Coordination of efforts and the availability of one central source for locating agency material has plagued government since its activities were first divided into separate departments. Recognizing this dilemma, the Georgia State Planning and Programming Bureau contacted state departments in an effort to bring statistical publications of Georgia state government under one cover. This activity resulted in Georgia Statistical Series. This document is divided into three sections. The first section consists of a summary description of state agencies. It includes main functions and responsibilities and mentions pertinent statistical material of the department. The second section is an alphabetical listing of pulJlications by department. It also indicates where to locate further information about each document. In the third section, publications are categorized by subject or topic. Included is more detail about each publication--a short -1- description of the data, the geographic area covered by the document, the frequency and/ or origin and the name of the department where the data may be found. An appendix is included giving the names and addresses of each department where statistics can be obtained. This document was prepared by Lecie Richards, Office of Research and Information of the Georgia State Planning and Programming Bureau, with the cooperation of the State departments represented herein. ii DESCRIPTION OF DEPARTMENTS Commission on Aging The major responsibilities of the Commission on Aging are to handle federal programs related to aging which are not the responsibility of another state agency; to study, plan and execute a program designed to meet the present and future needs of aging citizens of the state; to assist in the development of programs for the aging in Georgia's counties, towns and cities and the coordination of these programs and to conduct demonstration projects with public and pri vate agencies concerned with the problems of aging. With the signing of The Older Americans Act, the Commission on Aging was designated as the state agency to develop a state plan for administering and supervising funds to be made available under Title III of this Act. One statistical publication resulting from these funds is Georgia Fact Book on Aging. written by the Commission and the Georgia Gerontology Society. This informative document covers health, education, income maintenance and employment, recreation and creati ve activities, social services, housing and special programs for the aged. A wealth of statistics in these areas is included. Another publication containing statistical data is their Annual Report. Most of the data in this document deals with the Commission's fiscal history. -1- DepartITlent on Agriculture The Office of the COITlITlissioner of Agriculture, in the DepartITlent of Agriculture, has the responsibility of adITlinistering departITlental activities and of law enforceITlent. In addition to authority relating to hUITlan foods, such as eggs, fish, dairy products and grains, the COITlITlissioner is charged with ITlaking regulations, conducting inspections, confis eating and licensing dealers in all foods for hUITlans, aniITlals and poultry. Further, he ITlakes regulations governing fertilizers, insecticides, fungicides, poultry and livestock disease and dealers in livestock and in seeds. The DepartITlent of Agriculture consists of several di visions: InforITlation and Education, Marketing, Laboratories and Inspection, Seed and Plant Control, Livestock Disease Control, EntoITlology, FarITlers' Markets and the Georgia Milk COITlITlission. The InforITlation and Education Di vision is the inforITlation dis seITlination center for the departITlent. Its purpose is to keep farITlers and conSUITlers aware of requireITlents which they ITlust ITleet. Most of the departITlent's statistical publications originate here. -2- Georgia Art Commission The purpose of the Georgia Art Commis sion is to ad vise the State on (1) art and aesthetic matters including painting, sculptures, murals, tablets and monuments that are the property of the state; (2) the design and visual appearance of state buildings and grounds; (3) the appearance of highways and parks, and (4) ways and means to promote the development of the arts in Georgia. At this writing, the Commis sion is conducting a survey of the cultural resources of the state through a federal study grant. This pilot project seeks to encourage appreciation and understanding of the various art forms among the state's population. The program calls for cultural exposure to underdeveloped areas of the state through touring exhibitions and performance which utilize symposiums and workshops. Aside from their Annual Report, the Commission's only publication is The Arts in Georgia, prepared for them and supported by a study grant from the National Foundation on the Arts and the Humanities. This book, written by Carlyn Fisher, contains very limited statistical data. It presents only such items as Georgia's area, population and income statistics; the Commissionl s fiscal data; art club memberships in the state and art courses offered in certain colleges and universities. -3- Department of Audits and Accounts The State Auditor, head of the Department of Audits and Accounts, is elected by Georgia's General Assembly. He is charged with examining the books and accounts of every state officer, department, commission and every local school system and official recei ving funds from the state or being maintained by public funds. He must establish forms