DUCATIONAL SURVEOFY By mkI3& M. L. DUGGAN, RURALSCHOOL AGENT No. 16 GEORGIA. NOTE: An experience with county-wide local school tax is the most effective argument for it. Counties adjacent to local tax counties, seeing its benefits, most readily vote for it. See map. .....G..E..O...R..G..I..A...... W COUNTY-WIDE LOCAL TAX. HART COUNTY PUBLIC SCHOOL SYSTEM. The paramount public school problem confronting H a r t coullty jlxst now is the question of "County-wide local tax" vs. "District local tax." The people of the c o u ~ ~ at yre strongly in favor of better riiral schools, f o r more t h a n follr-fifths of t h e c o m ~ t yhas already lroted hy more t h a n two-thirds majority f o r local school taxation. 13nt this local school t a x is lcried and admiiiistered by the "District Plan," which has proven both expensive and unsatisfactory. There are thirty sc.hool districts in the ronntp, of which t ~ v c n t y - five have voted in favor of the "Dist~.ict local tax." F o u r of these have repealed it, leaving t~vctlly-onedistricts still operating under it with more or less nnsatisfactory results. Thew are as f o l l o ~ ~ s : Distrivts. Rate. Bmomlt. A careful reading of the reports of the schools hcl.ein will shorn: 1st. T h a t t h e r a t e levied in the t\venty-one local t a x districts is generally high, i11 most cases reachil~gthe maximum colistitntioi~al lirnit of five mills. 2nd. That the schoolhonses (with exceptions of some recently built) were very poorly plailned for school purposes, usnaIIy "insufficiently lighted," etc. 3rd. That important and necessary school equipment is gen- 4 erally lacking, often "very poor blackboards, no maps, no charts, lzo globes, no reference dictioilaries, no pictures, no lihrary, or btlle<~helps. " 4th. That the school year is everywhere inadequate, in most illstances ollly twenty weeks, or 100 days. 5th. The absence of organized activities in the schools on ac- couiit of the very short terms. A COUNTY-WIDE PLAN. If the sarne average rate (4.5 mills) t h a t is now levied by twenty- one separate admiuist~~atioi(islocal boards) against more t h a n two- thirds of the property of the couilty was levied by a central admin- istratioil ( t h e Colxiity l h a r d of 14dixcation) against all of t h e prop- erty of thc coullty ($2,201,916.00, exclusire of 13o1~ersville and Hartwell) it would yield f o r the scliools $9,090.86 for the beliefit of ALL the schools of the c o u i ~ t y ,a s against $4,236.01 as no\v col- lected for the bcr~efitof two-thirds of them. Without increasing t21c average rate (loweriiig i t in the majority of cases) tile "comlty-wide plau" would more than double the amount of school funds now received mlder tlie "tlistrict plan" of local taxation. This is a startlilig statement aiicl may need to be verified before becoming credible to rilost citizens, but it is ~zeverthelessa n accurate statement \vllich call be easily verified from the Elart county t a x books. It means t h a t mldcr the "county-wide plan" the Couilty Board of Edncatioii could, ~vitlioatilicreasii~gthe t a x rate, give to the largest local t a x district (Airline) as much of the local t a x money as it now gets, and a t the same tirne give t o every other school dis- trict in the county (includi~igthe nine that now get none) as much as the largest one n o ~ vgets luicler. tlie "district plan." Furthermore, judging frorn expcrieilces ~ l i i d e rthe "comlty-wide plaii" elsewhere i t is safe to coricludc t h a t uiider administration of the Comlty 13oard of Edaeation t h e fnlids would be more economi- cally aiid wisely expcilderl t o ~ v a r d ssec.nr.iirg better planiled school- houses, hetter school equipment, longer terms, and better traincci teacliers, because there ~vonldbe a single administration directly responsible to all the people of the county for better rural schools. Forty-one co~xntit.i~n the State a r e noxv operating their schools under the "connty a i ~ i tplan" of support a n d administration, and none have fo1111dcause f o r dissatisfactioli. W e therefore conficlelitly commend the "coniity-wide piall)' t o the careful consideratioil of the voters and citizeus of H a r t county in the interest of hetter 1-nral schools for the county. 31.
