Bulloch County / City of Statesboro 2035 Long Range Transportation Plan Technical Memorandum August 2009 APPENDIX A Data Collection Technical Memorandum 171 Bulloch County / City of Statesboro 2035 Long Range Transportation Plan Georgia Department of Transportation Data Collection Report FINAL October 2008 TECHNICAL MEMORANDUM Data Collection The development of the Bulloch County / City of Statesboro 2035 Long Range Transportation Plan includes an in-depth look at existing and future transportation conditions in order to identify and propose potential transportation projects that address current and future transportation needs. This study will evaluate all modes of transportation including roadways, bridges, public transit, bicycle and pedestrian, rail, freight, and connections to aviation. The study team, with assistance from the Georgia Department of Transportation (GDOT) Office of Planning, has worked with various contacts at GDOT, the Coastal Regional Commission of Georgia (CRC), Bulloch County, and the Cities of Statesboro, Brooklet, Portal and Register, and Georgia Southern University to obtain relevant information for use in the development of the existing and future conditions analyses. These data sources include transportation, land use, and socioeconomic data and statistics generated at the federal, state, and local levels, County and local comprehensive plans, existing and future land use plans, and special studies related to transportation and development projects have also been collected. This memorandum provides a summary of the information collected for use in the Bulloch County / City of Statesboro 2035 Long Range Transportation Plan. Land Use, Socioeconomic, Growth and Development Data The Bulloch County / City of Statesboro 2035 Long Range Transportation Plan will factor in goals, objectives, and policies associated with relevant comprehensive plans in order to develop a transportation plan that is consistent with the broader goals and objectives of the county as well as cities and appropriately integrates future growth plans and projections. Information including zoning, local developments, county employment, socioeconomic characteristics, and school related data is also important to understanding county land use and needs related to future growth. A diversity of data sources, ranging from the nation and Georgia down to the Coastal Regional Commission of Georiga (CRC) and the county, is reviewed for information on both existing and future land use and socioeconomic patterns within the county and local jurisdiction. The on-going comprehensive plan for City of Statesboro, the heart of the Bulloch County study area, is also reviewed for this study. Table 1 summarizes the relevant materials related to land use, growth, and development that have been collected for use in the plan's development. This information was obtained from GDOT's Office of Transportation Data (OTD). Bridge sufficient ratings and crash data were also obtained from GDOT for use in the analysis of existing and future deficiencies. Planned and programmed projects currently included in GDOT's State Transportation Improvement Program (STIP), Construction Work Program (CWP) and Long Range Program for Bulloch County were also obtained for analysis. Table 2 summarizes data source related to roadway and bridge information. Tom Couch, Bulloch County Manager, welcomed the group and thanked everyone for coming. He explained the importance of the long range planning effort to the County and City, explaining that the plan would be conducted as an MPO style plan, allowing the community to get a head of the curve with the expectation that the County will be an MPO in the not too distance future. Mr. Couch continued with an overview of the effort, explaining that the plan would be looking at railroads, access to airports, bicycle and pedestrians, and truck routes in addition to roadways. Making a good connection between transportation and land use is also a focal point of the study. He mentioned that the timing of the study is also good, as the County and City are both currently updating their Comprehensive Plans. He then asked the attendees to introduce themselves. Radney Simpson, Georgia Department of Transportation (GDOT) Office of Planning, addressed the group and thanked the County and City for their partnership with GDOT on the long range planning effort. Mr. Simpson discussed that this study would allow the transportation decision makers to understand project cost and how to maximize available funding resources. Mr. Simpson turned the floor over to Dave Cox, GDOT Office of Planning Project Manager for the study. Mr. Cox explained that he would serve as GDOT's point of contact for the study. Andy Welch, Bulloch County Assistant to the County Manager, will serve as the local point of contact. Mr. Cox began a PowerPoint Presentation highlighting the purpose of the study, scope of work and schedule, importance of collaboration, roles and responsibilities of GDOT and County and City, as well as data collection and public involvement activities. He explained that input from the locals is key to the study effort, and that the team would be following up for data as well as suggestions for members to include on the plan's Study Advisory Committee. Claudia Bilotto, HNTB Project Manager, led a group discussion regarding transportation needs in Bulloch County and the City of Statesboro. Questions posed to the group included the following: 1. What are the biggest transportation challenges for the County as growth continues through 2035? 