and records for collecting and paying of all state funds and maintain accounting records of the transactions of all state agencies. These audits and examinations are reported annually to the Governor and General Assembly, along with a detailed and comprehensive report of the salaries and expenses of every person in all subdivisions of the Executive Department. Each year the Auditor publishes a Report of the State Auditor of Georgia and Supplement and a Summary Statement of Financial Condition and Statements of Treasury Receipts and Allotments. Statistics can be found in these documents in such areas as the state1s assets, liabilities, surpluses, obligations, treasury receipts and budget allotments. -4- Department of Banking The Department of Banking is responsible for providing for the incorporation, suspension and regulation of state banks and statechartered credit unions. It is the Department's duty to execute all laws relating to banks and credit unions in Georgia. Annual examinations of all state banks, investigations and approval (or disapproval) of applications for bank charters and facilities, bank mergers and conversions and voluntary and involuntary liquidations are among the dutie s of this Department. Statistical data can be found in the Department's abstract of assets, liabilities and operating expenses of all State Banks, Monthly Bulletin, and Annual Report. Included in the Annual Report is a listing of all banks in Georgia and their statements for the current year. -5- State Budget Bureau The Budget Bureau is responsible for the preparation of the State of Georgia Budget, published biennially. The Bureau establishes policies and guidelines which are furnished to the state agencies to facilitate the preparation of their biennium budget requests. Upon receiving these requests, a hearing is scheduled with each agency to work out an analytical budget review. During the process of the budget hearings, the revenue estimator for the Budget Bureau finalizes the revenue estimate for the biennium. After passage of the Appropriations Act by the General Assembly, the Budget Bureau requires each agency to submit an annual operating budget which must conform to the Act. After approval of this yearly operating budget, agencies submit quarterly work programs and requests for allotment of funds which must be approved by the Budget Director. Through these controls and the additional requirement of monthly, quarterly and annual expenditure reports, the Budget Bureau supervises the fiscal management of each agency of state government. -6- Office of the Comptroller General The Comptroller General keeps books on all taxes, fees and other funds deposited with the State Treasurer which are collected by the Department of Revenue and all other departments and offices and countersigns all warrants issued to each department, board or commission. The Comptroller General is also designated as the Insurance Commissioner, the Georgia Safety Fire Commissioner and the Industrial Loan Commissioner, preforming the duties of each of these positions. The Insurance Commissioner must license insurance companies and regulate and assure their solvency; must examine and license insurance agents each year; must periodically examine each insurance company in the state and must receive, review and investigate complaints and inquiries regarding insurance. As Safety Fire Commissioner, he must administer the Fire Eafety Code, enforcing fire laws in every county and inspecting all schools and public buildings in Georgia for fire safety. The Industrial Loan Commissioner licenses and supervises industrial loan offices, approves industrial loan rates and fees, examines each office quarterly and receives and reviews complaints. Statistical publications include the Annual Report of the Comptroller General and Insurance Commissioner. Excellent data is contained in -7- this report including figures of the statement of operations, the analysis of cash receipts, cash disbursements, and refunds of the treasury and the insurance commissioners report. The Comptroller General's Office also distributes publications concerning insurance examinations, licenses and rules and regulations of Acts related to its activities. -8- State Board of Corrections The primary duty of the State Board of Corrections is to maintain a program of wise, humane and intelligent prison administration. To accomplish this, the Board is authorized to adopt and establish rules and regulations governing the transaction of business of the Penal System of the State and to adopt rules governing the assignment, housing, working, feeding, clothing, treatment, discipline, rehabilitation, training and hospitalization of all prisoners under its custody. In addition, the Board of Corrections adopts rules and regulations governing the conduct and welfare of employers of state institutions, county public work camps and state highway camps operating under its supervision. Statistical data on the corrections systems may be found in the Board IS Annual Report. -9- Department of Defense The Department of Defense is composed of the Military Di vision and Civil Defense Division. The Military Division is charged with the responsibilities of organizing, administering, training and directing units of the militia of the state--the Army Air National Guard. It is the Military's duty to provide adequate armories and necessary facilities to house units of the militia and to maintain all facilities of the division throughout the state. To supervise and administer technicians employed