2008 Summary Report Uniform Crime Reporting (UCR) Program Georgia Crime Information Center Georgia's Uniform Crime Reporting (UCR) Program is derived from the Federal Bureau of Investigation's national program. Utilizing standard definitions and procedures established by the national program, crime data on the number of serious criminal offenses reported to or investigated by law enforcement and the number of arrests for all crimes are collected from law enforcement agencies. This data can then be used to portray crime in Georgia as well as used for comparisons throughout the State and United States. UCR data presented in this annual report is compiled directly from summary offense and arrest reports submitted from Georgia's law enforcement agencies. Data presented does not include estimates for incidents or arrests that might have occurred but are not reported. The 2008 report reflects statistics based on local agency submissions from 20042008. The UCR data presented in this report, as well as additional data compiled for the UCR program, can be retrieved for special purpose reports upon request. You may contact the UCR program at (404) 270-8488 or fax your inquiries to (404) 270-8463 or email your request to: ucrweb@gbi.ga.gov Vernon M. Because of their seriousness, frequency of occurrence and likelihood of being reported, these crimes are regarded as an Index Crime. The first four Index Crimes are violent crimes or crimes against persons. The remaining Index Crimes are serious property crimes. The following table is a profile of reported index Crimes for 2008 in Georgia. This table includes calculated crime rates per 100,000 people. The use of crime rates in making comparisons in crime trends helps to minimize problems with crime data interpretation. However, readers are cautioned that crime rates cited are reliable indications of crime only to the extent that population estimates are accurate, that victims report crimes and that Uniform Crime Reports are submitted to GCIC by law enforcement agencies. For the purposes of the FBI UCR program, offenders who are 18 years of age and older are considered adults while anyone under the age of 18 is considered a juvenile. The first table is a comparison of juvenile arrests made between 2004 and 2008 for all crimes (Part I or Index and Part II or nonserious crimes). As part of the juvenile arrest report, local agencies also are requested to indicate how the juvenile arrestee was handled. Possible dispositions include referrals to other courts or agencies or disposition by the local law enforcement agency. JUVENILE ARREST DISPOSITIONS - 2004-2008 are presented in the second table. Please keep in mind that these statistics only represent data that was submitted from Georgia's law enforcement agencies statewide. Page 9 CRIME AND ARREST COMPARISONS 2004-2008 The first table shows the number of incidents and arrests reported each year, based upon UCR criteria, between 2004 and 2008 for each of the seven Index Crimes. While comparisons of arrests to crimes reported could be useful measurements of law enforcement activity, caution must be exercised. Arrests reported in one year may be incidents that occurred in that same year or earlier. Since more than one individual can be arrested for a crime, or individuals can be arrested more than once during a given year, arrest statistics more accurately reflect the number of arrests made, rather than the number of crimes solved or the number of different persons taken into custody. Also, it is possible in the UCR program to "clear" an incident without making an arrest, if certain exceptions are met The second table shows a profile of arrests made by age group for each of the seven Index Crimes between 2004 and 2008 Type of Crime Murder Rape Robbery Aggravated Assault Total Violent Crime Burglary Larceny Motor Vehicle Theft Arson Total Property Crime Total Index Crime Age Group 0-16 17-21 22-29 30-39 40-49 50+ Total COMPARISON OF REPORTED INDEX CRIMES AND ARRESTS 2004 - 2008 2004 2004 2005 2005 2006 2006 Incidents Arrests Incidents Arrests Incidents Arrests 476 425 526 466 601 437 1,944 496 2,086 476 1,995 405 11,675 2,820 13,801 3,139 14,753 3,181 20,823 11,543 22,409 11,768 23,842 11,795 34,918 15,284 38,822 15,849 41,191 15,818 69,266 7,372 79,834 8,195 78,584 7,566 217,171 32,403 234,444 32,543 215,051 29,408 39,070 3,091 43,414 3,701 40,830 3,137 982 827 1,130 971 1,249 680 326,489 43,693 358,822 45,410 335,714 40,791 2007 Incidents 712 2,069 16,837 25,205 44,823 86,431 226,857 41,309 1,598 356,195 361,407 58,977 397,644 61,269 376,905 56,609 401,018 REPORTED ARRESTS FOR INDEX CRIMES BY AGE GROUPS - 2004-2008 2007 Arrests 527 408 3,740 11,175 15,850 8,694 34,744 2,826 682 46,946 62,796 2004 10,677 12,904 11,814 11,669 8,827 3,086 58,977 % 18.1% 21.9% 20.0% 19.8% 15.0% 5.2% 100.0% 2005 10,425 13,234 12,750 11,819 9,423 3,608 61,259 % 17.0% 21.6% 20.8% 19.3% 15.4% 5.9% 100.0% 2006 8,957 13,210 11,846 10,339 8,704 3,553 56,609 % 15.8% 23.3% 20.9% 18.3% 15.4% 6.3% 100.0% 2007 9,527 15,759 13,036 10,972 9,559 3,953 62,806 % 15.2% 25.0% 20.8% 17.5% 15.2% 6.3% 100.0% 2008 Incidents 622 2,236 17,479 25,479 45,816 97,524 238,799 38,813 1,637 376,773 422,589 2008 Arrests 458 422 3,885 11,025 15,790 10,249 42,490 3,044 525 56,308 72,098 2008 11,901 19,719 14,436 11,409 9,827 4,806 72,098 % 16.5% 27.4% 20.0% 15.8% 13.6% 6.7% 100.0% Page 10 LAW ENFORCEMENT OFFICERS KILLED OR ASSAULTED - 2008 As part of the UCR program, local law enforcement agencies are requested to complete monthly reports on all officers killed by felonious act, by accident or by negligence. Since that time, the number of reporting offenses has increased steadily. In 2008, there were 58,420 reported incidents of family violence. Children were involved in almost 33 % (19,501) of the total incidents. In an additional 19 % (10,919) of the incidents, the act was committed in the presence of children.
