15.8% 23.3% 20.9% 18.3% 15.4% 6.3% 100.0% 2007 9,527 15,759 13,036 10,972 9,559 3,953 62,806 % 15.2% 25.0% 20.8% 17.5% 15.2% 6.3% 100.0% 2008 11,901 19,719 14,436 11,409 9,827 4,806 72,098 % 16.5% 27.4% 20.0% 15.8% 13.6% 6.7% 100.0% 2009 10,575 20,033 14,269 10,705 9,143 4,709 69,434 % 15.2% 28.9% 20.6% 15.4% 13.2% 6.8% 100.0% 2010 Incidents 522 2,051 12,130 23,071 37,774 94,308 218,499 29,836 1,185 343,828 381,602 2010 Arrests 474 365 3,052 10,690 14,581 9,345 41,866 2,347 283 53,841 68,422 2010 9,489 19,373 14,492 11,023 9,005 5,040 68,422 % 13.9% 28.3% 21.2% 16.1% 13.2% 7.4% 100.0% Page 10 LAW ENFORCEMENT OFFICERS KILLED OR ASSAULTED - 2010 As part of the UCR program, local law enforcement agencies are requested to complete monthly reports on all officers killed by felonious act, by accident or by negligence. Since that time, the number of reporting offenses has increased steadily. In 2010, there were 65,485 reported incidents of family violence. Children were involved in almost 35 % (22,676) of the total incidents. In an additional 20 % (13,091) of the incidents, the act was committed in the presence of children.