with any units and acti vities of the Army and Air Guards; to procure and issue supplies, arms, aircraft and equipment from the Federal government and to direct and administer all units and personnel of the militia when they are called or ordered to active duty, are some of the Division's duties. It also must, in cooperation with Federal authorities, insure that all units remain in a constant state of readiness for immediate order to active duty and maintain all military records of the militia. The Civil Defense Division must meet the requirements of all emergency functions (other than functions for which military forces or other Federal agencies are responsible). It must prevent injury and damages resulting from natural or human forces and provide as sistance in education and training to other state agencies and political subdivisions in preparation for all phases of civil defense plans and operations. -10- Department of Education The Board of Education maintains exclusive jurisdiction over all public grade and high schools, including those for the deaf and blind, and, at its discretion, defines and regulates the curriculum and courses of study therein. It classifies and certifies for employment all teachers in the public school system and administers all funds appropriated for the maintenance and operation of the public schools. It has the power to prescribe the standard requirements in education and courses for all academic and professional universities and colleges in the state; vocational education and training are also included within its jurisdiction. The Educational Department of the public school system consists of programs administered by various acti vities including: Office of State Superintendent of Schools CiviI Defense Program Adult Education Unit School Library Service Audio Visual Unit Professional Textbook and Library Committee Teacher Education and Certification Unit Pupil Personnel Services Unit Governor's Honors Program Educational Television Service Unit Services for Exceptional Children Unit Vocational Education Local Programs Of particular interest is the Statistical Services Unit which concerns itself with the collecting, processing, analyzing and disseminating of educational information. It organizes, reports and predicts statistical information basic to the planning of programs, formulation of policies, -11- evaluation of programs and improvement of education. Annual monthly reports from local school systems are processed and filed along with other educational data which is organized and maintained for distribution to the various units of the Department of Education, the State Board of Education, the General Assembly and other interested agents and agencies. -12- Department of Family and Children Services The Department of Family and Children Services receives and administers funds for old-age assistance, aid to the blind, aid to dependent children and aid to the totally and permanently disabled. Its acti vitie s consist of Administrative Operations of the State Department, Benefits and Grants to Counties for Administration and Services. All welfare programs are carried out through a complex system of maintaining a semi-autonomous county department in each of the 159 counties. The Division of Social Administration is responsible for the administration of the four public assistance programs. Its functions are carried out through a Division Director's office and four sections: Field Social Services Section, Medical Eligibility Section, Staff Development Section and Quality Control Section. Within the State Board for Children and Youth is the Division for Children and Youth. Its social assistance functions are carried out through the Child Welfare Section, Court Services Section, Licensing Section and Youth Development Centers. Distributing funds for the various social and welfare programs of the department is carried on by the Division of Business Administration. The Accounting Section, Data Processing Section and Staff Services Section are included in this Division. -13- The Division of Research and Statistics carries out collection, analysis and interpretation of data through the Statistics Section and Research Section. The major statistical publications include the Food Stamp Program in Georgia, Profile of Recidivism, Changes in the Personality Adjustment and Intellectual Functioning of Students in Augusta Youth Development Center and the Annual Report. The Annual Report includes statistics relating to a variety of areas in the field. -14- Georgia Forest E.esearch Council The Forest Research Council is authorized to investigate subjects, methods, means and ways of carrying out such forestry research as it determines necessary. The Council is to promote and assist in publicizing results of any forest research accomplishments; to coordinate all forestry research in the state; to designate any qualified agency of the State or Federal government or any other organization to carry out research and to accept appropriations, grants and gifts from any organization. The Forest Research Council1s project is based on a step by step program aimed at meeting these four major goals: to bring the State I s forest lands to maximum productivity; to more fully utilize the growth of all tree species; to develop markets and marketing methods and to develop efficient and economical harvesting and processing methods. Of particular interest is the continuing series of Georgia Forest Research Papers and Georgia Forest Research Reports. These publications are of a technical