TOPPSTEP 
The Offender Parolee Probationer State Training Employment Program (TOPPSTEP) is a collaborative effort between the Georgia Department of Labor, the Georgia Department of Corrections and the State Board of Pardons and Paroles, to assist rehabilitated offenders in obtaining and maintaining employment upon release from prison and probation. Through TOPPSTEP these agencies hope to achieve the goal of seeing every parolee and probationer gainfully employed and self-sufficient. 
THREE TRAINING PHASES PREPARE JOB-READY 
TOPPSTEP PARTICIPANTS 
I. Pre-Release Job Development Package 
Upon release from prison, a job development package is formulated which includes: 
1. Labor Screening Application 2. Birth Certificate 3. Social Security Card 
II. Transition 
Probationers, parolees and released offenders enter a standardized system for referral to the Georgia Department of Labor. 
Your parole officer will refer you to the Department of Labor career center in your area. In order to be referred to a TOPPSTEP representative, you must advise the Department of Labor staff that you are an ex-offender. 
The Georgia Department of Labor provides customized employment services to TOPPSTEP participants based on individual needs. Dedicated staff are available to provide a variety of services including job search workshops and referral to jobs. Resource libraries are available with computers, software programs, Internet access, books and videos in 53 Career Centers across Georgia. 
III. Follow Up 
A report has been established to enable staff to provide follow-up by tracking services and employment of TOPPSTEP participants.
