2006 Summary Report Uniform Crime Reporting (UCR) Program Georgia Crime Information Center CRIME DATA Data collected on offenses reported to or investigated by law enforcement include counts for the crimes of murder and non-negligent manslaughter, forcible rape, robbery, aggravated assault, burglary, larceny-theft, and motor-vehicle theft. Because of their seriousness, frequency of occurrence and likelihood of being reported, these crimes are regarded as an Index Crime. The first four Index Crimes are violent crimes or crimes against persons. The remaining Index Crimes are serious property crimes. The following table is a profile of reported index Crimes for 2006 in Georgia. This table includes calculated crime rates per 100,000 people. The use of crime rates in making comparisons in crime trends helps to minimize problems with crime data interpretation. However, readers are cautioned that crime rates cited are reliable indications of crime only to the extent that population estimates are accurate, that victims report crimes and that Uniform Crime Reports are submitted to GCIC by law enforcement agencies. For the purposes of the FBI UCR program, offenders who are 18 years of age and older are considered adults while anyone under the age of 18 is considered a juvenile. The first table is a comparison of juvenile arrests made between 2002 and 2006 for all crimes (Part I or Index and Part II or non-serious crimes). As part of the juvenile arrest report, local agencies also are requested to indicate how the juvenile arrestee was handled. Possible dispositions include referrals to other courts or agencies or disposition by the local law enforcement agency. JUVENILE ARREST DISPOSITIONS - 2002-2006 are presented in the second table. CRIME AND ARREST COMPARISONS 2002-2006 The first table shows the number of incidents and arrests reported each year, based upon UCR criteria, between 2002 and 2006 for each of the seven Index Crimes. While comparisons of arrests to crimes reported could be useful measurements of law enforcement activity, caution must be exercised. Arrests reported in one year may be incidents that occurred in that same year or earlier. Since more than one individual can be arrested for a crime, or individuals can be arrested more than once during a given year, arrest statistics more accurately reflect the number of arrests made, rather than the number of crimes solved or the number of different persons taken into custody. Also, it is possible in the UCR program to "clear" an incident without making an arrest, if certain exceptions are met The second table shows a profile of arrests made by age group for each of the seven Index Crimes between 2002 and 2006 COMPARISON OF REPORTED INDEX CRIMES AND ARRESTS 2002 - 2006 Type of Crime 2002 2002 2003 2003 2004 2004 2005 IncidentsArrestsIncidentsArrestsIncidentsArrestsIncidents 2005 Arrests 2006 Incidents 2006 Arrests Murder 521 683 619 531 476 425 526 466 601 437 Rape 1,921 565 2,075 535 1,944 496 2,086 476 1,992 405 Robbery 12,605 2,862 13,318 2,876 11,675 2,820 13,801 3,139 14,753 3,181 Aggravated Assault 21,109 11,071 20,972 10,721 20,823 11,543 22,409 11,768 23,841 11,796 Total Violent Crime 36,156 15,181 36,984 14,663 34,918 15,284 38,822 15,849 41,187 15,819 Burglary 68,461 7,212 73,155 6,825 69,266 7,372 79,834 8,195 78,578 7,566 Larceny 216,476 30,854 229,182 30,961 217,171 32,403 234,444 32,543 214,934 29,407 Motor Vehicle Theft 35,678 2,874 41,012 2,947 39,070 3,091 43,414 3,701 40,817 3,137 Total Property Crime 320,615 40,940 343,349 40,733 325,507 42,866 357,692 44,439 334,329 40,110 Total Index Crime 356,771 56,121 380,333 55,396 360,425 58,150 396,514 60,288 375,516 55,929 REPORTED ARRESTS FOR INDEX CRIMES BY AGE GROUPS - 2002-2006 Age Group 0-16 17-21 22-29 30-39 40-49 50+ Total 2002 8,740 13,417 11,526 11,909 7,898 2,631 56,121 % 15.6% 23.9% 20.5% 21.2% 14.1% 4.7% 100.0% 2003 9,259 12,768 11,324 11,567 7,811 2,667 55,396 % 16.7% 23.0% 20.4% 20.9% 14.1% 4.8% 100.0% 2004 10,412 12,814 11,642 11,531 8,713 3,038 58,150 % 17.9% 22.0% 20.0% 19.8% 15.0% 5.2% 100.0% 2005 % 2006 10,160 16.9% 8,821 13,104 21.7% 13,091 12,560 20.8% 11,707 11,642 19.3% 10,206 9,288 15.4% 8,609 3,534 5.9% 3,495 60,288 100.0% 55,929 % 15.8% 23.4% 20.9% 18.2% 15.4% 6.2% 100.0% LAW ENFORCEMENT OFFICERS KILLED OR ASSAULTED - 2006 As part of the UCR program, local law enforcement agencies are requested to complete monthly reports on all officers killed by felonious act, by accident or by negligence.