nature, dealing with specialized aspects of forest research. -15- Georgia Forestry COITlITlission The goals of the Forestry COITlITlission are to proITlote and aid forest farITling and nursery work, planting, ITlanageITlent and protection of forests and ITlarketing of farITl products. To iITlpleITlent these goals, the COITlITlission has the responsibility for taking all action appropriate to foster and iITlprove reforestation; for engaging in research and other projects to deterITline better forestry practices and for offering aid, assistance arid technical advice to land >." owners relative to the preservation and culture of forests. Other duties include conducting and directing fire prevention work and ITlaintenance of equipITlent and personnel for this purpose, and cooperating with other agencies (governITlental and private) for the advanceITlent of the forests of the state. In carrying out the functions of the COITlITlission, activities have been established in adITlinistration, state forest activity, forest ITlanageITlent, reforestation and forest protection. The adITlinistration activity, because it is cOITlposed of not only the AdITlinistration Unit but also the InforITlation and Education Unit, is of particular iITlportance. Statistical publications are distributed by the Forest Education, Forest ManageITlent and Reforestation Suboffices. -16- State Game and Fish Commission The Game and Fish Commission has the authority, control, manage- ment, restoration, conservation and regulation of birds, game, wildlife, fur-bearing animals, fresh and salt water fish, shellfish and crustaceans. It also is responsible for the acquisition, establishment, control and management of hatcheries, sanctuaries, refuges, reservations and all other property used for such purposes by the state. The main divisions of the Commission are Administrative Services, Program Planning and Evaluation and Field Operations. The Program Planning and Evaluation Di vision coordinates its programs with publicity media and information-education publications to provide the groundwork for effective operation of all its programs. There are plans for publication of a monthly newsletter and a quarterly magazine. Presently, the commission collects and compiles statistical data on wildlife in Georgia which can be found in their publication entitled Statewide Wildlife Investigations. -17- Department of Public Health The Department of Public Health carries out several major programs. Administrative and Staff Services include the activities of the Director's office and all the basic centralized services essential to maintain program operations. Physical Health Services are concerned with all public health programs which deal with the maintenance and improvement of the physical and environmental health of GeorgiaI s population. Mental Health Services provide basic administrative services for support of their major mental health institutional programs as well as the program for the purchase of psychiatric care in certain general hospitals for indigent patients. Epidemiological Health Services incorporates the activities of the Division of Epidemiology including disease and disability studies, sociologic and biologic studies, public health vetinary services and laboratory services. Purchasing of medical and hospital services for certain physical problems of the medically indigent is the responsibility of the Medical Care Services. The activity of administering the state-wide program for the treatment and rehabilitation of alcoholics, of course, is assumed by the Alcoholic Rehabilitation Service. The Atlanta Regional Hospital, Augusta Regional Hospital and Battey State Hospital serve patients from their respective areas. Battey State Hospital provides services to individuals with active tuberculosis. In addition, there is the Georgia Retardation Center, Gracewood State School and Hospital, Mental Health Institute, Milledgeville State Hospital and Southwestern State Hospital and Medical facilities construction. The division for -18- Water Quality Control conducts programs in the sanitary collection and disposal of sewage, industrial waste and other wastes from counties, cities, towns, communities and industries. Vitality and morbidity statistics can be found in such annual reports as Estimated Population by Race, Sex, and Age, Georgia - and Estimated Population By Race by County and City, Annual Statistical Report and Georgia Vital and Morbidity Statistics. -19- State Highway Department of Georgia The Highway Department has exclusi ve jurisdiction and control over the construction and maintenance of the entire system of state highways, roads and bridges, except those operated by counties without state or federal funds. It also has jurisdiction and control over all state and federal funds appropriated for highway purposes. The activities of the Department fall into four categories: General Operations; Authority Rentals; Maintenance and Betterments by State Personnel and Planning and Construction of Roadways. General Operations provides for the necessary executive, managerial and administrative services not directly applicable to a specific construction or maintenance problem. Authority Rentals provides for the lease-rental obligations of the Highway Department to the Georgia State Highway Authority, the State Office Building Authority and the Georgia Rural Roads Authority in accordance with lease-rentals provisions. Maintenance and Betterments by State Personnel includes the preservation and maintenance of roads and bridges on the state