The states of Alabama, Florida, and Georgia, and the u.S. Department of Army on January 3, 1992 executed
an agreement with regard to the water resources issues of the Apalachicola-Chattahoochee-Flint and Alabama-Coosa-Tallapoosa Rivers; and

WHEREAS: There is a need to ensure the State keeps informed of the various interests in the Chattahoochee, Coosa" Flint, and Tallapoosa Rivers; and

WHEREAS: There is a need to provide a forum for meaningful involvement in the study process.

WHEREAS: On May 5, 1991, the body of Mr. James Bowers, a 78 year old resident of Pembroke, was discovered concealed in a ditch.

WHEREAS:

section 45-12-35 of the Official Code of Georgia Annotated provides that the Governor of the State of Georgia is authorized, in his discretion, to offer and cause to be paid a reward for information leading to the arrest and conviction of any person or persons who have committed a felony in the State of Georgia.

NOW, THEREFORE, PURSUANT TO THE AUTHORITY VESTED IN ME AS GOVERNOR OF THE STATE OF GEORGIA, pARTICULARLY BY VIRTUE OF THE PROVISIONS OF THE ABOVE CODE SECTION, IT IS HEREBY

WHEREAS: Georgia has a growing number of technology-based companies and a diversity of technology resources; and

WHEREAS:

It is vital and in the public interest that Georgia develop a strategic plan to expand the state I s technology-based industries and bolster our competitive position in global markets; and

WHEREAS:

It is in the public interest to create a council to advise the Governor, the state 's executive departments and the General Assembly on issues affecting technology-based industries and to help coordinate science and technology policy.

NOW, THEREFORE, PURSUANT TO THE AUTHORITY VESTED IN ME AS GOVERNOR OF THE STATE OF GEORGIA, IT IS HEREBY

ORDERED:

There is established the Governor I s Advisory Council on Science and Technology Development composed of 18 voting members appointed by the Governor and who shall serve at his pleasure. Members appointed shall be representative of the academic community, business community, research and development community, and producers and consumers of technological resources.

That in addition to the 18 appointees of the Governor, there shall serve on the Council seven ex-officio members who shall not have voting privileges. That members of the Council shall serve without compensation, except that each member may be reimbursed for expenses incurred as a result of his duties as a Council member in accordance with state travel regulations. Appointed members shall be paid from funds available to the executive branch of government; ex-officio members shall be paid from funds available to the General Assembly.

IT IS FURTHER

ORDERED: That the Governor shall designate the Chair of the Council. The Council shall make such bylaws for its operation as may be necessary or appropriate.

IT IS FURTHER

ORDERED: That the Council is vested with the following functions and authority:

1. To develop a science and technology policy for the State of Georgia and to prepare a strategy for using science and technology as a means to promote the economic development of the State of Georgia;

2. To identify specific barriers to technology formation or the commercialization of technology and to advise the Governor on the needs and requirements of the state's technology-based industries and the state's institutions of higher education;

3. To work with the agencies of state government to carry out its duties;

4. To convene at least once a year a statewide science and technology conference to address the concerns and needs of the state's institutions of higher learning and to improve coordination and communication among all organizations and groups having an interest in the future development and economic stability of the state's technology-based industries. These conferences should be, as much as possible, underwritten by the private sector.

5. To serve as a statewide clearinghouse for information concerning science and technology programs and projects in the state;

6. To help coordinate the activities of the various state agencies and public and private universities to promote and develop technology-based industries in Georgia;

7. The Council shall seek input from the private sector and shall seek private sector contributions, both in-kind and monetary, to defray its expenses;

8. The Council shall submit a written report to the Governor, the Lieutenant Governor, and the Speaker of the House of Representatives by December 31 of each year.

The problem of Driving Under the Influence of Alcohol and Drugs (DUI) in the State of Georgia is an imminent problem that impacts the lives of all citizens, and deserves a review by a citizentry commission; and

WHEREAS:

There is significant interest and concern among the officials of various health organizations, law enforcement, educators, the judiciary, members and representatives from the public and private sector and others as to how to address the problem of DUI; and

WHEREAS: There is a distinct need for a Governor's Statewide DUI Task Force to assist the Governor in an advisory capacity.

NOW, THEREFORE, PURSUANT TO THE AUTHORITY VESTED IN ME AS GOVERNOR OF THE STATE OF GEORGIA, IT IS HEREBY

ORDERD:

That a Governor's Statewide DUI Task Force be appointed which will review the problems of DUI and factors contributing to the problems as they are addressed by the Governor's Office of Highway Safety and make recommendations to the Governor and the Governor's Office of Highway Safety on the best management practices for addressing the problems.

IT IS FURTHER

ORDERED:

All members shall be appointed by and serve at the pleasure of the Governor. The Governor shall designate the chairman of the Task Force. Vacancies on the Task Force shall be filled by the Governor.

That members of the Task Force shall serve without compensation, except that each member may be reimbursed for expenses incurred as a result of the duties as a Task Force member in accordance with state travel regulations, and shall be paid from funds available to the Governor's Office of Highway Safety.
