P I List of Textbook Distribution Centers ......................................................................................................................................... TD 1 vi THE GEORGIA TEXTBOOK LIST 1992 The 1992 Georgia Textbook List includes a complete list of textbooks adopted by the Georgia Board of Education and approved for purchase with state funds. This list has been prepared for local systems and has been arranged by subject heading (see Table of Contents). Each year the Georgia General Assembly appropriates and the Georgia Department of Education distnbutes funds to local school systems to be used for the purchase of textbooks. State textbook funds may be used to purchase the following: textbooks listed in this catalog. textbooks for special education students to support these students' individualized education program (IEP). textbooks for advanced placement courses. textbooks for state funded courses for which no books have been state adopted. textbooks on the previous state textbook list if the Georgia State Board of Education has authorized the readoption of the textbook for a period not to exceed five years and if the local system has submitted to the department written notification of the readoption by the local board of education. textbooks for use in Georgia Department of Education approved distance learning courses. To order titles in The 1992 Georgia Textbook List, either the State Textbook Order Form or a form containing all the information on the state order form must be used. Copies of the state order form may be obtained from the Textbook Section, Georgia Department of Education, 2054 Twin Towers East, Atlanta 30334-5040. For further information about the state order form and ordering procedures, see pages ix-x. Questions concerning the Georgia Textbook Program should be addressed to the Textbook Section, Georgia Department of Education, 2054 Twin Towers East, Atlanta30334-5040, (404)651-9406; FAX(404) 651-9330. THE STATE TEXTBOOK ADOPTION CYCLE Each year, one or more subjects is considered for adoption. The projected schedule of state adoptions in Georgia is shown below: 1991 - Social studies 1992- Computer sciences, mathematics, vocational education 1993- Foreign languages, health, humanities, physical education, safety education, science, visual and performing arts 1994 - English language arts 1995- Reading 1996- Social studies Each state adoption becomes effective on January 1 of the following year. For example, the social studies adoption became effective on January 1, 1992. Georgia state law requires that each Georgia school system "shall implement textbook adoptions from textbook listings prescnbed by the state board...within 18 months of the time said textbook listings are provided by the state board." THE GEORGIA STATE TEXTBOOK PROGRAM Georgia's Legislative Provision of 1937, known as the Free Textbook Law, directed the Georgia Board of Education to provide textbooks for use in the elementary and high schools and to make them available to children without cost. Georgia Code provides for a system of free textbooks to be established. "The Georgia Board of Education is authorized to prescnbe, by regulation, the textbooks to be used in the various grades in the public schools of this state, including the elementary grades and high school grades. The state board may provide, by regulation, for multiple listings of books for use in the various grades and may, in its discretion, authorize the county school superintendents or the superintendents of independent school systems to exercise a choice between books so listed or adopted for any particular grade." (20-2-1010) vu In order that the instructional materials used as basal texts be of the highest quality, the state board of education has established procedures for evaluating and adopting textbooks in state-funded courses. , Each year publishers of record are given notice of courses and grade levels for which textbooks will be adopted. The notice includes dates for the adoption cycle and other directives regarding information to be submitted. Interested publishers are provided complete adoption information from the textbook section including requirements for submitting bids, forms to be completed, regulations and schedule. Early each year the state board of education appoints a committee to serve in an advisory capacity to coordinate the evaluation of texts submitted for adoption in specified subject areas and to make recommendations to the board for texts to be adopted. The Textbook Advisory Committee consists of professional educators and lay members, appointed from each congressional district and to represent the state at large. During the summer, the state textbook advisory committee coordinates evaluations of all titles submitted by publishers. The committee then meets in September to hear public testimony regarding the submitted titles and to recommend to the state board those titles found to be of high quality and desirable for use in the public schools of Georgia. There are no numerical restrictions regarding the number of titles to be recommended for adoption. The determining factor governing recommendation is instructional quality. The list of textbooks recommended for adoption is submitted to the state board of education normally at its November meeting. Titles accepted and approved by the board are considered adopted and can be purchased with state funds. EXPENDITURE OF STATE FUNDS FOR TEXTBOOKS State funds for local textbook expenditures are alloted to local systems as part of Direct Instructional Operational Costs. Along with Textbooks, the other areas of Direct Instructional Operational Costs include Consumable Materials, Travel, Equipment, and Media Books/Periodicals. "Except as otherwise provided by law or rule or regulation of the state board, local school systems may decide whether direct instructional funds shall be used for teacher salaries, instructional material or equipment, or any other appropriate direct instructional expense. [Georgia Code 20-2-167(a)(l)] In other words, as long as 90% of the funds alloted for Direct Instructional Operational Costs are expended in the program area for which they were alloted, the funds may be spent for any of the areas within Direct Instructional Operational Costs regardless of the original allotment, based upon the local system's needs and provided that the expenditures are