November 27, 1935. Honorable Tom Linder, Commissioner of Agriculture, Atlanta, Georgia. Dear Mr. Linder: I am transmitting herewith Quarterly Bulletin, Serial Number 123, in two sections. Section Number One covers individual samples of fertilizer taken during the year 1935, found subject to penalty, and Section Number Two covers composite analysis of each brand of which a sufficient number .of samples were taken to make a fair composite sample. During the current year more than 11,000 samples of fertilizers and fertilizer materials were drawn by the official Inspectors of the Department. To the best of my knowledge and belief every individual farmer who desired to have his fertilizer sampled during the current season was able to have this service rendered him by one of our official Inspectors. 355 of the above samples taken were found to be subject to a penalty by the State Chemist for deficiencies in one or more pl~nt foods. In a great many instances one sample was .drawn. covering fertilizer used by several different consumers. And, where one sample was taken covering a lot of fertilizer which was divided out among different farmers and found subject to a penalty, a copy of the report was sent to each consumer. All fertilizer manufacturers against whom penalties were indicated during the current season have paid their claims and it has been unnecessary so far for this Department to transmit claims to the Attorney General for collection. Users of commercial fertilizers should write this department before purchasing fertilizer or materials for a report on the analysis of the fertilizers manufactured by the concern from whom they expect to purchase. Consumers should also reque:?t informatiol). as to whether or not the company from which they expect to purchase has a record for promptly paying all claims. During recent months we have heard a great deal from manufacturers who have advertised their fertilizers to be "non-acid forming." Such statements have led many consumers of commercial fertilizers to believe that these "non-acid forming". fertilizers actually neutralize acids present in the soil. During recent years the composition of commercial fertilizers has changed greatly. Highly concentrated materials are being used to an increasing extent in commercial fertilizers. Many of these highly concentrated materials are inorganic sources of nitrogen which become acidforming in the soil. The use of limestone fillers will neutralize the acidforming qualities in these fertilizers but a sufficient amount of limestone cannot be used in these fertilizers to affect the acidity which may be present in the soil. Generally speaking, no application of fertilizer can be profitably applied on land that is excessively acid, therefore a test to determine the acidity of soils is necessary for successful crop production. There are several tests to determine soil acidity which can be applied inexpensively and it is suggested that users of commercial fertilizers communicate with us for further information. During years of restricted production it becomes increasingly necessary for consumers of commercial fertilizers to supplement the use of same with farm manures and various types of cover crops adaptable to their particular sections.