1 2. Where are the opportunity areas / areas of concern in the County? 3. What are your current transportation improvement priorities? 4. What is the main outcome you would like to achieve through development of the plan? A summary of the group discussion follows at the end of this document. Ms. Bilotto turned the floor over to Mr. Cox to present the study's next steps, which include a continuation of data collection efforts, development of the travel demand model, identification and kickoff of the Study Advisory Committee, ongoing coordination with Comprehensive Planning Efforts, development of goals and objectives, and the existing conditions analysis. The meeting concluded at approximately Noon. Group Discussion Summary: Discussion points are included below, organized by location. General comments are grouped by mode. Georgia Southern University Georgia Southern University (GSU) is growing. It currently has 17,600 students with an expectation of adding over 1,000 more next year. The university is closing parking lots while adding faculty, students, and staff. GSU recently completed a Campus Master Plan. The GSU transit system will carry 1.5 Million riders this year, mainly students who ride numerous times every day. Challenges for GSU include supply of parking, growth, and a lack of funding for improvements. The GSU transit system is currently running Clean Natural Gas (CNG) buses that cost a little more. Use of different modes is encouraged. There are currently 1,700+ faculty working at GSU (largest employer in county), most live in Bulloch. 3,500 students live on campus, a new dorm with 1,000 more beds is slated to open this fall. Twice that number live in close proximity in private housing. Students without cars have trouble getting to off campus activities, shopping, airports, etc. Looking to expand transit services off campus to circulate in the community. There is interest in identifying the potential ridership for this type of service. Vehicle and pedestrian conflict issues exist particularly on the GSU Campus. Cars are driving too fast and pedestrians are crossing at inappropriate locations. Coming from the Stadium, turning left on Lanier slows down the transit system. GSU currently has 8,000 parking spaces. The University has an issue with "personal taxi service" students are dropped off in inappropriate locations that create traffic backups. GSU does not have enough parking for commuters, hence transit services that operate from satellite lots like the Stadium, a "park and ride" style system. Bulloch County In the county, subdivisions and student driven housing are popping up in the sub area adjacent to the GSU Campus. Some of this on 2-lane roads and dirt roads Current projects on the books include widening US 301 North and to widen SR 67. These projects are long range and subject to prioritization. The 301 Bypass is almost complete. The 301 Bypass is currently a "U" rather than an "O" On US 80, from the High School up to US 301, eliminating the raised median would help access. US 80 interest in widening to Brooklet The growth boundary of the County is limited by the sewer line. 2 Want to feel confident that money is going to the "right" projects. Need to identify priorities Overall network improvement is desirable putting money in to collectors, etc. Future funding for improvements is a concern. How do we pay? We can't afford to maintain our existing system Hospital is a regional facility and top 5 employer in the County. Regarding transit, a regional transit study was recently completed. There is a 5311 program adjacent Screven County is participating, but Bulloch is not currently involved. City of Statesboro There is increasing pressure on the City streets due to reduction of vehicular access on the University campus. This is impacting Savannah Ave. The posted speed is 30 mph and there is a lot of cut through traffic. Gentilly, which connects the University east to the mall area, needs pedestrian amenities. Lots of foot traffic on Terrell Street. Along Burkhalter Road there is a lot of housing. There is concern with the "Six Points" intersection. There is currently a plan to realign the intersection. The proposed bicycle trail also impacts this intersection it picks up at the tunnel. At Burkhalter and US 80, there is lots of traffic crossing US 80. Cawana Road is an area of interest. There is foot traffic on SR 67 due to a lot of parking lots and amenities There is a safety project at SR 67 and SR 46 separate from the widening project. From the City east to Mill Creek Park, pedestrian and bicycle improvements are desirable. The City has an environmental justice community on the west side, along MLK. Pedestrian improvements are needed in this area. There is a park and a school that could be connected. Improving the overall flow