L. Duggan in the :Following Counties: Baldwin Bryan Bulloch Burke Clarke Columbia Crawford Dodge Effingham Elbert Emanuel Franklin Glascock Greene Hancock Hart Houston .Jackson .Jasper Jefferson .Jenkins .Tohns for the teachers of the public schools, Primary and General Elementary. The Primary license is intended for those teachers dolng the work of the first four classes. There are three grades-1, 2, 3-for those averaging above 90%, 80% and 70%, respectively. The Primary examination is based upon the following subjects: Reading, Writing, Spelling, Arithmetic (to percentage), Language Lessons and Composition, Elementary Geography and the new Manual of Methods. In addition to the questions for the teachers engaged in primary work, applicants for the General Elementary license are required to take an examination upor the following subjects: Arithmetic, Grammar, History CU. S.) and Civics, Geography, Physiology and Agr!. culture. Licenses will be for 1, 2 and 3 years for those whose averages are above 70%, 80% and 90%. Those teachers who attain first grade-either Pri mary or General Elementary-will be permitted to renew their licenses on condition of three years' suc cessful experience in teaching and the completion of the reading course. For 1912 this consists of Seeley's History of Education, Hodge's Nature Study and Life, and the new Manual of Methods. At any time Boards of Education have the right to authorize superintendents to give special examinations in cases of emergency through which' teachers can obtain a temporary license good until the next regular State test. Neither certificates nor diplomas issued in other States, nor are those granted by our own institutions accepted in lieu of examination. This restriction applies to primary and grammar-grade work. The State Board of Education will extend the system of certification to the high schools in 1913. 24
