News and Announcements Upcoming Events A Message from the Director by: Dr. David Crass, david.crass@dnr.ga.gov Division Director & Deputy State Historic Preservation Officer HPD Awarded $3.4 Million Dollar Grant On the sixth of February the National Park Service (NPS) announced the award of $48.5 million in grants to states, territories, and federally recognized Native American tribes to help historic resources recover in areas impacted by hurricanes Harvey, Irma, and Maria in 2017. HPD began working on our proposal for this grant last August when the funding was announced. Under the leadership of Outreach Program Manager Allison Asbrock with Section Chiefs Bryan Tucker and Bill Hover, all program managers were surveyed for grant concepts that met the criteria established by NPS. HPD placed our emphasis in the proposal on several areas: a subgrant program, a public information and resources web presence, and further improving our digital infrastructure to build on the efficiencies that are being realized through development of our TIGERS (Tax Incentive, Grants, and Environmental Review System) program. The next step will be further refining our budget allocations and timelines with NPS, which will happen over the next several weeks. I'm proud of the team that put this successful proposal together. William Pollard The spring 2019 Georgia National Register Review Board hearing is coming up on Friday, February 22nd, and along with a full agenda of unique and varied properties from across the state, attendees can look forward to a very different Review Board experience. HPD's National Register staff has dedicated much of the past year to identifying and implementing means of improving our office's National Register nomination process, seeking to increase program accessibility and appeal by building capacity and increasing efficiency. As part of this effort, in order to manage increasing program demand, most efficiently move our state's National Register nominations through the process, and more publicly credit the immense effort that nomination sponsors and preparers put into crafting National Register nominations, the February 2019 Review Board hearing will be the first to include the opportunity for nomination sponsors to present their nomination to the board. During 2019, we anticipate fully transitioning to a system wherein the majority of nominations presented to the Georgia National Register Review Board will be presented by sponsors or their representatives. Presentations will, as always, focus on key information regarding each property's or district's integrity, significance, and documentation- the information required for a board vote on the nomination. However, nomination sponsors also have the opportunity discuss the more personal aspects of the project, such as why they elected to nominate the property or district and interesting details about working on the project. We are excited about this opportunity to showcase the faces and voices behind our state's varied and extensive collection of in-process National Register nominations, and we encourage you to join in the experience! The National Register of Historic Places is an incredibly important program to the people and historic resources of Georgia. Nomination to the National Register affords to many historic resources- and related aspects of Georgia's history- the only chance they will ever have to be researched and documented, and in that way, the program literally "makes history" every day. In addition, the financial incentives available to listed properties allow many buildings that would not otherwise have been saved to be brought back to life, so the program is also tasked with defining a significant portion of Georgia's historic preservation potential. High-quality Georgia and National Registers of Historic Places nominations are a hallmark of HPD, and fundamental tools for Georgia's historic preservation and history communities. HPD is excited to continue exploring opportunities for maintaining and improving the quality of nominations, while simultaneously working to foster increased efficiency, and ensure that the National Register program remains viable and attractive to the broadest possible diversity of nomination preparers and resource types. The statewide preservation conference brings together preservationists, preservation professionals, preservation non-profit members, board members, planners, architects, architectural historians, archaeologists, city and county administrators, city and county council members, city and county attorneys, landscape architects, historic preservation commission members, genealogists, historians, and planning and preservation students from across Georgia. We look forward to kicking off the conference with our keynote speaker Tom Mayes, Vice President and Senior Counsel at the National Trust for Historic Preservation. The conference also will offer three simultaneous tracks with topics ranging from general preservation, archaeology, economic development, and tools for historic preservation communities, and it will include both educational and field sessions. All sessions will be open to all attendees. Workshops will take place Wednesday, September 18th. Paper sessions will take place Thursday and Friday, September 19th-20th, and tours will take place on the afternoon of Thursday, September 19th. The State, Tribal, Local, Plans & Grants Division of the National Park Service is excited to announce we are now accepting applications for $5 million in grants to support the preservation of historic buildings in rural communities across the country that are listed in or eligible for listing in the National Register of Historic Places through the Historic Revitalization Subgrant Program (HRSP). Eligible primary recipients are State Historic Preservation Offices, Tribal Historic Preservation Offices, Certified Local Governments, and non-profits able to support a competitive subgrant program. All applications are due through grants.gov under opportunity number P19AS00015 by 11:59 PM on April 1, 2019. The American Battlefield Protection Program (ABPP) is a program of the National Park Service. The grants fund a wide range of activities, including historical research, archaeological surveys, site documentation, education, interpretation, heritage tourism and economic impact studies, strategic and preservation planning, public outreach, and consensus building. Planning activities that may enhance a battlefield in or adjacent to a municipality may be eligible for funding. Nonprofit organizations, educational institutions, and federal, state, tribal, and local governments can apply. No matching funds are required. The ABPP anticipates this year's application period opening early in 2019. All grant materials will be available at the website grants.gov. The Georgia Trust recently kicked off its West Atlanta Preservation Initiative, a project to rehabilitate two historic homes along the West Atlanta BeltLine to create affordable housing. March 2-24 Atlanta Preservation Center's Phoenix Flies Program The 2019 Phoenix Flies: A Celebration of Atlanta's Historic Sites is returning for a 16th year! Atlanta's historic built environment of buildings, landscapes, and neighborhoods are an integral part of the City's culture and economy. The Phoenix Flies Celebration provides an opportunity to learn about, celebrate, and strengthen these assets to the benefit of all.