of traffic vehicular/bike/ped Bicycle and pedestrian improvements are needed in the city, particularly around GSU. City of Register Truck traffic on SR 46 is a concern. There are many farmers in the area who have trucks coming and going to get their goods to market. There are also trucks headed to the Wal-Mart distribution center. Safety concerns at SR 46 and US 301- it is an intersection with a caution light and there are frequent incidents The City or Register is planning to annex out to US 301 in the coming years. City of Brooklet US 80 has a lot of volume and cut through traffic. US 80 is an issue near Southeast Bulloch High School and in and around Brooklet Red Light at US 80 and Parker is a concern lots of development on that corner General Railroad Issues Intermittent issues when trains pass through trains are not very frequent. The railroads have performed a lot of work over the last 5 year rails are in pretty good shape General Freight Issues There is currently a 4-Lane road from the Wal-Mart Distribution Center to I-16. Dave Cox, Georgia Department of Transportation (GDOT) Office of Planning, welcomed the group and thanked everyone for coming. He then asked the attendees to introduce themselves. Mr. Cox began a PowerPoint Presentation providing a brief overview of the purpose of the study, scope of work and schedule, role of the study advisory committee, and the development of goals, objectives, and performance measures. He turned the floor over to Claudia Bilotto, HNTB Project Manager, to introduce the meeting's activity. Ms. Bilotto explained that the advisory committee is intended to be a working group, and that the main goal of the meeting was to get input on some key issues. The purpose of today's discussion was to discuss transportation goals, objectives, and evaluation criteria, and to identify priority issues to address and opportunities to consider in the plan's development. Ms. Bilotto continued by sharing a series of slides to get the group thinking about topics to consider during the discussion. These included SAFETEA-LU planning factors, an integrated mix of multi-modal solutions, related recent and ongoing planning efforts in the area, and sample goals and objectives from other Bulloch documents and other counties in Georgia. The group then divided in half for group discussion. Midway through the discussion, the groups reported back to one another on their discussion topics. A summary of the breakout group discussions follows at the end of this document. Ms. Bilotto presented the study's next steps, which include the finalization of goals and objectives, development of the travel demand model, completion of the existing conditions analysis, and the future conditions analysis. The next study advisory committee meeting will take place in late January or early February. The group concurred that 10:30AM was a good time for the meeting and was amenable to meeting in the same location. Ms. Bilotto encouraged participants to pass along the names of other potential advisory group members if there were people they felt were missing from the current discussion. The first round of public meetings will follow the next advisory group discussion. Additional Notes: Town of Register The town of Register is interested in adding new sidewalks and updating existing sidewalks. The current sidewalk network includes Main Street from Cypress Lake Road to SR 46, Church Street, and part of Railroad Street. These sidewalks are in need of upgrading. New sidewalks are desirable on SR 46 connecting the residential and commercial development as a top priority. Foster Street needs sidewalks to connect town hall, the public playground, and the future library (current voting precinct). Streetscaping and lighting are desired to encourage walking. Also there are a good number of cyclists coming through Register on Cypress Lake Road, Main Street, SR 46 and Register Road. City of Brooklet Brooklet would like to have more sidewalks. They have an elderly population and a significant number of golf carts. They would like a trail for golf carts. Children do not currently walk to the elementary school. They would like to explore the possibility of walking or biking to SE Bulloch High School as well. They will provide follow-up on additional needs. Georgia Southern University GSU is interested in transit and partnership with other organizations related to transit. An extension of Lanier Road to connect to the perimeter of the GSU campus is desirable. There is congestion in the vicinity of GSU and the Mall. Transit Mobility options are needed for residents in the county without automobiles and for seniors. A transit system that serves more than GSU is needed. Seniors and students need to get to the mall. Look at Athens-Clark County as a model for transfer between campus buses and city buses. Transit needed for seniors and the disabled and anyone else who wants to use it. Would be a cultural change. Should start with a van and upgrade from there. Transit in Bulloch (demand response) will not be politically funded until a demand study is done to show it would be used. Need has been demonstrated but demand has not. County has to be assured that the demand is there and can be measured to minimize the subsidy they would have to pay if not enough ridership to cover the fare requirements of funding. Can make a transit system work in an urban and rural community. To actually run a fixed route, bigger hurdles would have to be overcome. 