Berkley Ruiz, Barrow County Schools Winder 30680 iii THE GEORGIA TEXTBOOK LIST 1987 State financing of textbook purchases began before the free textbook bill was presented to the Georgia Legislature. The Legislative Provision of 1937, known as the Free Textbook Law, directed the Georgia Board of Education to provide textbooks for use in the elementary and high schools and to make them available to children without cost. Georgia Code provides for a system of free textbooks to be established. "The Georgia Board of Education is authorized to prescribe, by regulation, the textbooks to be used in the various grades in the public schools of this state, including the elementary grades and high school grades. The state board may provide, by regulation, for multiple listings of books for use in the various grades and may, in its discretion, authorize the county school superintendents or the superintendents of independent school systems to exercise a choice between books so listed or adopted for any particular grade." (20-2-1010) Georgia's Quality Basic Education Act stipulates that "local units of administration shall implement textbook adoptions from textbook listings prescribed by the state board pursuant to Article 19 of this chapter within 18 months of the time said textbook listings are provided by the state board" (20-2-168) The Georgia Textbook List includes a complete list of textbooks adopted by the Georgia Board of Education and approved for purchase with state funds. This list has been prepared for local systems and has been arranged alphabetically by publisher under subject heading. (See Table of Contents.) In order that the instructional materials used as basal texts be of the highest quality, the state board of education, through the Georgia Department of Education has established procedures for evaluating and adopting textbooks in approved subjects. Outline of Procedure for Adopting Textbooks Each year in February publishers of record are given notice of subject and grade levels for which textbooks will be adopted. The notice includes tentative dates for the adoption cycle (i.e., hearings, sample deliveries, etc.) and other directives regarding bids to be submitted. Interested publishers are provided complete bid information from the textbook section about requirements for submitting bids, forms to be completed, regulations and schedule. At its regular February meeting the state board of education appoints a committee to serve in an advisory capacity for one year. The Textbook Advisory Committee consists of 17 professional educators and six lay members; two members from each congressional district and three members representing the state at large. The Textbook Advisory Committee reviews all titles submitted by publishers and recommends to the state board those titles found to be of high quality and desirable for use in the public schools of Georgia. There are no numerical restrictions regarding the number of titles to be recommended for adoption. The determining factor governing recommendation is instructional quality. The list of textbooks recommended for adoption is submitted to the state board of education at its regular October meeting. The recommendations are placed on the table for study and are acted upon at the November meeting. Options open to the board include: (1) accepting the recommendations as presented; (2) rejecting the recom- IV mendations of the committee; or (3) and (4) adding to or deleting from those recommendations. Titles accepted and approved by the board are considered adopted and may be purchased with state funds. School administrators are urged to develop a textbook adoption system involving teachers, parents and others to ensure a careful study of the available textbooks before making a selection for individual schools. Materials of various levels within the same subject field and grade have been adopted by the state to provide flexibility and greater enrichment of the curriculum. Georgia's Quality Basic Education Act (20-2-168) mandates the implementation of a textbook adoption process within 18 months of the effective date of the state adoption contract. It is recommended that systems complete local adoptions and reports within 12 months in order that textbooks can be ordered, received and placed in the schools during the remaining six months. Adoption Cycle Each year, one or more subject(s) is considered for adoption. All contracts for books are made for a period of five years, with the state board of education having an option of extending the contracts for as many as two additional years. The schedule of state adoptions in Georgia is shown below. 