GEXTLEMEN:-It is a pleasure as well as a duty to pre ent 
 
you with tbi report for the year enJing September 30th, 
 
1 96, for it how a healthy co ndition of affair .

You will find by examining the rolls that there were 
 
received into the chool during !the fi cal year, 122 white 
 
and. -!7 negro pnpil., a total of 169, twenty-two more than 
 
for the previou year. Th e pupils in both depart- 
 
ments have upon the whole enjoyed good health, the prin- 
 
cipal thing to break into thi record being an epidemic of 
 
mea Jes that went through the chnol in ,January and Feb- 
 
ruary, but no bad results followed. You are respectfully 
 
refened to the accompanying report of the Physician. 
 
The <?rdinary expense acco unt has been 21.762.22, 
 
which you will see i an excess over the appropriation for 
 
upport and must be provided for . 
 
The appropriation of 20.000.00 per annum made in 
 
1 9-! wa based upon the attendance as given in the report 
 
for that year, which was 130 pupils. The Legi lature was 
 
urged to make it larger, a the authorities of the school had 
 
nfficieut data to know that there would be a very material 
 
increase in the number of pupil during the coming two 
 
years, but-it failed to do so. The fir t year there were 147; 
 
an in crea e of 17; and the next year 169, an increase of 22, 
 
or a total increa e of 39 after the appropriation for support 
 
wa. made. Had the appropriation bee n made npon the 
 
estimate as furni shed by the Board of Trn tee , the amount 
 
would have been ample to cover all expense .

Th e onl y legislation that has been held on th e subj ect, with whi ch I have ku owl edge, was in Mi so uri, wh ere it was enacted that classes must num ber not less thau 
t wenty. In Michi gan it has been proposed but has not ye t 
bee n mad e into la w, that not more thanfiveshould co n titute a class. Th ese are both extreme cases. Mis ouri has see n th e foll y of such a regulat ion and ha repealed th e law bearing upon it, leav ing t he number of pupils tha t shall co mpo e a class entirely with th e S uperintend ent and Board of Trustees, wh ere it of co ur e prnperl y belong . In N orthhampton, a private a nd well-end owed oral schoo l, I think th e num ber is from six to eig ht, and in th e P enn syl vani a choo l, at Philadelphia, from SLX to ten. Th e in structi on of th e deaf ca nn ~t be co mpared with that of th e hearin g, fo r with th e deaf, th e teacher'. work mu st, of necessity, be largely th at of individu a l effort with each pupil, a nd th e mental strain is co nsequentl y much g reater than t h.at of one wh o in structs th e hearin g . I think it will be safe to say th at fift y well g raded-h earing children may be better and more easily taugh t by one teacher , than ca n _fiftee n deafpeto ns, and any teacher in th e co mm on cb oo ls kn ows what th e teaching of fift y pupil  mean . While many go throug h th e fo rm , no one has eve1 yet succeeded in doin g justi ce to th at nu mbe1 of children, and th e co nscient ious teac her always feels, at th e encl of th e day's work, that it has bee n poo d y and inadequately done. ployed in both departm ent . Thi , on the score of a mistaken economy, ha been too long <lefened already, for the good of the pupil . 
The cbool for the Deaf in the nited _States claim , and I thi nk ju. tly so to, be the pioneers in g iving indu trial train in g to both boys and gi rl s, the value of which i now so genera ll y recognized, this school, . o far a I am informed, having made the fir t systematic attempt in Georgia somewhere about the year l 48. I am sorry to haYe to say, however, that it ha fallen far hort of what it should have done on this line, as it ha  not gone beyond shoemaking, and in a lip bod, de ultory way, for the want of proper in tructor, garden in g, carpentry, and painting for the boys, and plain sewin g for the girls, and with in the last few years drawing and wood carv in g for a limited number of boy and girl . Aud this, notwitb tand ing the fact that aImo t every Legisla ture fo r the past t wenty-five years, ha bad its attention called to the matter in the annual reports and through its vi iting committee . Not until the year 1893 did the Legislature seem to ee the importance of g ivin g to the deaf  increa ed facili tie for learn in g a larger variety of indnstrie, by providing the mean for the erection of a suitable shop for the purpo e i nteu<led. .  
In addition to the in truction g i,en in drawing and wood- 
ca rvin g, .the teacher ha g iven to the girls about an hour's exerci. e each day in physical cu lture, the good effects of which are apparent in the improved carriage, more ela tic step, and increa_ed activity of the girL. Th e deaf, as is well known, need exerci e of this character to a greater degree than the hearing, fo r several reason , but mainly from the fact that the ame cau es that operated to produce deafne ~ brought about an impairment of their con t itu tions, as well as from the fact that, not u ing their lungs to the extent that the hearing do, au equal chest de,elopment ha not resultedW ell equipped gymnasiums are now recognized the world