3 School System The school system representative expressed a need for safer and nicer bicycle and pedestrian facilities in the vicinity of the schools in Bulloch County. Lighting and crossing guards may be needed in some areas. Upper Elementary and Middle School children could walk to some of the schools if facilities are available. The state will not pay to bus children that live in a certain proximity of a school. The school system pays for these additional children that live close because they feel every child should be able to ride the bus if they want to. The Board of Education is interested in safety and efficiency of the transportation system. Railroad Issues Railroad crossing on 301 just south of downtown [merger of 2 highways (US 301 and SR 67) and 2 rail crossings all on top of one another] is dangerous from a geometry perspective. Also, the warning device hardware does not extend very far from the intersection so the train has to slow down or stop and wait for the gates to drop down before entering the intersection. The hardware needs to be extended further away from the intersection to allow the warning gates to drop well before the train gets near the intersection. The railroad is planning to fund this improvement themselves through grants and other funding. Also, there are not warning lights and gates facing Rackley Street. Can this study identify additional funding sources for this location? The state is working on a plan that documents the rural railroad crossings in the County that do not have warning devices. They will then prioritize the ones that need to have warning devices added to them. The railroad is being marketed as a business development tool. New businesses are interested in locating on the rail line because of high fuel prices. Bike/Ped The bicycle lane near the hospital (I am assuming this is the medical center on SR 67 south of GSU) is dangerous. SR 46 and US 301 needs a traffic signal (currently has a caution light). There is one existing Greenway called McTell Trail which extends from Fair Road Park to North Main Street parallel to Zetterower Road. This links GSU to downtown. Greenway Phase 1 runs from Gentilly Road to the Bypass. Greenway Phase II runs from the bypass to Railroad Bed Road. Both phases are funded with TE and Rails to Trails money. Phase III and beyond will eventually connect Phase II to Brooklet. A bikeway connection is desired from Gentilly to Fair Road Park, but the development in between is an obstacle. A multi-use path connection is desired to connect the current Phase I and Phase II Greenway to Mill Creek Park. This is a high priority. Problem with trying to do a greenway is that people complain about where the sidewalks are, where the greenway is, don't like bike paths. It is a quality of life issue though, have to provide alternatives. The Recreation Master Plan will be updated beginning in December. Chris Camp with Lose and Associates is the consultant. 4 The Greenway initiative needs to be furthered to maximize the non-motorized connectors in the community. Other Comments Would like to see more coordination of services between City, County, Schools, GSU and Hospital. Signal timing needs to be coordinated in the vicinity of the Mall. Bulloch County and the City of Statesboro, in association with the Georgia Department of Transportation (GDOT), is developing a multimodal long range transportation plan to address transportation needs in Bulloch County, the City of Statesboro, and the Cities of Register, Portal, and Brooklet. The study will consider both current and future needs through the year 2035. Development of a long range plan includes an in-depth look at existing and future transportation conditions in the study area to propose potential transportation projects that could reduce future transportation challenges to best achieve future community goals and objectives. The study will evaluate all modes of transportation including roadways, bridges, public transit, bicycle and pedestrian, rail, freight, and connections to aviation. We need your input! Stakeholder input, future development, freight movements, and future land use were also considered. Potential improvements include widening, new roadway connections, passing lanes, and paving upgrades. Bulloch County / City of Statesboro 2035 Long Range Transportation Plan Safety Improvements Analyzed CARE safety data (2003 2007) and included locations that average ten crashes per year or multiple fatality crashes. Areas of concern identified during study efforts include: SR 46 and US 301 SR 46 and SR 67 Potential improvements include signals, warning lights, and operational changes. Bulloch County / City of Statesboro 2035 Long Range Transportation Plan Bridge Improvements Analyzed based on GDOT Bridge sufficiency ratings. Based on ratings, bridges were recommended for near-term or mid-term improvements. Bridges that have the