highway system, traffic services such as land and edge striping and the fabrication and erection of traffic signs, operation of repair shops for state-owned equipment, etc. -20- A major portion of revenue and departmental effort is received by the Planning and Construction of Roadways Division. The planning function, engineering function and construction acti vity of the Highway Department fall into this Division. The Highway Department publishes an abundance of statistical publications. Regional and area transportation studies, engineering reports on such topics as traffic speeds and road and street needs, the financing of studies, traffic court data and mileage are included in their publications. -21- Department of Industry and Trade The Department of Industry and Trade has the responsibility for establishing policies to encourage capital investment and expanded employment in both new and existing industries. In order to achieve this, the Department must plan and conduct a program designed to attract tourists to the state, promote the establishment of aviation facilities within the state and encourage research aimed at the optimum development of the state I s agricultural and natural resource s. The Department of Industry and Trade is composed of five divisions. The Administrative Division is responsible for the coordination and control of the others. The Research Division is designed to provide pertinent information for attracting industry to the state while the Industry Di vision is charged with the responsibility of promoting and attracting new industry and business to Georgia. Planning and conducting a program to attract tourists, visitors and other interested persons and coordinating and assisting individuals, cities, areas and attractions of the state in their promotion efforts for the same purpose are carried on by the Tourist Division. The Aviation Division's role is to develop a state-wide program which will best serve the needs of the state and best interests of a particular community. A wide variety of statistical documents are compiled by this Department covering such topics as travel, transportation, economic data and industrial survey re sults. -22- Georgia Depal'tment of Labor The Departme nt of Labor consists of the Inspection Di vision and the Employment Security Agency. The responsibilities of the Inspection Division include: (1) the inspec- tion of all places of employment and the enforcement of all labor laws pertaining to child labor, safety and sanitation; (2) the setting of detailed standards for safe and healthful practices and other employment conditions which cannot be minutely prescribed by law; (3) the mediating, conciliating and arbitrating of industrial disputes; (4) enforcing the child labor laws and (5) enforcing Georgia laws regulating pri vate employment agencies. The Employment Security Agency is to administer an employment security program consisting of an unemployment insurance program and an employment service program. Unemployment insurance is paid to unemployed workers who qualify under the law. A placement service is maintained for Georgia employees and employers. The Department of Labor publishes data in such areas as manpower, employment and earnings with statistics on employment skills, employment trends, labor force estimates earnings, etc. -23- Department of Law The major function of the Department of Law is to advise the Governor and department heads on the various legal problems which surround the operation of their departments. Conferences are held, oral advice rendered and formal written official opinions are given to the Governor or the department head. Unofficial opinions are rendered as time and official duties permit. Assistance is also rendered to the General Assembly by advising and assisting individual members of committees in the drafting of legislation. Opinions of the Attorney General is published by this Department. -24- State Merit System of Personnel Administration The State Merit System was created for the purpose of establishing a modern program of personnel administration within state government. E.ffective recruitment and examination procedures, a sound position classification and pay plan and other phases of personnel administration were designed to implement this function. Efficient and effective administration of the varied and complex functions of State government requires the state to secure the best employees possible. Appeal of state employment depends upon the stability of employment, an adequate salary, competitive fringe benefits and other features which make for an attractive work environment. The State Merit System program seeks to develop such an environment through a career service. Statistical publications cover such areas as wage comparisons, accident control reports and employee separations from the state. -25- Department of Mines, Mining and Geology The Department of Mines, Mining and Geology has the duty of studying, analyzing and reporting on the geological, mineral, and water resources of the State. Among the Department's projects are: (I) the investigation of properties, mines and prospects; (2) publications of technical reports, chemical analyses of minerals, ores and rocks; (3) miscroscopic, spectrographic, and x-ray investigations of the same and (4) analyses of water for industries, municipalities and private individuals. The Department serves as a clearing house for information. It takes an active role in educational work and the publication of articles, journals and maps. It also cooperates