Only 248 more orders are needed to reach the 1,000 required to begin manufacture. Funds from the tag fee will go to the pool of money allotted for the Georgia Heritage Grant Program. These grants help stabilize, rehabilitate, and preserve important landmarks across the state by matching funds with grant recipients who propose worthwhile development and predevelopment projects. Featuring 13 historic sites, the list identifies places with architectural, historical and cultural significance that are threatened by the wrecking ball, bulldozers, neglect, and deferred maintenance. The places range in date from the 1839-41 Monroe Railroad embankment to a 1951 building designed by world-renowned architect I.M. Pei. The list also includes two houses that the APC had considered protected Randolph-Lucas (1924) and Rufus M. Rose (1901). For the complete list, visit http://www.preserveatlanta.com/2007endangeredbuildings.htm ************************************************************************ Blackshear Confederate Civil War Prison Site Threatened - submitted by Michael Jacobs, Preservation Planner with the Southeast Georgia RDC In 1864, with General Sherman threatening to invade the interior of Georgia, Union Prisoners Of War were shuttled by rail, from Andersonville Prison and other prisons, throughout Georgia in an effort to keep them from being discovered. In some areas of Georgia, makeshift Confederate Prisons were quickly constructed in order to handle the prisoners for longer periods of time. One such Confederate Prison was located in Blackshear, Georgia. Established about November 18, 1864 and in operation until about January, 1865, approximately 5,000 Union Prisoners Of War were held at the site. There are few accounts of the Blackshear Prison which vary widely as to just what was located there. Some report the Blackshear Prison as being a stockade or corral, while other report large earthwork mounds with gun batteries being located there. No one yet has established the size, or scope, of the Blackshear Prison area. A Georgia State Historic Marker was placed on, or near, the site in 1955. Twenty-seven Union Soldiers were disinterred from Blackshear sometime after the Civil War and placed in Beaufort National Cemetery, but it is believe that these were Reconstruction Era soldiers and not the Union Prisoners Of War. An area has been loosely identified near the State Historic Marker that is believed to be a large makeshift cemetery. Judging from prisoner accounts that almost every arriving train car had at least one dead prisoner, and the length of time spent on site, there could be quite a large number of Union Soldiers buried there. Today, the whole area is owned by private individuals and is threatened with development. A major portion of this Blackshear Prison area, approximately 26 acres (which includes the cemetery area) is being offered for sale. A small amount of funds have been raised for its purchase, but over $100,000.00 in private, state and/or federal funds is still quickly needed. A non-profit that could purchase and hold the property until funds are available would be greatly appreciated. Rebekah began her internship in the fall of 2006, and we were fortunate to be able to extend this appointment through the end of the state fiscal year. In addition to assisting with routine grant activities, Rebekah was responsible for the various articles in this newsletter that focused on Georgia Heritage Grants and specific resources that had been funded through that program over the years. Rebekah also tallied the county and regional preservation tag order figures for our use. We very much appreciate Rebekah's dedication and commitment to preservation in Georgia. We wish her the best in the next stage of her career. Rebekah is a recent graduate of the Master's of Heritage Preservation program at Georgia State University. ************************************************************************ Positions available in Georgia The Northeast Georgia Regional Development Center is seeking qualified applicants for the position of Project Manager. A person in this position provides assistance to local government officials with a variety of matters such as grants preparation, grants administration, information on various financing options, strategic planning, special research/studies and coordination. Duties include working independently to prepare plans and reports, giving advice and technical assistance to local government personnel, and conducting research. Applicant must possess undergraduate degree in Public Administration, Business Administration, or a related field. Related experience is beneficial. Salary commensurate with qualifications.
