S3lijWal1~ ~wn~ 6 VOOl f r d3S 03A.303H THE STATE OF GEORGIA EXECUTIVE ORDER BY THE GOVERNOR: WHEREAS: The Congress of the United States passed and the President of the United States enacted the Rehabilitation Act of 1973, as amended in 1986; and WHEREAS: The intent of the Act is to insure a policy of non-discrimination in emploYment and equal access to public programs and facilities by handicapped persons; and WHEREAS: The State of Georgia has a commitment to vigorously encourage the implementation of the provisions and intent of the Rehabilitation Act of 1973, as amended. NOW, THEREFORE, PURSUANT TO THE AUTHORITY VESTED IN ME AS GOVERNOR OF THE STATE OF GEORGIA, IT IS HEREBY ORDERED: That a Governor's Committee on EmploYment of Handicapped Persons be affiliated with the President's Committee on EmploYment of the Handicapped located in Washington, D. C. IT IS FURTHER ORDERED: That the purpose and objectives of this Committee shall be: 1. To promote meaningful emploYment opportunities for qualified mentally, physically and emotionally disabled persons as defined by the Rehabilitation Act of 1973, as amended; ORDERED: 2. To promote a climate of public awareness and understanding of the barriers to employment; and 3. To promote a better understanding among handicapped persons of opportunities available for habilitation and rehabilitation in order that more will have marketable job skills. IT IS FURTHER That the functions of the Committee shall be to: 1. Plan and implement year-round education programs designed to promote a climate of public awareness and understanding of the attitudinal, architectural, educational, housing, transportation, and other barriers to employment; and the quality of life faced by persons with disabilities; 2. Stimulate state and local community interest by securing the active cooperation and participation of such "publics" as business and industry, labor, government, educators, public and private agencies serving persons with disabilities, consumer advocates and civic organizations; 3. Plan, implement and participate in special events and programs designed to highlight abilities of qualified handicapped persons and programs to facilitate employment of such persons; 4. Provide information and referral service to the community; 5. Encourage and facilitate the development and functioning of local communities on employment of handicapped persons; 6. Coordinate with and participate in activities of other public and private agencies; and 7. Cooperate with the President's Committee on Employment of the Handicapped in programs and activities initiated at the national level. ..J L: IT IS FURTHER ORDERED: That the membership of the Committee shall consist of a total of fifteen members including the Chairperson and including at least one representative from the State Department of Human Resources' Division of Rehabilitation Services and one from the State Department of Labor. IT IS FURTHER ORDERED: That all Committee members shall be appointed by the Governor. Appointments to the Committee shall be for a term of three (3) years, except for the initial appointment, of which five ( 5 ) shall be for one (1) year, five (5) shall be for two (2) years, and five (5) shall be for three (3) years. IT IS FURTHER ORDERED: That the Governor shall appoint a Chairperson. IT IS FURTHER ORDERED: That the Director of the Division of Rehabilitation Services shall appoint an Executive Director of the Committee who shall be an employee of the Division of Rehabilitation Services. The Executive Director of the Committee shall hold ex-officio membership on the Committee. IT IS FURTHER ORDERED: That the Committee shall be administered by the Division of Rehabilitation Services.