in investigative and geologic studies with city, county and state governments and with the University System of Georgia. -26- State Board of Pardons and Paroles The dutie s of the Board of Pardons and Paroles center around the release, under parole supervision, of all eligible inmates whom the Board feels will live without violating the law. This Board has the power to grant reprieves, pardons, and paroles, to commute penalties, remove disabilities imposed by law and remit any part of a sentence for offenses against the State, except treason or impeachment and except when the Governor refuses to suspend a sentence of death. The Board compiles several publications containing statistical data. Its fiscal year statistical summary includes data on inmate population, type of offense, number of paroles, pardons, number of supervisors, case loads, etc. The monthly Research and Statistical Office Report carries statistical data under the catagories of board action, supervision, v.iolations, out of state cases and offense analyses. The Board's Annual Report includes information on average caseloads per district and number of revocations, newly assigned cases, cases revoked, number of successful visits, office contacts, total cases contacted, investigations completed, expenditures and a statistical summary of their activity for past fiscal years. -27- State Planning and Programming Bureau The State Planning and Programming Bureau, created in 1967, is the state agency responsible for the orderly development and proper planning of affairs of state government. It is composed of two divisions, the State Planning Division and the Research and Information Center. Among the Bureau's responsibilities are activities such as providing planning assistance to local and state governments, disseminating information, technical assistance and advice to the Governor and General Assembly and coordinating federal programs coming into the State. The State Planning and Programming Bureau is to prepare comprehensive, long-range recommendations for the coordinated growth of the state; to analyze the quality and quantity of services required for this growth and to harmonize the planning activities of all departments, institutions, local governments and other public and private bodies within the state. The Bureau has the responsibility of working with departments and institutions of the state government and the Bureau of the Budget to review plans and/or programs filed with the federal government pertaining to any federal-aid program. The surveying, reviewing and appraising of the accomplishments of state government in achieving the goals and objectives set forth in the biennial development programs also falls under the duties of this Bureau, along with providing assistance to the General Assembly upon request and assisting its committees with any needed informa- tion or material. -28- State Board of Probation The Director of Probation, in charge of the Probation System, has responsibility for supervising and directing the work of the Circuit Probation Officers; maintaining accurate files and records on all probation cases and persons on probation; serving as Deputy Compact Administrator establishing procedures to insure the SystemI s compliance with the Interstate compact for the Supervision of Parolees and Probationers and directing In-Service Training Programs for officers and secretaries. The Board of Probation also employs circuit probation officers and assigns them to the judicial circuits in the state. These officers investigate all cases referred to them by the courts and make written reports to the courts with their recommendations. They also supervise and keep records on the probationers in their judicial circuits and insure compliance with the sentences imposed upon the probationers. The Annual Report contains data such as number probated, revoked, cases closed, fines cost, support, restitution, etc. -29- Georgia Recreation Commission The Georgia Recreation Commission is charged with formulating a comprehensive recreation policy for Georgia in cooperation with other state agencies, interested organizations and citizens. Among its duties are the study and appraisal of recreational needs of the state and the as semblying and dis seminating of information relative to recreation. The Commis sion is to cooperate in the promotion and organization of local recreational systems of programs for cities, counties, towns, school districts and other areas of the State, and, upon request, to advise them in the planning and financing of recreation areas, facilities and programs. It is to aid in recruiting, educating and placing recreation workers, in promoting recreational institutes and conferences, to help establish and promote recreation standards and to cooperate with state and federal agencies, commercial, industrial, and recreation interests, voluntary agencies and other agencies interested in the promotion of recreational opportunities. The Recreation Commis sion' s two statistical publications are Public Recreation in Georgia and Salary Study for Directors of Public Recreation. Both of these documents are continuing annual publications. -30- "I Board of Regents of the University Systerrl of Georgia The Board of Regents of the University Systerrl is responsible for the errlployrrlent of all faculty rrlerrlbers and other personnel of the University Systerrl and its institutions. It is authorized to consolidate, suspend and/or abolish institutions, to add or abolish degrees and to exercise full control over the