To His E xcellency ) HON . J OSEPH M. BROWN, Governor: I herewith re spectfully submit a preliminary report of the work of the Department of Commerce and Labor. Th e work of organizing the Department began J anuary 25th. As is well known to you, the rooms assigned to the Department were unfurnished and some time elapsed before anything could be done in the way of securing the furnitur e, st ationery and printing needed. Having no precedent t o follow , th e work of organizing th e Department was necessar ily slow. The first order issued after taking th e oath of offi ce was that of appointing Prof. Joseph T. Derry, Statistician and Historian of th e Department of Agriculture, As sistant Commissioner, and Mr . W alter E. Chris tie, of Dawson, Ga., as' Stenograph er. 'I'he first work, of cour se, was to obtain a cor r ect list of the industries from whi ch information was desir ed. The ordinary of each county was first app ealed to, then th e secr etaries of the chambers of commerce, mayors of certain cities, and editors of various newspapers. In this connection I wish to testify to the promptness in many instances with which the se r eque st s were complied with. A complete census of the manufacturing plants has been made of every county in th e State except about twent y-on e. Nineteen counties r eport no industries 3 whi ch come under th e super vis ion of th e Department, eleven r eport tw o each and six countie s' one eac h. Blanks wer e prepared f or rep ort s t o thi s office of industri es r ecorded in th e- office of the ordinaries of th e vari ous counties ; fo r th e t ax r eceivers to r ep or t timbered lands and secre tur ies of chamber s of commerce and ot hers t o r epo r t industries, water p ower s and timbered land s. The D epa rtm ent is now engaged in making a com plete cens us of mercan tile es tablis hme nts empl oyin g fem ales, in or der to see that th e law r equirin g that seats be furni sh ed them when they are not actively engage d in th eir work is complied with. Of th e 145 m ills r eported in 1909 a s cr us hing seed, 13 cr ushe d less than 1,000 tons of seed duringthe census year; 35 cr ushe d 1,000 but less than 2,000 tons; 55 cr us hed 2,000 but less th an 5,000 t ons; 27 cr ushed 5,000 but less th an 10,000 t ons; 14 cr ushed 10,000, but less th an 20,000 t ons; and 1 cr us hed over ~O,OOO tons'. 20 " '1'he advance of th e industry in economical operation is r eflect ed in th e fa ct that the p ro duc tion of oil fr om th e sa me qua n tity of seed has in crea sed from census to census'. 'I'hirty-nin g a11 0n s of cr ude oil were obt ain ed fr om 1 t on of seed in 1899, wh ereas thi s am ount had risen to 42 ga llons in 1904, and to 44 g allo ns in 1909. In 1899 th e weig h t of meal and cake wa s over three-t enth s of the seed cr ushed ; in 1004 and 1900 it was ab out f our-t en th s of th e weight of th e seed. 'I'ho amou n t of linters in crea sed fr om 24 pounds t o th e t on in 1890 to 3'(j in 1904, and 44 in 1000. Hull s alone show a r elative d ecrea se, falling off fr om nearly five-ten ths of th e t otal weight of th e seed cr us hed in ] 899 t o ab ou t three-t enths in 1900.
