I herewith re spectfully submit a preliminary report of the work of the Department of Commerce and Labor. 
Th e work of organizing the Department began J anuary 25th. As is well known to you, the rooms assigned to the Department were unfurnished and some time elapsed before anything could be done in the way of securing the furnitur e, st ationery and printing needed. Having no precedent t o follow , th e work of organizing th e Department was necessar ily slow. 
The first order issued after taking th e oath of offi ce was that of appointing Prof. Joseph T. Derry, Statistician and Historian of th e Department of Agriculture, As sistant Commissioner, and Mr . W alter E. Chris tie, of Dawson, Ga., as' Stenograph er. 
'I'he first work, of cour se, was to obtain a cor r ect list of the industries from whi ch information was desir ed. The ordinary of each county was first app ealed to, then th e secr etaries of the chambers of commerce, mayors of certain cities, and editors of various newspapers. In this connection I wish to testify to the promptness in many instances with which the se r eque st s were complied with. A complete census of the manufacturing plants has been made of every county in th e State except about twent y-on e. Nineteen counties r eport no industries

Early after a ssuming th e duti es of th e office th e Com missio ne r and hi s a s sistants began th e work of compiling the la bor law s of Georgia.  year s of ag e should be allow ed to appear upon th e sta ge of any motion pi cture show and I str ongly re comme nd that Section 756 of th e P enal Code be am end ed so as to cover motion picture shows, a nd th at the age limit in that section be raised fr om twelve to sixt een yea r s. 
H IG H ER S AL ARY FOn THE S T EN OGRAP H ER. 
'I'h e stenog r apher of the Department mu st of necessity be th e chief clerk as well. The confident ial natur e of th e work ma kes it absolutely necessary that th e st enog r apher should be as nearly as po ssible a permanent fixtur e in th e office. Th e salar y provided in the Act is only $900 per year . Thi s is not suffic ient t o demand th e services permanentl y of a good man. Stenograph er s can be secure d at that price, but th er e would of necessity be f r equent cha nges , and this ought to be avoided if po ssible. I stro ngly urge that the salary be fixed at not less than $1,200 per annum.

MANUF ACTURING IN GE ORGIA. 
'I'he statis tics which follow consist of information collecte d by the Department of Comme rce a nd . Labor since January 25th, to which is added information obtained from th e United States census of 1910, which ha s but r ecently been made public. 
The figures shown wer e compiled and arranged by A ssist ant Commi ssion er Joseph T . Derry. 
Geor gia's total area is 59,265 squa re mil es, of

 which 540 represent the water surface, leaving a total land area of 58,725 square mil es. Although the largest State east of the Mississippi River, it is the twentieth State of the Union in size, and the tenth in point of population. 
Although Georgia ranks as fifth in the Union in the value of its field and orchard products, it was twenty-fourth in 1909 in the value of its manufactures, In 1850 there were in Georgia 1,522 manufa cturing establi shm ents, 3'5 being cotton mills and 3 woolen mills. A few of the cot ton mill s produced woolen fabrics al so. ']'he oth er manufactories consiste d of tho se that turned out such articles as minister to th e needs of every civilized community. ,The total value of the products amounted to $7,082,000. 
By the United States cens us report of 1900 there were 7,504 manufa cturing establis hmen ts in Georgia with a total capital of $89,789 ,656 employing 83,842 per son s and turning out products valued at $106,G54,527. 
Excluding the smaller nei ghborhood and hand industri es th ere wer e 3',015 establi shments having a capita l of $79,303,316, employin g 83,336 wage earner s and manufacturing products valued at $94,532,368. It is with the se 3,015 est ablis h ments' that the compar is on of 1909 (the cens us ye ar ) is made, when Geor gia had 4,792 manufacturing establis hments (exclusive of the sma lle r neighborhood and hand industri es) giving employment to an av erage of 118,036 person s during the year and paying out $43,867,000 in salar ies and wa ges. Of th e per son s employed 104,588 were wag e earners. ']"he products turned out by the se est ablis hments were valued at $202,863,000, to produce whi ch there were used materials costing $116,970,000. Thus th e value add ed by manufactures amounted to $85,893,000, which figlues r epresent the net wealth created by manufacturing operations during the year 1909.