properties of the University Systerrl and its cOrrlponent institutions. The Board rrlay elect, appoint and fix the cOrrlpensation of professors,. educators stewards or any other officers necessary for all the schools in the University Systerrl. It rrlay allocate state funds arrlong the institutions to enhance the efficient and econorrlic operation of the University Systerrl. The following institutions are included in the University Systerrl: University of Georgia; Georgia Institute of Technology; Medical College of Georgia; Georgia State College; WOrrlen's College of Georgia; Georgia Southern College; Valdosta State College; Albany State College; Fort Valley State College; Savannah State College; Georgia Southwestern College and Augusta College. The Junior Colleges include: Brunswick Junior College; Middle Georgia College; Colurrlbus College; South Georgia College; Arrrlstrong State College; Abraharrl Baldwin Agricultural College; Dalton Junior College; Gainesville Junior College and Kennesaw Junior College. Continuing Statistical publications include Quarterly Enrollrrlent Reports, Norrrlative Data for the Freshrrlan Class University Systerrl of Georgia, and Annual Financial Report. -31- Employees' Retirement System The Employees' Retirement System was established and placed under a Board of Trustees to provide retirement allowances and other benefits for employees of the State of Georgia and its political subdivisions. The Retirement System also administers the Enabling Act of 1951, which provides for the extension, on a voluntary basis, of federal Social Security coverage to employees of political subdivisions of the state. Contributions for Social Security are received from each participating unit and are reported to the Social Security Administrator. The statistical publication of this agency is the annual Actuary's Report. Projections of number of employees, projection of fund balances, information such as mortality rates before and after retirement, disability and withdrawal rates, progress of future salaries, distribution of membership, distribution of active employees by age and service groups, etc., may be found in these reports. -32- Department of Revenue The Department of Revenue is the tax collecting agency for the state. Among the princiI;>al taxes and licenses collected are sales, motor fuel, kerosene, income, alcoholic beverages, cigars and cigarettes, property, motor vehicle licenses, motor vehicle registrations and estates. The commissioner of the department has the duty of administering all tax laws and making rules and regulations necessary for the enforcement of those laws. He has the responsibility for employing all personnel necessary for the functioning of the Department and has the power to enforce all laws and regulations pertaining to the control of liquor withing the state. The Commis sioner also answers appropriate legal action that is taken to enforce the Georgia revenue laws and requests the Attorney General to supply legal as sistance from the Department of Law. He supervises all tax administration throughout the State, makes a thorough study of taxation in Georgia and elsewhere with a view to improvement of administration and legislation affecting the people of Georgia and publishes regulations, statistics and other reports he deems necessary within the limitations of his appropriation. The department's Statistical Report contains data of revenue operation. -33- Department of Public Safety The Department of Public Safety consists of the Georgia State Patrol, Bureau of Investigation, Crime Laboratory, Driver I s License Di vision and the Safety Responsibility Division. The general duties of the Georgia State Patrol are to patrol all roads, to prevent violation of all statute laws, to assist local law enforcement officers whenever needed to quell disorders and riots when requested by local authorities or the Governor, to issue, revoke or suspend licenses to motor vehicle operators and to investigate every accident upon any road and determine and fix the security required of any persons involved in or responsible for the accident. The Georgia Bureau of Investigation has responsibilities for taking, receiving, and forwarding finger-prints, photographs, descriptions and measurements of persons in cooperation with the Bureaus of the State and the nation, to exchange information relating to crime and criminals and to keep permanent records of such information. The Crime Laboratory, as a separate unit from the Bureau of Investigation, handles all types of examinations necessary in the prosecution of a case. The primary purpose of the Driver I s License Division is to eliminate the reckless and irresponsible driver from the highways of the state by suspending his privilege to drive. -34- The Safety Responsibility Division is charged with the responsibility for administering the Safety Responsibility Act of Georgia. This act provides that the driver and/or owner of a vehicle involved in an accident which results in death, personal injury or property damage in excess of $100 must, in not less than 30 days, furnish proof of ability to pay claims arising out of the accident. The Department of Public Safety issues many statistical reports. The data covers arrests, traffic fatalities, traffic inquiries, vehicles involved in accidents, special activities of the Georgia State Patrol, etc. The Annual Report contains a wealth of statistical material. The Accident Reporting Division; Georgia State Patrol Field Activities; Personnel Division; Safety Education Di