highest traffic volumes, provide key connections, or are located along school bus routes are highest priority. Potential improvements can include maintenance, upgrades or replacement. Bulloch County / City of Statesboro 2035 Long Range Transportation Plan Bicycle and Pedestrian Improvements Analyzed existing roadway and trail network, safety data, and opportunity areas (such as schools and activity centers) Stakeholder input, future development, and future land use were also considered. Potential improvements include enhanced signage, crosswalks, flashing beacons, striped lanes, multi-use trails, sidewalks, crossing islands. Bulloch County / City of Statesboro 2035 Long Range Transportation Plan Aviation Improvements Statesboro-Bulloch County Airport "Level 3" Business Airport of Regional Impact Recently updated its own Airport Layout Plan and 5-Year Capital Improvement Program Potential improvements include improved signage and signal at airport entrance. Bulloch County / City of Statesboro 2035 Long Range Transportation Plan 3 Rail Improvements Georgia Midland Railroad 32-mile freight rail route between Metter and Dover Serves Bulloch manufacturers, distributers, and warehouses. Analyzed Federal Railroad Administration (FRA) incident data and accident / prediction system. Recommendations include upgraded signage, crossbucks, warning devices, gates and lights, and pavement markings. Funding is a major limitation. The desire for a countywide system has been expressed during our study. Dave Cox, Georgia Department of Transportation (GDOT) Office of Planning, welcomed the group and thanked everyone for coming. He then asked the attendees to introduce themselves. Mr. Cox began a PowerPoint Presentation presenting the final goals and objectives of the study, the future conditions in the study area, the study's preliminary recommendations designed to address future deficiencies, and the next steps in the process. He turned the floor over to Claudia Bilotto, HNTB Project Manager, who directed the group's attention to maps highlighting the preliminary project recommendations for roadways, rail crossings, bridges, and bicycle and pedestrian facilities in the county. The group was asked to review the recommendations and consider two questions: Do these projects address needs identified during plan development?; and, Do these projects address the goals and objectives of the study? The group indicated on maps any areas of concern and engaged in one-on-on conversation with the project team. Project-specific comments were noted on maps and in staff notes for follow up. The group then reconvened for a question and answer session. Question and Answers Tom Couch, Bulloch County Manager, asked what the appropriate timeframe is to update the long range transportation plan and stressed the importance of the plan being proactive rather than reactive. Claudia Bilotto, HNTB, responded that the typical time frame for a plan of this type is about every five years. Christian Lentz, City of Statesboro requested clarification as to whether this was a plan or a study. With the list of recommended projects, realities the ground might impact the project list and changes will need to be made. Radney Simpson, GDOT, responded that the study is for the County to use as they wish and to help local decisions to be made moving forward. If Statesboro becomes an MPO, a formal adoption process will be required, but it is not required at this time. Bulloch County / City of Statesboro 1 2035 Long Range Transportation Plan Mr. Lentz commented that the bike/ped project list assumes the geometry that exists today. He noted that the City might decide on new projects and decide to make conceptual changes in the interest of making the bike/ped facility work where it might not work today. Mr. Simpson responded that if local dollars are being used and no federal funds are needed, the City can go ahead with any adjustments that it desires. Claudia Bilotto, HNTB, added that once engineering concepts are developed, they could impact the specifics of any of these project recommendations these are currently planning level recommendations. Mr. Lentz asked if the level of service (LOS) takes into account various types of roadways. Jennifer Zhan, HNTB, clarified that the LOS is different for urban versus rural roads and were incorporated into the model. Mr. Couch, mentioned that he expects there will be additional consideration of roadway level of service as part of the impact fee study that will be conducted as part of this effort. Walter Gibson, Bulloch County Commission, asked if there was a progress report to show the status of projects, such as the Northern piece of the bypass. Brad Saxon, GDOT District 5, reported that the concept for the project has been approved but no environmental studies have been conducted yet. Mr, Gibson commented that it would be nice if the local media could provide a progress report on projects and where they stand. Jan Tankersley, Bulloch County Commission, asked if the railroad was responsible for making rail improvements or is GDOT and / or the City or County responsible for these improvements? Ms. Bilotto responded that the study focused on