, THE STATE OF GEORGIA EXECUTIVE ORDER RECE\'JEO fEB' 4 1991 DOCUMENTS UGA UBRARles Y THE GOVERNOR: GOVERNOR'S COMMISSION ON EFFECTIVENESS AND ECONOMY IN GOVERNMENT WHEREAS, State Government aspires to provide necessary services to all Georgians as effectively and economically as possible; and WHEREAS, the last comprehensive study and recommendation in Georgia on this issue was conducted during the administration of Governor Jimmy Carter in 1971-75; and WHEREAS, since that time, Georgia's economy prospered in the 1980s, and State Government grew accordingly to manage this growth; and WHEREAS, State Government enters the 1990s hopeful for continued and expanded economic development for Georgia, but mindful of the need to prepare for periodic economic slowdown and to again comprehensively review and ensure the effectiveness and economy of State Government; and WHEREAS, it is desired that a commission comprised of Georgia's best and brightest business and academic leaders, working with State Government and a diverse range of citizen leaders, engage in a process of study and recommendations that is comprehensive in scope; NOW, THEREFORE, BY THE POWER VESTED IN ME AS GOVERNOR OF THE STATE OF GEORGIA, IT IS HEREBY ORDERED: 1. That the Governor's Commission on Effectiveness and Economy in Government be created (the "Commission"); and " 2. Prepare interim and final reports and recommendations for the Governor; and 7. That all state departments, institutions, agencies, commissions, councils, authorities, boards, bureaus, or other entities orinstrumentalities of the state, by whatever name called, are authorized and required to provide all information and support as required by the Commission to perform its study and make its recommendations; and 8. That the Chairman is authorized and empowered to establish any advisory panels or other supporting entities that he may deem appropriate; and 9. That a Commission staff, comprised of paid and loaned executives from inside and outside government, support the Commission in all phases of its work, report to and serve at the pleasure of the Chairman; and 10. That this Commission, in the interest of economy in state Government, be funded without direct state appropriations. The Commission shall make nominations to fill vacancies on all courts of record which involve executive appointment. IT IS FURTHER ORDERED: That said Commission shall consist of nine members. Two members shall be ex-officio as follows: President of the State Bar of Georgia Evans J. The Commission may make such rules and regulations as it deems necessary for the conduct of its business. Changes in the current intergovernmental service delivery system to promote greater efficiency, effectiveness, and equity drawing on experiences in other states with specific delivery systems and forms of intergovernmental cooperation; and 3. The diversity between urban, suburban and rural areas of the state and the question of whether those communities experiencing either population growth or decline require a different delineation of roles between municipalities and counties; and, 4. Such other issues as the Governor deems in his discretion to be of significant importance in ensuring a local government structure and capacity that will efficiently, effectively, and equitably serve Georgia's citizens into the twenty-first century.
