The state is constitutionally prohibited from running a deficit. Therefore Governor Perdue requested a list of cuts from all agencies--at the 6%; 8%; and 10% levels for the current state fiscal year and the next one (2010). These cuts are in addition to other belt tightening measures, such as forgoing salary increases, enacting a hiring freeze, and limiting travel and purchases. This week the Department of Natural Resources Board passed a wide-ranging list of potential cuts that included several for the Historic Preservation Division, all of which--like those to other divisions--will be very painful. HPD's share of these cuts includes several key areas. The Georgia Heritage grants is a competitive matching program that helps fund rehabilitation projects for local governments and not-for-profit organizations. It was slashed by $118,000 under the 6% cut to $129,000 in the 10% scenario (out of $129,274). The fund had been cut earlier from $500,000. (A legislative study committee reported that there was a $5 million per year need). The loss of this funding makes the purchase of historic preservation license plates even more important. Cuts at all levels also included elimination of the contract with the University of Georgia for the Certified Local Government (CLG) coordinator. This is an almost thirty year relationship under which the CLG coordinator at UGA provides technical assistance for local historic preservation commissions and CLGS, provides commission training twice a year and operates a listserv to help local commissions provide assistance to one another. The third cut was included only at the 10% level for both fiscal years and would take part of the funding for the historic preservation planners in the Regional Development Centers (RDCs). It would take $28,000 from this year's budget and $32,000 from next year's. I believe there was a very conscious effort to avoid any cuts to the RDCs with the hope that the legislature will provide additional funding for the historic preservation planners as a result of legislation passed last year. As you can tell, these cuts threaten our ability to assist in the preservation of Georgia's historic resources. The Governor and the legislature will face difficult choices. We all hope that the economy will quickly regain its health making some of these cuts unnecessary. All agencies are faced with similar tough decisions, which for DNR as a whole include the potential of cutting law enforcement and closing state parks and historic sites. For more information, contact Helen Talley-McRae at Helen.talley-mcrae@dnr.state.ga.us or 404-651-5268. ************************************************************************ NTLF Launches $5 Million Fund To Develop Affordable Housing The National Trust Loan Fund (NTLF) has announced the creation of a $5 million loan pool to help develop affordable housing in cities across the country. The National Trust for Historic Preservation promotes community development in older and historic neighborhoods. The loan fund has been made possible through a $1.3 million grant from the John S. and James L. Knight Foundation. The grant targets communities in the 26 Knight communities across the country where the Knight brothers owned newspapers. In Georgia, these cities are: Columbus, Macon and Milledgeville. It will be used to facilitate projects financed through the loan pool. Applicants from outside the 28 cities may be eligible for financing but may be subject to a higher interest rate. Of the 28 cities, preference will be given to the eight cities that participated in the National Trust for Historic Preservation's Preservation Development Initiative (PDI), also funded by Knight Foundation. Applications are due September 30, 2008. ************************************************************************ John Brinckerhoff Jackson Book Prize The Foundation for Landscape Studies invites applications for the John Brinckerhoff Jackson Book Prize for the year 2009 to be awarded to a book that has made a significant contribution to the study and understanding of garden history and landscape studies. The J. B. Jackson prize, named in honor of one of the founding figures of American landscape studies, honors a distinguished book in the English language that was published between 2005 and 2008. All awards of up to $1,500 are made by a jury of members of the board of directors of the Foundation for Landscape Studies and any non-board member they may wish to appoint to serve on the committee. Duties: provide historic preservation technical support to local governments, organizations, and individuals in a nine county region in South Georgia. Responsibilities include undertaking Section 106 consultation on behalf of the Georgia State Historic Preservation Office, conducting countywide surveys, preparing staff recommendations for certificate of appropriateness applications, writing grants, assisting units of government in the implementation of local comprehensive historic resource plans, and disseminating information on local, state, and federal programs to cities and counties. Qualifications: Master's degree in historic preservation or architectural history; or Master's degree in planning, history or a closely related field (archaeology, history, art history, architecture, landscape architecture, interior design, geography, urban studies, or American studies) with an educational emphasis on historic preservation; or B.A. degree in one of those fields plus two years' closely related historic preservation experience AND strong community planning and communication skills, plus a thorough understanding of historic preservation.