rail crossing improvements oriented to the roadways. GDOT has an Office of Rail Safety that allocates funds for these projects. Dave Cox, GDOT, added that GDOT has a Railroad Safety Program which specifies signage, warning lights, gates, etc. Generally, railroads do not fund crossing improvements. It is up to the local governments and GDOT. Ms. Tankersley asked if there was any liability once potential rail safety improvements have been identified. Mr. Saxon responded that if there is a stop sign or warning at the crossing, it is safe and there is no liability. Ms. Bilotto presented the study's next steps, which include the development of final recommendations, prioritization of projects, development of project costs, and conclusion of the sub-area study. The next study advisory committee meeting will take place in late May or early June. Ms. Bilotto encouraged participants to attend the public meeting at 5PM and to mention the meeting to others who may be interested in attending. Mr. Cox opened the floor for discussion regarding the potential prioritized projects. Question and Answers A member of the committee asked what threshold was used for bridge recommendations. Mr. Cox responded that any bridge with a sufficiency rating below 50 was recommended for improvements in the next fifteen years. Bridges with sufficiency ratings between 50 and 75 are recommended for improvements within the life of the plan. Low sufficiency ratings do not mean that bridges are dangerous to drive on; they simply represent a relative comparison based on evaluation criteria. Sometimes bridges with higher ADT and / or locations along school bus routes may be prioritized ahead of others with similar or equivalent sufficiency ratings. Andy Welch, Bulloch County, referenced the bottom line number for all roadway projects, approximately $290 million, and asked what drives the total cost. Ms. Bilotto explained that one of the six capacity projects, the US 80 widening from Brooklet to GA 119, has a cost of $128 million alone, which accounts for much of this total. She clarified that it is important to remember these are planning level cost estimates that include PE, right-of-way, utilities, construction, and associated contingencies. As the projects move forward into concept development, the costs will be refined. A member of the committee said that the US 80 project may be a good opportunity to put in passing lanes to cut costs. Mr. Cox concurred and explained that cost-saving options such as passing lanes can be explored during concept development so that the community can determine the best value investment that still addresses local transportation needs. Bulloch County / City of Statesboro 1 2035 Long Range Transportation Plan A member of the committee asked for the meaning of "sharrows" in reference to bike-ped improvements. Mary Huffstetler, MPH & Associates, explained that sharrows are pavement markings that indicate shared lanes for vehicles and bicycles. Sharrows are used in cases where an actual bike lane may not exist, but there may be cyclists on the road. At the conclusion of the discussion, Mr. Cox turned the floor over to Claudia Bilotto, HNTB Project Manager, who provided an overview of the Sub Area Study conducted as part of the planning effort. Ms. Bilotto presented a draft conceptual street hierarchy, typical sections and plan views for each conceptual street type, and recommendations for potential intersection improvements. The floor was then open for informal discussion and reaction to these concepts. At the conclusion of the discussion, Ms. Bilotto presented the study's next steps, which include incorporating comments and finalizing documentation. The purpose of this meeting was to present the study findings to date and to present and gather feedback on the preliminary recommendations for addressing transportation issues in the County through the year 2035. The meeting commenced at 5:00PM. The meeting began in an open house format. Participants were invited to peruse project information and informally ask questions of staff. At 5:30PM, a formal presentation began. Approximately 15 members of the public were present. Dave Cox, Georgia Department of Transportation (GDOT) Project Manager, welcomed the group and thanked them for coming. Mr. Cox introduced the project team and began a PowerPoint Presentation providing an overview of the transportation study and process. He explained to the attendees that the purpose of developing the plan is to ensure that each County is able to meet the current and future mobility needs of residents and businesses and make sure transportation priorities match community priorities. The study will develop a listing of prioritized transportation projects that are consistent with other planning efforts in the area. Mr. Cox provided an update of the study's efforts to date. The team has developed goals and objectives, evaluated the existing and future conditions in the County, developed a travel demand model, conducted an origin-destination survey in the County, and developed potential improvement recommendations. Work is also underway on a sub-area study and plan documentation. Mr. Cox reviewed the process