To make every school in Morgan County as good as the best school in Morgan County. (To do this will necessitate the sacrificing of rnany individual preferences and prejudices, but it's worth while.) RECOMMENDATIONS. 1. A consolidation of some of the small one-teacher schools where located too close together. (The law contemplates four miles as a minimum, and efficiency demands as much. A three-teacher school can ordinarily render three times as good service to each pupil as a oneteacher school.) 2. A more liberal maintenance to support a longer school year. (The children of the rural districts deserve i t and the taxable property of the county can well afford it. People are more important than property.) 3. More attention to the organization and direction of Boys' Corn Clubs and Girls' Canning Clubs in co-operation with the Department of Agriculture. ( I t will pay to keep in close and active touch with these practical educational movements of the National Government.) The chi11 has also generally entertained the teachers at 11mcheon and in other ways on the days of their r ~ g n l a r monthly teachers' meetings. The citizens enter heartily into these attentions t o the rnral scllool teachers of their couuty. J Morgan County. Morgan was anlong the earliest counties to adopt countywide local taxation; and the entire county, excepting only the lnunicipality of Madison, has for 6 years been operated under this system. This includes several small towns and villages with good high schools. Compare the progress attained and the rate of the local t a x levy (two mills) ~ilithother counties where the district system prevails. County-wide local taxation means not only a more liberal financial inaintenance, but also a stronger central unit of a d n ~ i n istration. The degree of school improvement attained here was possible only under these conditions, and shoulcl be sufl'icient proof to commend the plan to other counties. Beginning the survey of the public schools of Morgan County the second week in N a y I had only two weeks before their closing dates. Such limitation prevented the possibility of any very thorough inspection of the work being done in the schools. This survey, therefore, has to do mainly with the physical conditions of the schools and some other features the investigations of which did not necessarily depend upon the schools being in session. The ending of the scliool year, however, did make it possible t o incorporate in this report the number of days that each pupil attended during the whole school year, to which I particularly invite the close attention of the patrons concerned. Physical Conditions. The photographs given herein do not fully portray the physical efficiency attained a t these schools, as at some of thein many things had been accomplished that no picture could fully show, while at all of them the greatest improvements were to be seen on the inside. Even where they are still occupying old and unsuitable buildings their interiors have been made sanitary, colnfortable, and beautiful in every instance. Indeed, some of the oldest and most unsuitable buildings, which are being used only until better ones can be built, have been so transformed inside as to afford a most pleasant surprise to any casual visitor. As for instance in the case of the Walker School, where temporarily a tenant house in a field is being used, we found the windows carefully screened and tastefully curtained; the floors well oiled; the wall well ceiled and hung with intelligently selected frarnecl pictures and school decorations, such as pennants, flags, etc.; single desks of suitable sizes and properly spaced; globes, maps, charts, etc.; and a mell cared for school garden of sinall dimensions in the yard. Neither can any picture show all of the beauties of the mellplanned school gardens, yards, play grounds, sanitary toilets, and other improvements accomplished a t nearly all of the schools of the county, or the manner in which both grounds and buildings are kept. I n the proportionately large number of school buildings that will measure up to best ideals in school architecture ; in the sanitary, comfortable, and attractive manner in which all of the grounds and buildings appear to be constantly kept; in the number and sanitary condition of school toilets; in the matter of school equipment, and in the number and character of school gardens, Morgan County stands in the very forefront. I n these important respects I have not yet seen any county that quite equals it. A Model Country School. Probably the one school in the county that has accornplished the most in all of these respects, and is, therefore, serving its corllmunity best, is the Bethany School. W e do not think it a n exaggeration to say that a visit to this remarkable rural school plant would be worth as rnlxch t o the average r u r a l school teacher a s a n attendance upon a short session a t any goocl Normal School. Any fair report t h a t I can write of this and several other schools of the county will seem exaggerations t o the reader who has not seen them. There are, doubtless, as satisfactory conditions to be found a t inany other rural schools in Georgia, but probably not so many of them in a n y other one county. Supervision and Administration. The teachers, pupils, and patrons deserve much of the credit for these gratifying conditions, but such uniformly good conditions could not have prevailed throughout the county without strong and intelligent administration. Without a doubt great credit should be accorded t o Superintendent E. S. Bird and Supervisor C. S. Parrish. 130th superintendent and supervisor have worked constantly, persistently and intelligently with teachers and patrons for definite ends, and have accomplished them. The supervisor has in this county attempted far more than the regular nloiithly institute work with the teachers, for she has also visited all of the schools of the county with the superintendent, inspecting a n d directing the work throughout the county. The superintendent has kept u p a constant visitation to his schools, devoting his entire time and energies to their interests. Teachers, pupils, and patrons have generally responded heartily to such active interests in their respective schools, a n d have given proof of their appreciation by their active co-operation. A Commendable Spirit. There is noticeable throughout the couilty a spirit of loyalty and school pride that is most helpful to the cause; and in eacli respective community proportional to the degree of eff'iciency attained in the school plant. This would seem to be both a cause and a result, and certainly most gratifying. This shows up strongest among the pupils, and is promoting their proper education. The beginning of progressive movements for the public schools of Morgan County probably dates back to 1909 when the county voted "For Local Taxation7'for the support of her schools. A year previous to this the county voted "Against Local Taxation," but upon the second election, like a number of other counties in the State, the measure carried by a safe majority. The school tax rate has never been above two mills (the present rate levied), and often lower. The county received last year from the State $17,469.87, and the local t a x levy added to this, $6,810.63, making a total school fund of $24,280.50. This has enabled the Board of Education generally t o pay off the teachers promptly, and hence to secure good teachers. The Teachers. With a reasonably liberal maintenance fund secured through county-wide local taxation, and with a reasonably short school year, the Board of Education has been enabled to secure good, trained teachers for practically all of their schools. A careful study of the teaching force of the county system shows 50 teachers employed, of whom one holds third grade license, three hold second grade license, and forty-six hold first grade license. Twenty of these teachers have had regular training a t one of the State Normal Schools, while seven others hold A. B. diplomas from standard colleges. Several have had postgraduate courses a t some of the great universities. With only two or three exceptions these teachers have all had two or more y e a r s 7 experience. Standard Schools. I t is worthy of special note that fifteen of the county's schools have been standardized. I n this respect Flxlton County only stands ahead of Morgan. The Braswell Fund. In 1867, under the will of a Mr. Braswell, there was left to the Ordinary of Morgan County a fund of about $5,000.00, increased later by Mrs. Eiolb t o about $8,000.00, to be useti for the education of indigent orphan children of the county. This fund was so wisely invested and managed that it now amounts to about $80,000., notwithstanding that i t is used to supply tuition, books, stationery, etc., for all orphan children of the county. 10 ]-Bethany School, I ! l l o . 2-Eethany School.
