LAURENS COUNTY BOARD OF EDUCATION EXHIBIT "D" NOTES TO THE GENERAL-PURPOSE FINANCIAL STATEMENTS JUNE 30, 2002 Note I SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES REPORTING ENTITY The Laurens County Board of Education (School D1stnct) was estabhshed under the laws of the State of Georgia and operates under the guidance of a school board elected by the voters and a Supenntendent appomted by the Board The School D1stnct 1s orgaruzed as a separate legal entity and has the power to levy taxes and issue bonds Its budget 1s not subject to approval by any other entity. Accordmgly, the School D1stnct 1s a pnmary government and consists of all the orgaruzat1ons that compose its legal entity FUND ACCOUNTING The School D1stnct uses funds and an account group to report on its financial position and the results of1ts operat10ns Fund accounting 1s designed to demonstrate legal compliance and to rud financial management by segregatmg transact10ns related to certrun governmental functions or activities A fund 1s a separate accountmg entity with a self-balancmg set of accounts.