for identifying deficiencies and developing preliminary improvements. The HNTB team developed a Travel Demand Model for Bulloch County to represent baseline conditions in 2007. Census data, traffic counts, employment information from the Department of Labor, and school enrollment information were used to develop existing conditions. Then, socioeconomic forecasts for 2035, which were allocated by the County's local knowledge about expected growth in population and employment, were used to project traffic volumes for 2035. Using this data, the HNTB team completed an initial screening of improvements against evaluation criteria for the year 2035. The Travel Demand Model results for 2007 and 2035 and potential transportation improvements projects for Bulloch County were displayed on maps on boards at the meeting. The study's next steps will include the development of final recommendations, prioritization of projects, development of project costs, and conclusion of the sub-area study. A follow up round of public meetings will be held in late May or early June. At the conclusion of the presentation, Mr. Cox asked if there were any questions from the audience. He explained that the list of potential projects is preliminary and welcomed comments about the recommendations and suggestions for modifications to the current list or for additional projects to address the transportation needs. Comment cards were available for the public to fill out and return at the meeting or to fax or mail later. Bulloch County / City of Statesboro 1 2035 Long Range Transportation Plan Question and Answers o Where are the bus routes located on the maps? There is a need for transit in Statesboro and it should be a high priority. Dave Cox, GDOT, explained that this study was not focused on developing transit routes. There was a study conducted recently by the Coastal Georgia Regional Development Center (RDC) regarding transit. They can be contacted for more information. o Are there any plans for biking or horseback riding dirt trails along the river or in outlying areas of the county? Mr. Cox responded that the actual pavement surfaces have yet to be determined horse trails are not usually paved, but there are paved multi-use trails included in the plan for non-motorized transportation (biking and walking). In addition to our recommendations, the RDC has a plan which proposes additional trails for the region. Andy Welch, Bulloch County, added that the County's Greenway Plan is currently being updated and includes trails. o What is the process for revising the plan? Mr. Cox responded that the plan will produce a document which can be revised as the County and City wish. Mr. Welch added that it will be something that we will revisit approximately every five years. o I would like to see the map for bus transportation in Statesboro. How do we let the County know we would like transit? Andy Welch explained that he is the planning contact for Bulloch. Mr. Welch explained that the RDC has done two studies, one for the regional rural transit program which includes all Counties in the RDC in one program with demand response transit service, meaning you call and request service. The City and County did not have funding available to pay for this. The second study was for Bulloch County only. Georgia Southern University (GSU) has a transit system and is expanding its service for students somewhat and has expressed interest in joining in with the City. The process stalled basically because demand for the service is currently not known. It is up to GSU to take the ball. The County is not planning fixed route (bus) service at this time. o The newspaper said that citizens should come to this meeting to give input into transit. Mr. Cox explained that transit is one component of the overall transportation plan. Tricia Reynolds is the contact at the RDC if you would like more information on their study. Bob Chambers is the contact at GSU if you would like to follow up with him. The plan document will indicate that there is interest in transit. At the conclusion of the Q&A session the meeting convened back to an open house format. Project staff made themselves available at the boards for one-on-one conversations about the potential projects and to answer any questions that the meeting attendees had. As this project is not part of the proposed long range plan recommendations, Dave Cox, Georgia Department of Transportation (GDOT) Project Manager, opened the meeting and explained that the purpose of the evening's meeting was to discuss the Bulloch County / City of Statesboro 2035 Long Range Transportation Plan and its recommendations. However, because of the concerns, there would be an opportunity to briefly discuss concerns along Wendwood Drive prior to the beginning of the plan presentation. The meeting attendees expressed concern regarding potential bicycle and pedestrian improvements along Wendwood Drive and asked many questions related to specific plans in the area, when they would be implemented, and who had the authority to make decisions regarding these proposed improvements. It was clarified for the attendees that no recommendations along Wendwood Drive were part