vision; Drivers License Division; Georgia Bureau of Investigation; Crime Laboratory; Revocation Unit; Safety Responsibility Division; Treasurer's Division; Communications' Division and Motor Vehicle Inspection Division each compile their data for a valuable source book. The Traffic Accident and Enforcement Summary is a compilation of accident data by time of day, day of week, type of vehicle, type of accident and type of violation. Continuing publications include Standard Summary of Motor Vehicle Accidents, Breakdown of Traffic Facilities and Daily Comparison of Traffic Deaths. -35- Georgia Science and Technology Com.m.ission The Georgia Science and Technology Com.m.is sion was created in 1964 to review and evaluate the status of the scientific and technological resources and capabilities of the state. Am.ong its duties is providing inform.ation, planning, evaluation, and recom.m.endations for action to the Governor, General Assem.bly, state agencies and private agencies within Georgia. To date, the Com.m.is sion has published two reports. Inform.ation concerning percentage of com.puter population, equipm.ent utilization, availability of equipm.ent, com.pany plans to expand com.puter use, participating organizations and type of com.puter utilized in the state is contained in their publication Com.puter Utilization Within the State of Georgia. Com.puter Support Personnel contains such inform.ation as coverage, salary and type of em.ploym.ent (governm.ent, industry, or educational) for each position category and occupational definition. -36- Office of the Secretary of the State The Office of the Secretary of State is comprised of four separate divisions: Archives and History, Examining Boards, Buildings and Grounds, and Combined Divisions. The Archives and Records Division includes the Department of Archives, the State Museum of Science and Industry and the Microfilm Department. The Department of Archives maintains for safekeeping the State I s valuable documents, records and other historical material. It publishes the Georgia Official and Statistical Register and maintains original county maps, field notes and other data which are important in determining ownership of the original grants of land in the state. The director of the State Museum of Science and Industry is responsible to the Secretary of State for the maintenance, repair and appearance of the museum. The major goal of the Microfilm Department is to microfilm all original documents and historical papers. The program of the Examining Boards provides that the personnel administer 28 professional boards which are governed and regulated by the laws of the state. Renewal fees are collected annually and remitted to the State Treasurer. Examinations are given to new applicants for the various professions. The Secretary of State has been made keeper of the State Capitol building and grounds, which includes the Executive Mansion, seven Confederate cemeteries and the Old State Capitol at Milledgeville. -37- This division is responsible for the physical appearance and upkeep of these properties. The main components of the Combined Divisions are Securities, Commis sions, Trade Mark, Buildings and Loans, Secretary of State, Corporation Charter, Fiscal Services, State Properties Commission, State Election Board and Administrative Procedures. Among the principle duties are: (1) licensing of brokers of securities in the state; (2) recording the charters of all corporations chartered by Georgia IS Superior Courts; (3) keeping a record of all Notaries Public of the State; (4) handling the furnishing of supplies and materials to the General Assembly through the Legislative Services; (5) furnishing all supplies and IlRterials for the General Elections and (6) recording and issuing all trade mark certificates. -38- Georgia Public Service Commis sion The Public Service Commis sion has jurisdiction over all rail- roads, telephone companies, electric power companies, gas utility companies, street railway and transit companies, express, telegraph, and terminal companies, compress companies, dock and wharf companies and "for hire" motor common and contract carriers of passengers and properties in the state. The Commissioner has the responsibility for requiring all persons, companies, or corporations under its jurisdictions to apply fair, reasonable, and non-discriminatory intra-state rates and charges, to provide adequate public services and facilities and to require these persons, companies or corporations to maintain financial responsibility. Two documents published by the Commission, Mileage Guide and Arrest Report Digest, contain useful statistical data on Georgia highway mileage and the enforcement of state motor carriers. -39- State Treasury Department The duty of the State Treasurer is to receive and properly account for all state money corning into his possession. He is required to certify each payment made, showing by whom it was made, the amount and for what account. He must make all disbursements issued upon a warrant of the Governor and chargeable to the proper appropriation made by the General Assembly. He is custodian of all bond deposits required by :',: insurance companies, State depository banks and others required to deposit collateral bonds. All of the state's money is kept in state depository banks. Each bank, before receiving a deposit, must qualify to serve in this capacity by placing with the State Treasurer a sufficient amount of collateral bonds to fully protect his deposits so that the state will lose no money by bank failures.