1988 - Fine arts, foreign languages, science, health, physical education 1989 - English, spelling, handwriting, dictionaires, literature and humanities 1990- Reading 1991- Social studies 1992- Mathematics, business education, consumer education, industrial arts and other vocational subjects Each year the Georgia General Assembly appropriates and the Georgia Department of Education distributes funds to local school systems to be budgeted for the purchase of textbooks. Textbook requirements in 20-2-168 are funded in the Direct Instructional Costs category of system allotments. Texts, the basic unit of instruction in a course of study, approved for purchase with state funds are listed in this catalog. Georgia public schools may, however, order textbooks herein listed at state contract prices using state, local or federal funds. Textbook Contract/Agreement The Georgia Board of Education negotiates with publishers for textbooks to be offered to public schools in Georgia at the lowest possible price. The price is fixed for a period of five years. The exchange price listed in this catalog is a part of that agreement. Textbooks purchased under the protection and advantages of the state contract are approved for use in the system purchasing them and are not to be resold or otherwise disposed of except as specified below. v School systems ordering textbooks at the exchange price (lowest price listed) agree to exchange one condemned or surplus book for each book so ordered. Books not claimed by the publisher from whom the new books are purchased are to be disposed of in a manner that will prevent further use of such exchanged books as textbooks. Paper recycling is a recommended method of disposing of exchanged books. Some other suggested methods that might be considered are use by students and teachers as bulletin board material, use as supplementary classroom reference material or destruction. Although exchanged books become the property of the publisher, any funds collected by the school system as a result of paper recycling may be used to compensate the system for disposing of such books. Surplus books under this provision are NOT to be sold for any purpose other than paper recycling. A clear audit trail should be maintained covering purchases and the disposition of condemned or surplused textbooks. To Order Textbooks Determine that sufficient state and local funds are available to cover the order. School systems assume financial responsibility for all orders. To ensure availability and prompt delivery of textbooks, the local procedure should provide for timely adoption, public announcement and placement of orders. Place orders early. Orders placed after July 1 may not be delivered before school opens in the fall. Order only titles contained in The Georgia Textbook List. Use only the official State Textbook Order Form. An adequate supply may be obtained from the textbook section of the Georgia Department of Education; see address below. If order forms are reproduced, they must be exact copies of the order form supplied by the state. Publishers submitting materials to be listed in The Georgia Textbook List agree to furnish local systems one free teacher's edition per teacher using classroom quantities of the pupil's edition. Teacher's editions so furnished become the property of the school system and should be inventoried in the same manner as the pupil's books. Free teacher's editions must be requested on the form submitted for student tests. List only one publisher on an order form. More than one subject may be listed on an order form, providing it is for the same publisher. Please consolidate system orders and avoid sending several pages with only one book request on each. (See sample order form.) All orders must be typed. Fill in all information. Give ISBN number, correct and complete title, copyright date, grade level, exchange price and extension. All orders must be signed by the local superintendent. Type four copies of each order; send the original and two copies to the state textbook office. An approved copy will be returned to the local superintendent and a copy mailed to the publisher. Provide a complete shipping address. Do not have a shipment made to a school which will be closed in the summer months; instead indicate a central shipping point which will be open during the summer months. A central shipping point will ensure accurate and timely deliveries of textbooks. All orders must be processed by the textbook section before shipping. vi Confirmation Orders Are Not Approved. Reference to any shortage or return should be made within a 10-day period after receiving books. Please have ready your approved copy of the order and the invoice or packing slip from the company when calling about shortages or returns. You will find a state order number in the top righthand corner of the order. We must have this information to complete your requests. New books to be returned to publishers must be sent to the publisher at your expense. You should secure prior approval from publishers before returns are shipped. Do Not Return Any Books To The State Textbook Office. Please indicate your preference of a freight line for shipment. Upon delivery of textbooks, please check the following. 1. Unless otherwise specified, all prices on orders and invoices should be exchange prices. 2. Shipping Costs Shown on the Invoice Should Not Exceed Actual Costs on the Bill of Lading from the Freight Company. Overbilling Should be Reported to the Georgia Department of Education, Textbook Office. 3. All textbooks are shipped from Atlanta unless otherwise approved. Check that the point of origin on the freight company's bill of lading indicates that orders were shipped accordingly. Questions conceming the Georgia Free Textbook Program should be addressed to Textbook Administrator, Georgia Department ofEducation, 1652 Twin Towers East, Atlanta, Georgia 30334-5040, (404) 656-2404. vii GEORG I A 0 EPA RTM ENT 0 F EDUC ATIOr,:N==;;:;;;;=;:;;n:;;;;:::;;:;;:=;;m:::;====;-t 'UK ,1!\lt.
