EXECUTIVE ORDER

BY THE GOVERNOR:

WHEREAS:

Congress passed into law the Job Training Partnership Act (JTPA) of October 13, 1982, (PL. 97-300, 96 Stat. 1322) for the purpose of preparing youth and unskilled adults for entry into the labor force and to provide job training to those economically disadvantaged and others, such as the handicapped and elderly, who face serious barriers to employment, as well as those dislocated from jobs due to changes in technology or foreign competition; and

WHEREAS:

The Governor's Advisory Council on Job Training Coordination was created by Executive Order to assist the Governor in planning, implementation, coordination and monitoring of programs and services provided under the JTPA; and

WHEREAS:

The Omnibus Trade and Competitiveness Act of 1988 amended the Job Training Partnership Act and established the Economic Dislocation and Worker Adjustment Assistance Program as Subtitle D of Title VI; and

WHEREAS:

The Economic Dislocation and Worker Adjustment Assistance Act places greater emphasis on the coordination responsibilities of the Council, inclUding plan review of the State Plan for the Emlpoyment Service, as required under the Wagner-Peyser Act, and the State Plan for Vocational Education, as required under the Carl Perkins Act, and involvement of organizations engaged in economic development; and

WHEREAS:

Requirements for membership composition of the State Job Training Coordinating Council under Section 122(a)(3) of JTPA were amended under the Omnibus Trade and Competitiveness Act to include: thirty percent representation by State legislature and State agencies and local government; thirty percent representative of organized labor and community-based organizations; and ten percent representative of the general public.

NOW, THEREFORE, PURSUANT TO THE AUTHORITY VESTED IN ME AS
GOVERNOR OF THE STATE OF GEORGIA, AND PURSUANT TO JTPA SECTION 122(a) AS AMENDED, IT IS HEREBY

Accordingly, the existing Governor's Advisory Council on Job Training Coordination is dissolved; and
That there is established a State Job Training Coordinating Council, hereinafter to be referred to as the Governor's Employment and Training Council.