ove r as necessary adjuncts to a well equ ipped schoo l, and I 
 
hope you will urgP. the comi ng Legislature to provide one

for the use of the boys and girls of this schoo l. This building could be , o constructed that the ba ement could be fit- 
 
ted up with necessary bathing facilities for the use of the 
 
boys, and for general dressing room , a thing very much 
 
needed. 
 
The teaching of speech bas occ upied a prominent place 
 
in all our schools for the deaf, but many people seem to 
 
think that this should be done to the pract,ical ex_clusion of 
 
all other methods. I cannot do better than to in ert an article 
 
written by Dr. Edward M. Gallaudet, PresidPnt of the 
 
National College for the Deaf, and also President of the 
 
America n Convention of Instructors of the Deaf, on 
 
THE EDUCATION OF THE DEAF. 
\ arious statements that have recently been published as to an alleged "new method" of teaching deaf-mutes, which is oon io snpet ecle all others, eem to render desirable au expo ition of the truth in the matter. The fact is that no new method of educating the deaf has bee n invented for 140 years, and that the ora l method, about which so much has been ,:aid of late, is quite a old as the equally valuable manual method. 
~t is a curio us concidence that in 1755 two men of marked abilit.y and learn ing should have founded n their respective countries, France and Germany, schools for deafmute , out of which have grown permanent national systems for the education of th is interesting class of persons. As pioneers in a work of benevolence which commands uni versal ympathy, the names of Charle Michael de l'Epee and amuel Heinicke will ever be held in gratefu l remembrance. 
 
 The method employed by De l'Epee was based on "the lan g uage naturnl to the deaf-mute himself-that of pantomime"-and the good Abbe believed that" this, corrected, en larged and perfected by a sk illful band, would prove adeq uate to interpret written words, and to exp ress eYery bade of thought." De l'Epee taught speech to some of bis pupils, .but as he made great u e of signs and finger spelling, his way of teaching the deaf has very properly been termed the manual method. 
Heinicke started out with the preposterous and long sin ce abandoned claim that "jn mental development the defect of hearing cann ot be npplied by the medium of vision, and that abstract ideas cannot be infused into the ininds of the deaf and dumb by any prncess of writing or with the assistance of methodical sig ns." He undertook to teach all hi pupils to speak, and to gather the meaning of the speech of others by ob erv ing closely the movements of their lips; an operation, by the way, the partial success of which at once refuted the first claim just quoted. H einicke made s mall use of ge tures and non e of the manual alphabet. His mode of ed ucating the deaf has therefore been correctly termed th e oral met.hod. 
A long, earnest, and sometimes acrimonious controversy wa  carried on by these two good men a to the relative merits of theit respective methods. Heinicke so persistently decried the method of De l'Epee that in 1782, after twentyseven years of pedagogic warfare, the matters in dispute were submitted to the Academy of Ziirich, a body of learned men scarcely in ferior to .the French Academy, which gave its decided approval of the methods fo ll owed by De l'Epee, accotding high praise to the language of signs he bad developed, a one which bad reached " the opulence of a copio n poli bed tongue.'' 
But this decision did not terminate the controversy between manuali m and orali m, and it is only within the

