THE STATE OF GEORGIA EXECUTIVE ORDER RECEIVED SEP 142004 DOCUMENTS UGA LIBRARIES BY THE GOVERNOR: WHEREAS: The Education Amendments of 1976 to the Higher Education Act of 1965 and the Vocational Education Act of 1963 (Public Law 94-482) authorize technical and financial assistance to the State for th~ purpose of developing and implementing a comprehensive occupational information system; and WHEREAS: The Education Amendments of 1976 provide that states desiring technical and financial assistance as authorized by said Act are required to establish a state occupational information coordinating committee to be composed of representatives of the State Board of Vocational Education, the State Employment Security Agency, the State Manpower Services Council, and the agency administering the Vocational Rehabilitation program. NOW, THEREFORE, PURSUANT TO THE AUTHORITY VESTED IN ME AS GOVERNOR OF THE STATE OF GEORGIA, IT IS HEREBY ORDERED: That the Georgia State Occupational Information Coordinating Committee, hereinafter referred to as the Committee, be created and composed of the following: A representative of the State Board of Education; A Chief Administrative Officer of the State Employment Security Agency or his designee; The Director of the Georgia Employment and Training Councilor his designee; The Commissioner of the Department of Community Affairs or his designee; The Chairman of the Governor's Advisory Council on Job Training Coordination or his designee; The Director of the Division of Vocational Rehabilitation, Department of Human Resources, or his designee; The Director of the State Advisory Council for Vocational Education or his designee; The Vice President, Region IV, of the National Alliance of Business or his designee; The Director of the State Office of Pla~ning and Budget or his designee; The Commissioner of the Department of Industry and Trade or his designee; The State Superintendent of Schools or his designee; The Chancellor of the University System of Georgia or his designee; The Director of the Georgia Postsecondary Education Commission or his designee; and That the Commissioner of the Department of Industry and Trade or his designee shall serve as Chairman of the Committee. IT IS FURTHER ORDERED: That an Advisory Council to the Georgia State Occupational Information Coordinating Committee, hereinafter referred to as the Council, be and the same is hereby created to be composed of the following: Four representatives of business/industry; two from labor and two from management; One representative from Georgia's are~ technical vocational schools; One representative from Georgia's secondary vocational education; One representative from the Georgia Career Information System; and Two at-large citizens. IT IS FURTHER ORDERED: (1) That the Advisory Council members shall be appointed by the Governor to serve one-year terms; (2) That in the event any of the person~ named above are unable to serve, the Governor shall name a successor; and (3) That the Governor may name such other persons to the Georgia State Occupational Information Coordinating Committee and/or the Advisory Council as he feels necessary and appropriate. IT IS FURTHER ORDERED: (1) That the Committee shall submit a written report to the Governor on all activities undertaken by the Committee on an annual basis; (2) That the Committee shall be attached for administrative purposes only to the Department of Labor; (3) That the Advisory Council shall meet at such time and place as the Committee shall determine necessary; (4) That members of the Committee and Advisory Council serve without compensation except for subsistence expenses not to exceed forty-four dollars ($44.00) per day. Committee and Advisory Council members incurring travel expenses in connection with the ~erformance of their duties shall also be reimbursed for actual expenses in accordance with state travel regulations; and ! L: (5) That the Committee and Advisory Council herein created shall assume their delegated duties on October 1, 1983, and that similar bodies created by Executive Order dated January 19, 1983, shall stand abolished at that time.