of the Long Range Transportation Plan. Attendees expressed concern and opposition to the potential project, highlighting that it is dangerous and does not address any existing needs in the area. They stressed that they did not want to see bicycle or pedestrian improvements along Wendwood or in the vicinity of the Claude Howard Lumber Yard. Tom Couch, Bulloch County Manager, said that the citizens could contact him if they needed to follow up on this issue, as it is not a part of the LRTP recommendations. Following the discussion, the group was encouraged to stay for the remainder of the meeting to learn about the long range transportation plan and its recommendations. Dave Cox, Georgia Department of Transportation (GDOT) Project Manager, welcomed the group and thanked them for coming. Mr. Cox introduced the project team and turned the floor over to Claudia Bilotto, HNTB Project Manager, to begin a PowerPoint Presentation providing an overview of the transportation study, process, and findings. She explained to the attendees that the purpose of developing the plan is to ensure that each County is able to meet the current and future mobility needs of residents and businesses and make sure transportation priorities match community priorities. As part of the study, a listing of prioritized transportation projects that are consistent with other planning efforts in the area has been produced. Ms. Bilotto reviewed the plan components and goals and objectives developed as part of the study. She presented feedback from the public received to date, plan prioritization factors, and the priority projects identified based on analysis. The Travel Demand Model results for 2007 and 2035 and the prioritized transportation improvements projects for Bulloch County were displayed on maps on boards and available for detailed review and comment. Bulloch County / City of Statesboro 1 2035 Long Range Transportation Plan The study's next steps include incorporating comments and finalizing documentation. She reminded the group that the plan is a "living" document that should be updated as conditions in the County change, and therefore it is recommended that the plan is updated every 5 years to account for changes in trends and growth. The plan helps to position Bulloch County for the future, and should be utilized by local decision makers for local transportation investments. At the conclusion of the presentation, Ms. Bilotto asked if there were any questions from the audience and encouraged attendees to fill out comment sheets and return at the meeting or to fax or mail later. Question and Answers o If project prioritization is based on the weighting of factors, who chooses the weights and what are the weights? The weighting factors are developed in consultation with the Study's Stakeholder Advisory Committee, comprised of local representatives from the County and City. The weights are based on priorities identified by the Advisory Committee and are available for review this evening. o You've identified several bicycle / pedestrian projects. Where is the S&S Greenway Phase 2 Project? The S&S Greenway Phase 2 Projects is a concept that would connect the Phase 1 S&S Greenway from Gentilly Rd to the McTell Trail. There is no exact location identified for the project at this time. o What are the basic criteria the DOT uses to identify roads for paving? The LRTP identifies roads for paving based on criteria including safety, traffic volumes, and anticipated growth and development patterns. o It seems like we don't do as good of a job maintaining our unpaved roads these days. Is there anything that can be done to improve the quality of unpaved roads? Are we not making as much progress on paving roads as in the past? Tom Couch, Bulloch County Manager, explained that the County roads department handles maintenance of the unpaved roads. There are many factors that impact quality, including the water table and impacts of erosion and runoff, traffic volumes, and types of vehicles utilizing the facilities. It is possible that facilities can even be over-maintained based on these factors, impacting the perceived quality of the roads. The County continues to make progress on paving projects, but due to funding limitations and fluctuations in cost, the goal of paving ten miles of facilities per year has not consistently been achievable. At the conclusion of the Q&A session the meeting convened back to an open house format. Project staff made themselves available at the boards for one-on-one conversations about the potential projects and to answer any questions that the meeting attendees had. The section has experienced 215 crashes from 2003 to 2007. This project will help to improve safety and roadway operations. It is recommended that a corridor level analysis is conducted to identify specific operational improvements. A multi-modal transportation study for Bulloch County was completed in August 2009 to evaluate the need and feasibility for transportation improvements across the County. The improved configuration include upgrade shoulders. Further studies are required. This project is considered a high priority through the prioritization process of this study.