tLat the be t education of the deaf could be ecured, not by the exclu iYe practice of aDy one ' method, but by a judicious combination of all. 
For fifty year followiDg the e tabli hment of the first chool in thi country at Hartford, Conn., in 1 17, the manual method had almost exclusive sway in the school for the deaf in the oited tate, although in eYeral, notably the parent school, in truction in peech wa afforded io a lim ited number of pupils. During thi half-century the schools of the United tate, though they taught few of their pupils to peak, gave them the essentials of a practical education, and sent them out into the world fittP.d to be happy, upright, intelligent, and elf- upporting citizens. o much cannot be said of chool for the deaf in any country where the methoJ of pure oral ism ha had undisputed way. 
In 1867 two schools were establi hed on the German or oral method, one at Northampton, 1ass., the other in ew York city. There were then about twenty-five schools in the country, in which there were nearly 3,000 pupil . In 1868 a conference of principals met at Wa hington, D . C., and wa attended by seventeen heads of school , including the mo t prominent and experienced. These men were all upporters uf the manual method, and yet they were -so open to conviction a to the value of oral teaching that after careful con ideration of the representations of several member of the conference who bad made exhausti,e examinations of the oral method a practiced in Europe and in the new chool in thi country, they unanimously adopted re olutions denlariug it the duty of all institution for the

educatio n of the deaf and dumb to provide adequate meau for imparting instruction in articulation and lip-reading to such of their pupils as might be able to engage with profit in exercises of this nature. 
The result was the general and peedyadoption of speechteaching in the established institutions, and a system of education in which the two methods so long contend ing against each other might be hllrmoniously combin ed came into vogue. 
Iu 189-1 there were 88 schoo ls in the United States and Canada, with an attendance of 9,534 pupils, of wh ich only three, with 23 pupils, were conducted on the manual method, aud 18 only, with 820 pupil , confined themselves 
to the ora l method. In all the others, containin g 8,691 
pupils, a combination of methods exists, and of the pupils in these schools 4,090, 01 nearly one-half, are taught speech. 
The great body of intelligent instructor to whom the education of these 8,691 ch ildren is comm itted are agreed that no error could be greater than to expect all deaf children to succeed in learn in g to speak. The supporter  of pure oralism, from the day of Heinicke to the present time, have hugged this delusion to their hearts; and, a. a consequence, the educat ion of hundreds and thousands of deaf ch ildren in Germany, France, and Italy, who have been cruell y stretched on the procru tean bed of a single method, has been more or less of a failure. 
The attitude taken within the last few years by educated deaf-mutes in thi country, as well as in Germany, France, and Great Britain, in regard to the matter of methods is most sign ificant. In the summer of 1893, among the many importaut world's cougresse held at Chicago, was one of educated deaf-mutes from many countries. Many of the delegates had been educated in oral schools, others in manual schoo ls, and still others in combined -system

chool . Towards the clo e of the congre a re olution wa adopted enthu ia tically, and witho,ut a di enting vote, declaring that "the combined y tern, giving equal recognition to the manual and oral methods, is the only system of in -!;rnction that meets all condit ions 'and purpo e. ," and recommending it_ adoption by all cho~ls for the deaf wh ere il i. not yet in use. 
An indor ement of the combined y tern, coupled with the co ndemnation of school that follow but a ingle meth od, ha come within the pa t yeat from another source. The chool Board of Por laud, M e., nuder who e direction a con iderable chool for deaf children ha been carried on for ixteen year , came to question the succe of the oral method whi ch had prevaile<l in the choo l in ce its estab li. brueut, and a committee, including the uperinteudent of public chools, a promin ent editor, and other me n of high tanding and intelligence, wa appointed to vi it the chool of N"ortbampton, Ma:., and Hartford, Conn., where the different method of educatin g thf' deaf might be ob ervecl und er the mo t favorable condition , the former being one o f the olde t oral chool in th e country, while the latter tand ~a ily among the mo t ucce ful of the combin ed , y tem chools. After very careful examination of the e sc hools, the comm ittee made a report, urging that broader and more flexible method hould be employed, and recommending the u e of the combined y tern.