appropriate for the area in which they are spent. For appropriate areas of state fund expenditures for textbooks, see page vii of this book. Expenditures should be reported to the state in the specific area of direct instructional funds in which they were expended, not in the area in which they were alloted. For example, if the funds were alloted in the area of Consumable Materials and expended in the area of Textbooks, the expenditure should be reported as a Textbook expenditure even if the total Textbook expense exceeds the original Textbook allotment. This accurate reporting of information is essential for projecting future needs for state textbook funding. Supplementary/ancillary materials for state-adopted textbooks can be purchased with state funds but should be reported back to the state as a Consumable Materials expenditure not as a Textbook expenditure. Materials used as an alternative to a textbook can be purchased with state funds but should be reported back to the state as a Consumable Materials expenditure not as a Textbook expenditure. TEXTBOOK DISPOSAL Local school systems may dispose of textbooks in the manner that best suits their needs as long as the system receives some value for the disposed textbooks. State rule 160-4-4-.10, TEXTBOOK SELECTION AND ADOPTION, requires that each system identify its methods of textbook disposal as part of its local adoption plan. It is recommended that if used textbooks are to be sold that the local system use a competitive bid process in order to get the best price. It is also recommended that local systems consult with publishers before disposing of textbooks purchased at an exchange price. viii DIRECTIONS FOR COMPLETING STATE TEXTBOOK ORDER FORM NOTE: All information on the order form must be completed. If a local system designs its own form, it must include all information from this form on its form. 1. PURCHASE ORDER NUMBER: Each order from a publisher must be assigned a purchase order number. If your order is on several pages, only one number may be assigned. This number will be used to track your order in case of problems. Enter the number on this form even if you attach a purchase order form to the textbook order form. 2 PUBLISHER: List the name of the publisher whose texts are being ordered. The name can be found in the textbook list above the name of the text. Do not combine orders for more than one publisher on the same order form. 3. SCHOOL SYSTEM: Your system's name. 4. SYSTEM CODE NUMBER: The unique three digit number assigned to each school system by the Georgia Department of Education. 5. PROGRAM ACCOUNT NUMBER: This number is determined by the FTE program area for which the texts are being ordered. These numbers are as follows: Kindergarten: 1011; Grades 1-3: 1021; Grades 4-5: 1051; Grades 6-8: 1031; Grades 9-12: 1041; Mild Resources- Spec. Ed.: 2021; Moderate Resources- Spec. Ed.: 2031; Moderate Self-ContainedSpec. Ed.: 2041; Severe Self-Contained: 2051; Gifted: 2111; Sec. Voc. Lab.: 3011; Sec. Gen. Lab.: 1111; Remedial Ed.: 2211 If orders for more than one FTE program area are combined on the same order form, enter'' See Below" in this space. In the area of the form where the titles being ordered are listed, group the titles by FTE program areas and separate each group with the statement "The following titles are being ordered for program account number _ _ with the appropriate account number in the blank. 6. DATE: The date on which the order is sent to the publisher. 7. DELNER TO: The location to which the texts on this order should be sent. Having all books shipped to a central location within your system will keep shipping costs lower than having them shipped to several locations. 8. Bll.L TO: The name and address to which the invoice should be sent. 9. FOR SCHOOL: If the books are being sent to central location in your system, you can list the school for which these titles are being onlered here. 10. AUTHORIZED SIGNATURE: The signature of a person in your system authorized to approve textbook orders. 11. ORDERED TEXTBOOK INFORMATION: Copy this information directly from the current state textbook list. It is essential that the ISBN number be accurate. If it is not accurate, the computer system will not accept the order or you may receive the wrong book. All free teacher editions and complimentary ancillary materials can be listed in this area also if that is the publisher's preference. Please see page ix-x for further information regarding this procedure. In any case, do not list teacher editions and ancillary materials for which you are paying. WHERE TO SEND ORDERS DO NOT SEND ORDERS TO THE STATE TEXTBOOK OFFICE. All onlers sent to the state textbook office will be returned. A copy of the system onler is sent to the state department of education by the distributor after the order has been processed. If textbooks are being ordered from this list, send three copies of each order form to the distnbution center of the publisher whose name is listed at the top of the form. These distnbution centers are listed beginning on page TD 1 of this book. If - the teacher editions or complimentary materials that accompany the books on the state list or - textbooks that meet one of the exceptions given on page vii are being ordered, identify from the publisher representative ix bow and from what address these materials should be ordered. Some publishers prefer that these materials be ordered on the state textbook order form and from the Georgia distributor; other publishers prefer that these materials be ordered on a separate form and from the publisher's central distnbution point. WHEN TO SEND ORDERS As soon as the orders are completed. The earlier that distributors get the orders, the easier it is for them to stock sufficient quantities of the titles to assure that the books will be received when needed. H the books are not needed until a certain date, indicate that date on the order form. H a system does not wish to be billed until after July 1, date the order "July 1" and indicate on the order form that billing should occur after July 1. HOW TO SEND ORDERS Send all orders in triplicate to the appropriate distnbutor and make sure that all three copies of the same order are stapled together. H a system field purchase order is being sent along with the state order form, staple the field purchse order to the original of the state order form not to one of the copies.