pea1s further that deaf children who have the natural ability to acquire speech, which is a power in them akin to the musical or arti tic facult,y iu normal children, will do so under proper in truction, even while they are allowed a rea~onable free u e of what is indisputably, to them, a more natural and satisfactory mean of commrrnicatiug thought than speech. But what i of even more con equence than this, experience ha fully proved that the language of gc ture furnish a means of ea y and ea rly communication with deaf children, and is at all stages of their education a sourre of mental , timulus and satisfaction, of which nothing can fully take the place. 
The radical change which has . ince taken place in the Portland sc hool uggests the very erious que tion whether the continuance ot Qchool conducted on th e purely oral method ought to be encouraged. It is notjn this country alone that action looking in this direction La been taken. In many of the citie and large towns of Germany, a ociation of ed ucated deaf-mute exist, whose object i to improve the condition of their cla . All have been educated under the oral method, for no other is followed in Germany. A new school for the deaf was e tablished la t ummer in Pre. ton, England, whose managers were led by the weight of the ev idence g iveu by an Ame rican witness before th e com mi sion to decide in favor of the American co mbin ed y. tem, alth ough they bad been offered con idernble um o.f money fo r the cbool a inducements to adopt the pure oral method exclu ive ly. A rece nt letter from its head master report that the forty-four pupils have b<3en divid ed into four classes, one manual and th ree oral ; that very g ratifying re ult. in peech have been attained, but that " in written lan g uage the pupil of the manually taught .c)a s made durin g the first term at least 30 per cent. better progre s than the oral pupil ." 
Io no couDtry of th e world i the general primary educa tion of the deaf o fully prov ided for as in th e Unite<l State . Every deaf ch ild eek in g an education can obtain it, even though he be peunnile . And this primary edu. -cation includes not only what i  usually taught to normal children in the public chool , but in most place , an 111du trial training which give th e r ecipient the mean of ,ea rning a livelihood on leaving chool. 
Beyond this to the deaf of the U nited State , a to th o e of no other co un tr~, th e doors of a co llege are open, in which those who ha\'e the abi lity to grasp it can pur ue a

co ur -e of advanced study, whi ch includes somethin g of th e cla ica l languages, a fair introducti on into French and German, much of the natural, politiual, and iuteller.tual . cien ce and mathematic, with hi tory and literature according to the taste and inclu try of the student.

After leavin g schoo l and co ll ege, the deaf of this cou ntry have, in com mon with tho e o f other lauds, the grnat com fo rt and blessing of reli g ious se rvice, co nducted by competent clergym en and leaders in their own expressive lang uage. And it is worthy of remark, in balan cing th e adva ntages of th e method s al lud ed to in thi article, - that very few of the orall y taug ht deaf can fo ll ow, un der. ta ndingly, the utterances of au ord in ary public peaker -eve n th oug h th ey sit very near him. The claim, often made, that many can do this, is with out foundation. It has been show n that the so -ca ll ed " new method " of teachin o- the deaf to speak is not new at al l. If any mode o t edu catin g the deaf is to be r egarded as "new," it is the comb ined . ystem, under whi ch t he schoo ls of America ha ve co me to enjoy the dese rved distinction of bein g rega rd ed as the best in the wo rld . Aud if the fr iends of the dea f iu the Un ited States would do the greatest possibl e good to those in whom they take an interest, they will earnestly seco nd the demand of the educated deaf them selves, in thi s country and in Europe, t hat the combin ed system shall be in troduce<l into all schoo ls fo r the deaf where it is not ye t em ploye<l."

DEAR IR :-My report for the yea r ending September 
 
30, 1R86, will bow quite an increase in the number of 
 
ca e of icknes in t he chool over any year during my 
 
term of ervice. It is very gratifying to me, boweYer, to 
 
be able to repo rt no death during that year. By refer- 
 
ence to tabulated statement below, yo u will notice one case 
 
of ery ipela-. Thi ca e wa the most stubborn of its 
 
kind I've ever had to treat, and but for the unremitting 
 
care and attention of the nuraes would certain ly have tern1- 
 
inated fatally. W e have bad only one fracture during the 
 
year and that one of radius. In thi ca e the recovery and 
 
repair bas been complete. During the year we had a 
 
. courge of mea le, having twenty-six case. among th e 
 
boy and twenty-se ven cases among the g irl s, making in 
 
all fifty-three ca e-, all of' whom made good recoveries. 
 
The admirable manner in which the As i taut Matron 
 
managed aud our ed the e ca e cel'tainly de ene~ especial 
 
me ntion here, as the perfect recovery of all the cases will 
 
s how.

GEORGIA SCHOOL FOR THE DEAF. 
CAVE SPRING, GA. 
 
As its name implies, this i8 strictly a school for the edu- 
 
,cation ofdeaf persons, and in no sense an asylum, a many are 
 
pleased to term it; neither i it a charitable institution, any 
 
more than the colleges at Athens and at Dablonega, the 
 
School of T echnology, and the Girls' Industrial School are 
 
charitable institution ; a public school, pure and simple, 
 
and was established for the benefit of such persons a are too 
 
deaf to be instructed by the methods used iu the other public 
 
.schools of the State, whether they are posses ed of speech 
 
left them after becoming deaf or not. It is loca ted in Cave 
 
Spring, Floyd county, on the line of the Alabama division 
 
 
 
of the Southern Railway, and is easily acces. ibl e from all pa1ts of the State. From Atlanta partie. can take their 
 
choice of either of the two routes, viz. : by the Western 
 
and Atlantic Raikoad to Rome, or by the Southern Rail- 
 
way to Rome, and thence to Cave Spring, fiftee n miles, by 
 
the Alabama division, Southern Railway. 
 
The chool comprise two departments, one for white and 
 
the other for the colored deaf. The e departments are sit- 
 
uated about three hundred yards from each other, and while 
 
under the same superintendence, are se parate and distinct 
 
in all OTHER respects. 
 
As fa1 a their individual capac:ity will admit, the pupiL 
 
are tangh the use of th e English lang uage, which is the 
 
primary object of their education. Besides this th ey are 
 
taught arithmetic, geography, grammar, history, philosophy, 
 
penmanship, etc. On Sunday a lecture is deliYered to them 
 
-0n Scripture in the sign language, aud they are required to 
 
recite from the International Scho0l Les on . 
 
In the Mechanical Department the boys are taught shoe- 
 
making, and the girls sewing of variou kind!:i, and the 
 
-cutting and fitting of garments.

TERMS OF ADMISSION. 
All deaf perso n of the State who are over eight and unoet twenty-seven years of age, mentally and pby ically in a -co ndition to receive instruction profitably, and free from any immoral conduct or contagious disease, are entitled to ,all the benefits of the school,- free of charge,-absolutely no fee. of any kind being requfred,-for a term of e, en years. Parent or guardians are expected to furni sh sati factory evi- 
dence of the above facts. In ca e of inability to clothe the 
applicant, a certificate of the fact mu t be prese nted, signed by the ordinary of the county, with hi eal of office attached, when the clothing will be furni bed at the expen e of the 
tate. All pupil are furnished hoe from the hop free of -cos t. 
A uniform of neat and ub tantial material ha been .adopted by the Board of Trustees for both boy aud girls, and every pupil mu t co nform to the regulati on in tbi re- 
pect. In ca es where parents prefer to make the outer garment at home they mu t conform, in .~tyle of make-up, trictly to that adopted by the board, or el e the garment wi ll be returned or altered to corre pond, as they may elect; no deviation can be allowed. The children of tho e who furnish clothing will be supplied here at actual cost, if it i so de. ired, and bill will be ent the fir t of ,January and July, .and if not paid promptly, will be placed in the band of an officer for collection. 
Each child, upon its adrni ion, if pos ible, must co me -supplied with, and keep on band at all times, the number of garments of all kind contained in the li t herewith furni bed-no more nor no les -with the name di tinctly 11.Uarked in indellible ink on each piece.

All who are admitted compose one family in each of the

health , manner::;, and morals of the pupils. 
 
E,ery pupil in the chool is taught ome u eful employ- 
 
meut; hence all are required to labor a certain portion ot 
 
the time. 
 
Tb cbolastic year begins the . econd Wednesday in ep- 
 
tember, and continu es to the third 'Wedne day in June, 
 
\\'hen there will be a public examination of the pupils, con- 
 
dncted by the Principal. 
 
The opening of the term i the proper time for the ad- 
 
mis. ion of pupil , an l punctuality i necessarily required, 
 
a new cla se are formed and the old ones reorganized at 
 
tbi period. Every pupil should co me promptly the fi1 t 
 
clay of the term, and remain until the close. Any pupil 
 
once admitted, who fail to return by the fifteenth of ep- 
 
tember, mu t lose the time from bi choo l term of even 
 
years. As the tate ha provided the . chool free of cost to 
 
the pupil, it is requiring very little of him to insist on hig 
 
prompt attendence at the opening of the term. 
 
Except in ca es of ab olute nece ity no pupil is allowed 
 
to leave during the term; and parents or friend will plea e 
 
not a k it. L All the pupils hould go home in vacation. None will 
 
be kept at the school except in ca es of neces ity, unle they 
 
are employed to work in the bop or elsewhere about the 
 
premise .
